Geospatial technologies such as Remote Sensing, Geographic Information Systems and Global Positioning Systems integrated with valuable near/real-time field information can provide a comprehensive platform for emergency management. Satellite imagery, vector database, Location Based Services and ancillary data having the relevant attribute information with access and query tools helps the disaster manager to analyse the required information for relief operations. However, the conceptual design of the database, integration procedures, development of decision support functions and dissemination of information integrating real-time information from the field are very important issues in development framework for emergency management. There are some technological challenges in the emergency response for deriving the required outputs such as damage assessment, evacuation planning, situation monitoring, information dissemination, and coordination of resource and logistic planning. This article provides a framework for the integration of various multi-disciplinary technologies for addressing emergency management. [Termes IGN] transformation en ondelettesRésumé : (Auteur) Here, we describe an unsupervised segmentation method incorporating log-Gabor (LG) filters and a Markov random field (MRF) model for high-resolution (HR) remote sensing (RS) images, based on classical models of the visual receptive field. LG filters were utilised to model the receptive fields of the simple cells in the primary visual cortex and extract detailed features from HR–RS images followed by construction of image pyramid through wavelet decomposition to simulate the hierarchical structure of the visual sensing system. Finally, based on the original HR–RS images, their detailed features and the image pyramid, the MRF image segmentation model was applied to obtain the final segmentation result. Real HR–RS images were used as experimental data to validate the proposed method, both qualitatively (visually) and numerically (with the overall accuracy and Kappa index).The experimental results indicate that the proposed method is effective, feasible and robust to noise. [Termes IGN] reliefRésumé : (Auteur) In the present study, satellite-based mapping and morphogenetic analysis of eastern part of Tripura has been attempted. Landforms are delineated based on conjugate analysis of satellite-imaged and satellite-derived digital elevation data. Further, landforms were classified based on hierarchical three-tier classification system where genesis is used as a criteria to classify the landforms in the first level followed by nature of their dissection and the geometric forms of the landform in second and third level, respectively. During the analysis, it has been observed that most of the landforms are structural in origin and their orientations are guided by the geological lineaments although the variations in the dissection pattern of the landforms are related to the changes in the underlying lithology. The implementation of quantitative analysis using hypsometric integral and ruggedness index of geomorphic parameters indicates that the landforms are immature but have been evolving towards maturity. [Termes IGN] zone inondableRésumé : (Auteur) The goal of this study was to apply, verify and compare fuzzy models with various fuzzy combination operators to analyze the vulnerability to flooding in Seoul, Korea, and to create flood vulnerability maps. We employed the IPCC concept of vulnerability, which comprises exposure to climate, sensitivity and the adaptive capacity, to identify factors that influence flooding. Eleven factors were compiled in a spatial database using geographical information system. The relative weight of each factor was converted into a fuzzy membership value, which was integrated to obtain a flood vulnerability index using five fuzzy combination operators (fuzzy AND, fuzzy OR, fuzzy algebraic sum, fuzzy algebraic product and fuzzy gamma). Overall, the fuzzy models were quite effective tools for flood vulnerability assessment. Of the five fuzzy combination operators, the fuzzy AND operator obtained the highest prediction accuracy of 88.68%. This study achieved better flood vulnerability assessments by employing and comparing fuzzy combination operators.
