[Termes IGN] visualisation de donnéesRésumé : (Auteur) Recent advances in Web technologies have opened avenues to create socio-technical platforms that can empower citizens in urban planning processes. The rise of the GeoWeb and the popularity of Web 2.0 collaborative tools can facilitate the development of a new generation of bottom-up Public Participatory GIS (PPGIS) platforms that can incorporate user-generated content into Spatial Data Infrastructures (SDIs). New service-based delivery mechanisms can provide architectural flexibility and adaptability, and enable the public to benefit from ubiquitous information access. From an e-participation perspective, Web 2.0 social networking functions support interactive communication among various PPGIS stakeholders, e.g., citizens, planners, and decision makers. The main contribution of this article is to present a reference architecture for e-planning platforms that (1) facilitates effective e-participation by allowing multidirectional map-based communication among various land development stakeholders (e.g., planners, decision makers, citizens, etc.), and (2) enables incorporation of visualization, evaluation, and discussion capabilities to support community planning processes. To achieve this, we developed a service-oriented architecture (SOA) that exploits SDI principles and Web 2.0 technologies. The platform architecture allows heterogeneous data sources, analytical functionality and tools, and presentation frameworks to be plugged into a coherent system to provide a planning and decision support platform. We present two real-world implementations of the proposed architecture that have been developed to support community engagement in the City of Calgary, Canada. This modification is crucial for time-geographic calculations on public transit networks with a low frequency of service, which would otherwise return unstable results. [Termes IGN] traitement de données localiséesRésumé : (Auteur) One solution to the integration of additional characteristics, for example, time and scale, into GIS data sets is to model them as extra geometric dimensions perpendicular to the spatial ones, creating a higher-dimensional model. While this approach has been previously described and advocated, it is scarcely used in practice because of a lack of high-level construction algorithms and accompanying implementations. We present in this paper a dimension-independent extrusion algorithm permitting us to construct from any (n–1)-dimensional linear cell complex represented as a generalised map, an n-dimensional one by assigning to each (n–1)-cell one or more intervals where it exists along the nth dimension. We have implemented the algorithm in C++11 using CGAL, made the source code publicly available and tested it in experiments using real-world 2D GIS data sets which were extruded to construct up to 5D models. [Termes IGN] zone à risqueRésumé : (Auteur) Earthquakes occurring in urban areas constitute an important concern for emergency management and rescue services. Emergency service location problems may be formulated in discrete space or by restricting the potential location(s) to a specified finite set of points in continuous space. We propose a Multicriteria Spatial Decision Support System to identify shelters and emergency service locations in urban evacuation planning. The proposed system has emerged as an integration of the geographical information systems (GIS) and the multicriteria Decision-Making method of Preference Ranking Organization Method for Enrichment Evaluation IV (PROMETHEE IV). This system incorporates multiple and often conflicting criteria and decision-makers’ preferences into a spatial decision model. We consider three standard structural attributes (i.e., durability density, population density, and oldness density) in the form of spatial maps to determine the zones most vulnerable to an earthquake. The information on these spatial maps is then entered into the ArcGIS software to define the relevant scores for each point with regards to the aforementioned attributes. These scores will be used to compute the preference functions in PROMETHEE IV, whose net flow outranking for each alternative will be inputted in ArcGIS to determine the zones that are most vulnerable to an earthquake. The final scores obtained are integrated into a mathematical programming model designed to find the most suitable locations for the construction of emergency service stations. We demonstrate the applicability of the proposed method and the efficacy of the procedures and algorithms in an earthquake emergency service station planning case study in the city of Tehran.
