[Termes IGN] infrastructure nationale des données localiséesRésumé : (Auteur) This article explores the political economy of spatial data infrastructures (SDIs) by focusing on three key elements: (1) legal framework, (2) politics, and (3) their potential for economic impact. Empirically, the article draws specifically from the experiences of Infrastructure for Spatial Information in the European Community, in the European Union and the National Spatial Data Infrastructure, in the United States, which are representative of projects in advanced stages of implementation that nonetheless have evolved within very different legal regimes and political-administrative contexts. The article argues that SDIs are both technical and political projects that simultaneously respond to interscalar political dynamics characteristic to particular administrative arrangements. These dynamics are reflected in their respective legal frameworks governing SDIs in each jurisdiction, which are in flux due to the technological changes in geographic information and its role in society. The combination of these factors influences the role played in politics, government, and society by each SDI, while shaping its potential for economic impact. [Vedettes matières IGN] CartologieRésumé : (Auteur) This paper sheds light on the question of whether globes or maps are best suited to providing an adequate understanding of global phenomena. Drawing upon evidence from the history of cartography, we show how the ancient, medieval and early sixteenth-century mapmakers had already recognized the importance of globes and world maps. An analysis of Ptolemy, Strabo and the negotiations around the Treaty of Tordesillas will demonstrate how our basic assumptions regarding the relationships of globes and world maps have been present for a long time. These assumptions are discussed in the light of current user studies on world maps, for example on distance and area estimations and the issue of peripheral continuity. As we can see from this review of empirical research, designing an appropriate world map is not only an issue of map projection; the edge of a world map also affects the knowledge users may generate. In terms of the importance of ‘globes vs. world maps’, these findings indicate that globes are prominent because of their undistorted, but also seamless visualization of global phenomena. A map as a knowledge base means that the visual map is not only the descriptive compilation of data and design principles, but also involves a compilation of semantic propositions and logical predicates that create a body of knowledge organized as a map. The digital product of a map as knowledge base can be interpreted by machines, as well as humans, and can provide access to the knowledge base through interfaces to select features and other information from the map. The design of maps as a knowledge base involves technical approaches and a system architecture to support a knowledge base. This paper clarifies how a map as a knowledge base differs from earlier map theory models by investigating the knowledge-based concepts of implementation through logical modelling, a knowledge repository, user interfaces for information access, and cartographic visualization. The paper ends with proof of concepts for two types of cartographic data query. The most important demands on the projection of these maps are: (1) the map distortions have to be reduced as much as possible; (2) the outline shape of the mapped Earth must remind the viewer of the Globe. If the map theme to be illustrated requires neither equivalency (nor, which rarely happens, conformality) nor prescriptions for the map graticule, an aphylactic non-conical projection with simultaneously minimized angular and area distortions is advisable. In this paper, a graticule transformation by a parameterizable function helps to convert minimum distortion pointed-polar pseudocylindrical projections for world maps into general non-conical projections with further minimized distortions. The maximum curvature of the outline shape will be moderated at the same time in order to obtain a definitely pointed-polar character.
