[Termes IGN] Union EuropéenneRésumé : (auteur) L'organisation et la valorisation d'un Big Data du Passé renvoient à des défis scientifiques et technologiques et également à des enjeux sociétaux, et ce tout particulièrement pour l'Europe. Pour cette raison, un consortium de 33 organisations (Universités, archives, bibliothèques, l'IGN, et des acteurs du secteur privé) ont travaillé pendant 1 an à l'élaboration d'un programme de recherche et innovation européen sur 10 ans visant à organiser les traces et données produites par les sociétés européennes, y compris dans le temps présent, en une infrastructure d'information. Cette présentation portera tout particulièrement sur ce qui concerne, dans cette proposition de programme, la valorisation de technologies du Big Data du passé, comment ce patrimoine d'histoire commune peut-il nous permettre de faire face effectivement aux enjeux sociétaux et environnementaux qui menacent l'Europe. [Termes IGN] vitesse de déplacementRésumé : (auteur) The sharing of Global Navigation Satellite System (GNSS) tracks on the Internet is increasing enormously. Every day a great number of users capture routes using different devices and share these data. Individually these tracks present a poor positional accuracy because these devices obtain positions with accuracy of about 5-10 metres. In addition, they are usually captured for navigation and not for surveying. However, we can take advantage of the great quantity of tracks of the same linear element in order to obtain a more accurate solution. This study analyses this possibility using a wide set of tracks obtained in known conditions. We emulated those tracks obtained by Volunteered Geographic Information (VGI) users and we compared the mean axis obtained using all tracks with others obtained from a more accurate source. Additionally, we analyse the displacement of other axes obtained by varying several parameters such as the number of tracks and their length or by dividing the route into sections in function of sinuosity, etc. The results have shown an improved 3D mean axis and the viability of the method proposed in this study in order to use axes obtained from several tracks in maps at certain scales. [Termes IGN] Union EuropéenneRésumé : (Auteur) The observation that spatial and environmental data relating to specific locations or geographic areas in the European Union (EU) have been difficult to find online is undisputed. Whether the EU INSPIRE Directive of 2007 which establishes an infrastructure to enable the sharing of spatial data and services to support European and national environmental policies will achieve its objectives is a topic of debate. The INSPIRE Directive was conceived and implemented to address identifiable challenges relating to environmental policies and data. Before the complete implementation of the Directive, it may be necessary to reflect on what progress have been achieved at a legal and policy level. The central argument of this paper is that legal and policy issues may have hindered the rapid and smooth implementation of the Directive. The implementation of the legal framework of the Directive provides salutary lessons. Evaluation reports from the European Commission and the four case studies demonstrably paint an encouraging future. The conclusion is that INSPIRE should foster good governance, use and sharing of environmental data and information for the common good of all Europeans. [Termes IGN] standardisationRésumé : (auteur) Geographic information metadata provides a detailed description of geographic information resources. Well before digital data emerged, metadata were shown in the margins of paper maps to inform the reader of the name of the map, the scale, the orientation of the magnetic North, the projection used, the coordinate systems, the legend, and so on. Metadata were used to communicate practical information for the proper use of maps. When geographic information entered the digital era with geographic information systems, metadata was also collected digitally to describe datasets and the dataset collections for various purposes. Initially, metadata were collected and saved in digital files by data producers for their own specific needs. The sharing of geographic datasets that required producers to provide metadata with the dataset to guide proper use of the dataset—map scale, data sources, extent, datum, coordinate reference system, etc. Because of issues with sharing and no common understanding of metadata requirements, the need for metadata standardization was recognized by the geographic information community worldwide. The ISO technical committee 211 was created in 1994 with the scope of standardization in the field of digital geographic information to support interoperability. In the early years of the committee, standardization of metadata was initiated for different purposes, which culminated in the ISO 19115:2003 standard. Now, there are many ISO Geographic information standards that covers the various aspect of geographic information metadata. This paper traces an illustration of the development and evolution of the requirements and international standardization activities of geographic information metadata standards, profiles and resources, and how these attest to facilitating the discovery, evaluation, and appropriate use of geographic information in various contexts. [Termes IGN] urbanisationRésumé : (éditeur) In current times, highly complex and urgent policy problems--e.g., climate change, rapid urbanization, equitable access to key services, land rights, and massive human resettlement--challenge citizens, NGOs, private corporations, and governments at all levels. These policy problems, often called 'wicked', involve multiple causal factors, anticipated and unanticipated effects, as well as high levels of disagreement among stakeholders about the nature of the problem and the appropriateness of solutions. Given the wickedness of such policy problems, interdisciplinary and longitudinal research is required, integrating and harnessing the diverse skills and knowledge of urban planners, anthropologists, geographers, geo-information scientists, economists, and others. This Special Issue promotes innovative concepts, methods, and tools, as well as the role of geo-information, to help (1) analyze alternative policy solutions, (2) facilitate stakeholder dialogue, and (3) explore possibilities for tackling wicked problems related to climate change, rapid urbanization, equitable access to key services (such as water and health), land rights, and human resettlements in high-, middle-, and low-income countries in the North and South. Such integrative approaches can deepen our understanding of how different levels of government and governance reach consensus, despite diverging beliefs and preferences. Due to the particularly complex spatiotemporal characteristics of wicked policy problems, innovative concepts, alternative methods, and new geo-information tools play a significant role.
