[Termes IGN] structure hiérarchique de donnéesRésumé : (Auteur) Although there is a vast literature available on interoperability models, and their respective interoperability levels, limited research has been carried out on the development of interoperability models for the implementation of Spatial Data Infrastructures. This article demonstrates the important role of metadata elements in the formalisation of interoperability models for the implementation of Spatial Data Infrastructures. It describes an approach for designing an integrated interoperability model based on the definition of a common template that integrates seven interoperability levels. They are: technical, syntactic, semantic, pragmatic, dynamic, conceptual and organisational levels. A non-hierarchical structure is proposed to ensure the relationship among these interoperability levels. [Termes IGN] infrastructure nationale des données localiséesRésumé : (Auteur) Assessments of Spatial Data Infrastructure (SDI) strategies are rather scarce. When evaluations do occur, they usually cover only one aspect of a certain initiative or infrastructure, without taking into account all the other impacts it might have. Moreover, similar methods, such as the Cost-Benefit Analysis, are used in most situations. However, these techniques are only suited for very specific objectives as they require exclusively monetary information and they do not include the objectives or perceptions of the many relevant stakeholders of the SDI environment. This is why a new methodology for assessing SDI strategies is presented in this paper, namely the Multi-Actor Multi-Criteria Analysis (MAMCA). This technique is an extension of the original Multi-Criteria Analysis (MCA) and allows for structured and extensive stakeholder participation during the entire evaluation procedure. The methodology provides a new assessment framework that takes into account all the different criteria and actors of the complex SDI decision making context. In order to illustrate the opportunities and strengths of the MAMCA in the SDI context, a case study will be presented, where possible policy strategies for the SDI in Flanders will be assessed. In this paper, which forms the first section of a two-parted article, the methodology of the MAMCA method and its possible merits for the assessment of an SDI are illustrated, together with the first three steps of the case study. The second paper, which will be published at a later date, will document the four following MAMCA steps of the case study as well as its global results and possible future recommendations. [Termes IGN] Organisation gouvernementaleRésumé : (Auteur) Government agencies striving to make geospatial information systems interoperable and cost-effective often appear to function as a self-regulating network shaped only by internal trust and reciprocity. However, recent public management research suggests that external steering of a network, exercised by authoritative bodies through hierarchical means, may invigorate cross-agency coordination. The two case studies of federal geospatial coordination in Canada and the USA confirm this emerging theory of network-hierarchy dynamics. In these countries, the central budget agency (CBA) is influencing resource flows and accountabilities within a federal geospatial network of government agencies, which in turn affects how these agencies deliver 'joined up' services. The CBA relies upon three types of tools: the shaping of network governing structures, promotion of uptake of new management information systems, and the use of evaluation (scrutiny) to solidify accountabilities of the network. Since these tools cast a shadow of hierarchy upon the network, they may be viewed as counter to the voluntary ethos of networks. However, the case studies suggest that the CBA's actions appear to confer legitimacy to the network—resulting in a seeming contradiction—greater central control, more vigorous, distributed geospatial coordination. For geographic information, a geographic information infrastructure (GII) facilitates availability and access to geographic information for all levels of government, the commercial sector, the non-profit sector, academia, and ordinary citizens. Although the importance of access policies in the development of a GII is commonly understood, research that has assessed the impact of access policies on this development is scant. This article adds this perspective. Based on information acquired from case-study and literature research, the author argues that open-access policies do not always promote GII development and in specific instances are counter-productive. These findings may explain why many nations still adhere to cost-recovery policies instead of following access policies recommended by research. The article provides alternatives for changing current policies into new access policies that promote GII development.
