But how do you design a data collection system for people who can't read and don't use technology ? Jim Baumann reports from a project in the Congo basin that managed to solve this problem. [Termes IGN] terrainRésumé : (auteur) Modernization of the land and buildings cadastre is a set of actions aimed at improving the quality of data collected there. Application in the process of modernization of the sources of information from the land surveying, gives fully satisfactory results. On the other hand the use of photogrammetric measurements is the solution more economical in terms of financial and time. However, there is a danger of obtaining the results which do not meet the standards of accuracy of the border points position. The paper presents an example of the results of the influence of the process of modernizing the land and buildings cadastre for the areas where the source material are cadastral maps in the scale 1: 2000, created on the basis of photomaps or cadastral maps in the scale 1: 2880. An assessment of the suitability of these materials in the process of modernization and their impact on the current form of the land and building cadastre as a public register was made. [Termes IGN] Web View ServiceRésumé : (Auteur) Land has an essential role in any society, either as one of the most important capitals of mankind or as a place for people's life and activities. Therefore, registration of ownership and land use rights in a formal system is a major issue. In different countries, Cadastre systems can register extent, rights, restrictions and responsibilities related to land parcels. Many organizations such as municipality, tax and banks need to this information for planning and decision making. Considering the needs for land information by different organizations, access to cadastre data gains a lot of importance. Despite this importance, access to cadastre information encounter with different challenges such as differences in platforms or data structures and access to semantic and geometric data. The main goal of this research is to overcome these challenges and to improve the interoperability in sharing and accessing 3D cadastre data and challenges. This paper investigates capabilities of current 3D Spatial Web Services: WFS, WVS, WTS and W3DS as well as advantages of using these 3D services for access to 3D cadastre data. The authors also combined the legal classes of LADM with geometrical classes of CityGML for transferring the semantic and geometric cadastre data. Finally, some prospects of using 3D Web Services will be illustrated through implementation the scenarios. The most important advantages of using 3D Spatial Web Services in cadastre are on the fly construction and on demand presentation of 3D cadastral model, facilitating of access to legal and descriptive cadastre information, no necessity to user's awareness of data structure in cadastre database and compatibility with different levels of users. [Termes IGN] LettonieRésumé : (auteur) After the decline of the Soviet period, Latvia regained its independence and reformed the ownership situation in the country. Over a period of less than 25 years, the public and private land parcels and buildings were recorded in the cadastre information system of the State Land Service (SLS). SLS maintains other highly valued databases and is responsible for a growing part of the national spatial data infrastructure and Latvian e-government. [Termes IGN] TurquieRésumé : (auteur) For centuries, land administration in North Cyprus - an area of 3,355km2 - has been based on paper maps and registers. Properties in the 246 villages/neighbourhoods are registered in 1.5 million paper records and on paper maps. In 1998 an initiative was launched to transfer the paper-based system to a modem digital system. The project progressed slowly. By 2009, only approximately 20,000 of the 550,000 parcels, i.e. less than 5%, had been captured. To speed up the process, a project was started in 2013 to renew 129,962 parcels within one year. To date, 61 villages amounting to 900km2 have been completed. The authors describe the efforts underlying the success so far and also identify deficiencies which require the authorities' attention.
