Les données spatiales sont construites à partir des connaissances du territoire (l'information géographique), des moyens déployés lors de l'acquisition, des étapes ultérieures à son cycle de vie (création d'un système d'information) : la donnée a de multiples facettes qu'il est nécessaire de considérer pour assurer son utilisabilité14. J'analyse au sein de ce rapport le cycle de vie des données de la direction de l'environnement de la Province-Sud de Nouvelle Calédonie, en reprenant la grille de lecture des trajectoires-types d'appropriation des données. Pour cela, je considère les problématiques internes de la direction de l'environnement et celles liées aux travaux coopératifs impliquant d'autres organismes. Mon questionnement permanent est de comprendre les problématiques et de solutionner les disfonctionnements liés à l'utilisabilité des données géographiques dans l'organisation du système d'information à référence spatiale (SIRS) de la direction de l'environnement et plus largement ceux de la Province-Sud. Je présente enfin pourquoi un poste de géomaticien à la DENV est quasiment inévitable. Note de contenu : INTRODUCTION

[Termes IGN] quantité discrèteRésumé : (Auteur) Geoscientific datasets are often formed by scattered samples in 3D space having highly anisotropic distribution. To model the continuity of the phenomena they represent (e.g. temperature of a body of water, or percentage of a chemical in the air) raster structures are in most cases used. To overcome the shortcomings of rasters the Voronoi diagram (VD) has been proposed as an alternative. However, while in theory the VD is a sound solution, its use in practice is hindered by the fact that it is complex to construct and to manipulate (removal of samples, interpolation, etc.), and spatial tools have to be built. We propose in this paper a “middle" solution: the 3D discrete Voronoi diagram (DVD). We investigate the properties of the 3D DVD, we propose algorithms to construct and manipulate it, and we demonstrate its use in practice with a prototype that we have built. Our prototype uses existing tools for visualisation and further analysis of DVDs. [Termes IGN] système multi-agentsRésumé : (auteur) Simulating the evolution of cities suggests the ability to understand and model the laws governing urban dynamics. The approach presented in this paper uses a multi-agent system to model the self-organising properties of urban systems. The proposed multi-agent system is a hierarchy of topographic agents (e.g. buildings, roads, rivers or urban blocks) that are built, modified, merged, split, restructured and destroyed over time. Each agent’s behaviour is controlled by a set of constraints and associated actions. In the proposed system, only topographic objects are taken into account, assuming a certain independence between society and the urban form (morphology) as well as a delay between the action of the society on the urban form and the feedback of the latter to the former. J'ai commencé par réaliser un état de l'art des tables interactives, des techniques d'interaction et des SIG collaboratifs. J'ai conduit des entretiens avec des utilisateurs de SIG afin de cerner leurs besoins. J'ai par la suite développé QGIS-MT, une extension de Quantum GIS pour les tables interactives. Celles-ci permettent d'encourager la communication, la collaboration entre les utilisateurs et de faciliter la prise de décision. QGIS-MT permet de contrôler Quantum GIS grâce à des gestes par le biais du Finger-Count Shortcuts. J'ai étendu cette technique avec le Relative Finger-Count et le Finger-Count Contrôle Continu.
