[Termes IGN] secours d'urgenceRésumé : (Auteur) A structural and quantitative representation of disaster status contributes to efficient emergency decision-making, for this purpose, a representation model for disaster status is developed in this paper, called spatio-temporal scenario model (short for STSM model). Concept of the term `scenario' is discussed at first. Then, based on the concept, STSM model is proposed and introduced in detail. It contains two components: developing scenario connotation and developing spatio-temporal framework. Scenario connotation is to develop representation of disaster status of each object, consisting of object representation and damage representation. Spatio-temporal framework is to develop representation of evolution of disaster status, consisting of representation of spatial relation, temporal relation, natural environment and emergency response. Finally, an example is provided to show the effectiveness of STSM model. Advantages of the developed model lie in four aspects: flexibility in describing dynamic disaster status; universal representation of disaster status contributing to similarity assessment; helping in evaluating emergency severity with the quantitative representation of disaster status. Moreover, it helps decision-makers obtain a more comprehensive representation for disaster evolution in a certain time space. [Termes IGN] urbanismeRésumé : (auteur) Systematically assessing the influence of new urban plans is an important challenge for designing them efficiently. In this paper, we propose a method to assess the influence of local ‘Right to Build’ regulations on constructibility. Our method is based on an optimization algorithm that generates building configurations. This method requires a geographic model that supports the formalization of the Right to Build regulation in order to check if a building respects it. The proposed approach relies on the trans-dimensional simulated annealing optimization method, which produces building configurations composed of a set of parametric objects (boxes in our implementation). Our proposition is released as the SimPLU3D Open-Source project (http://ignf.github.io/simplu3D/). In this paper, we present some tests and results based on this implementation and a use related to the assistance to ‘Right to Build’ designers. [Termes IGN] voxelRésumé : (auteur) This paper presents the development of a 3D visibility analysis model that consist a combination of objective calculations and a subjective evaluation, representing the value of the view and its possible impact on the perception of a viewer. The model, developed in Matlab, has default weightings for different elements of the view, which can be changed in accordance to future users. A bounding box, defined as working area consisting buildings and topography, is divided into equal-size voxels and sub-voxels for higher accuracy. This model may be further developed for use in practice to support a sustainable future urban environment. As an emerging field of study, it has drawn the attention of increasing numbers of scholars worldwide. In this study, both co-citation and cluster analysis methods of scientometrics are used to perform a comprehensive analysis of the papers on the topic of geographic information ontology indexed by the Web of Science (WoS) and published between 2001 and 2016. The results show that the history of the study of geographic information ontology can be divided roughly into three periods. Computer science and mathematics play important roles in this field of study. The International Journal of Geographical Information Science is an important periodical that provides knowledge resources for the study of geographic information ontology. The papers of Gruber TR and Guarino N are referenced most frequently, as well as that of Smith B., who formally introduced information ontology to the field of geographic information science. Providing personalized and intelligent geographic information services for users is an important focus of geographic information ontology. [Termes IGN] source de donnéesRésumé : (Auteur) Land cover mapping plays an important role for a wide spectrum of applications that are ranging from climate modeling to food security. However, it is a common case that several and partially conflicting land cover products are available at the same time over a same area, where each product suffers from specific limitations and lack of accuracy. In order to take advantage of the best features of each product while at the same time attenuating their respective weaknesses, this paper is proposing a methodology that allows the user to combine these products together based on a general framework involving maximum entropy/minimum divergence principles, Bayesian data fusion and Bayesian updating. First, information brought by each land cover product is coded in terms of inequality constraints so that a first estimation of their quality can be computed based on a maximum entropy/minimum divergence principle. Information from these various land cover products can then be fused afterwards in a Bayesian framework, leading to a single map with an associated measure of uncertainty. Finally, it is shown how the additional information brought by control data can help improving this fused map through a Bayesian updating procedure. The first part of the paper is briefly presenting the most important theoretical results, while the second part is illustrating the use of this suggested approach for a specific area in Belgium, where five different land cover products are at hand. The benefits and limitations of this approach are finally discussed by the light of the results for this case study.
