[Termes IGN] Union EuropéenneRésumé : (auteur) In many countries, the trend of building and maintaining efficient land administration systems has expanded rapidly over the past decades. There has also been growing awareness and development of spatial data infrastructures, the sustainable management of natural resources and preservation of the environment because of the realisation that these are all vital to socioeconomic progress around the world. The number of participatory mapping initiatives is quickly increasing in many parts of the world. Participatory mapping has emerged as a process and a powerful tool, utilising visual techniques to better understand local natural resources, together with their management, dynamics and related challenges, and with potential solutions to the challenges. It is a relatively fast way of gaining information from those who live with and use these resources. Although there are differences among the initiatives in their methods, applications and users, the common theme linking them is that the process of map-making is undertaken by a group of non-experts who are associated with each other based on a shared interest. Decisions about resource tenure are some of the most critical ones for forests and livelihoods in many contexts, and secure tenure arrangements are an important prerequisite for achieving sustainable forest management. Hereinafter a general overview of the current status of land administration in Albania is presented, with an emphasis on the modern development and changing priorities of the national registration institution and the government. The more innovative part of the paper deals with the participatory mapping initiative of communal forests and pasture use rights in Albania, the experiences gained and the suggested path ahead. Experience with participatory mapping in land registration combined with the forestry management in Europe is relatively rare when compared to other parts of the world. Different issues need to be considered during the conception, acquisition and post-acquisition phases of VGI creation. This includes items such as collecting metadata on the volunteer, providing suitable training, giving corrective feedback during the mapping process and use of control data, among others. Two examples of VGI data collection are then considered with respect to this quality control framework, i.e. VGI data collection by National Mapping Agencies and by the most recent Geo-Wiki tool, a game called Cropland Capture. Although good practices are beginning to emerge, there is still the need for the development and sharing of best practice, especially if VGI is to be integrated with authoritative map products or used for calibration and/or validation of land cover in the future. [Termes IGN] SuèdeRésumé : (auteur) The amount of volunteered geographic information (VGI) has increased over the past decade, and several studies have been conducted to evaluate the quality of VGI data. In this study, we evaluate the completeness of the road network in the VGI data set OpenStreetMap (OSM). The evaluation is based on an accurate and efficient network-matching algorithm. The study begins with a comparison of the two main strategies for network matching: segment-based and node-based matching. The comparison shows that the result quality is comparable for the two strategies, but the node-based result is considerably more computationally efficient. Therefore, we improve the accuracy of node-based algorithm by handling topological relationships and detecting patterns of complicated network components. Finally, we conduct a case study on the extended node-based algorithm in which we match OSM to the Swedish National Road Database (NVDB) in Scania, Sweden. The case study reveals that OSM has a completeness of 87% in the urban areas and 69% in the rural areas of Scania. The accuracy of the matching process is approximately 95%. The conclusion is that the extended node-based algorithm is sufficiently accurate and efficient for conducting surveys of the quality of OSM and other VGI road data sets in large geographic regions. This entails a common framework for dealing with the control of all other spatial data quality components (e.g., completeness, consistency, etc.). We propose a relationship between the parameters “acceptable quality level” and “limiting quality” of the international standard and positional quality by means of observed error models. This proposal does not require any assumption for positional errors (e.g., normality), which means that the application is universal. It can be applied to any type of positional and geometric controls (points, line-strings), to any dimension (1D, 2D, 3D, etc.) and with parametric or non-parametric error models (e.g., lidar). This paper introduces ISO 2859, presents the statistical bases of the proposal and develops two examples of application, the first dealing with a lot-by-lot control and the second, isolated lot control. [Termes IGN] utilisateurRésumé : (auteur) Les Infrastructures de données géographiques (IDG) ont été mises en place depuis une vingtaine d’années afin notamment de contribuer aux politiques publiques environnementales en facilitant le partage et l’accès aux informations géographiques. Cet article s’intéresse spécifiquement aux IDG françaises et à leur apport à la Gestion intégrée des zones côtières (GIZC), gouvernance territoriale complexe pour laquelle le recueil et le partage d’informations géographiques ont été identifiés depuis les années 2000 comme des composantes majeures pour fonder la politique de la mer et du littoral. Basée sur des analyses statistiques, structurales et thématiques des données qualitatives acquises via un questionnaire en ligne, l’étude permet de recueillir les points de vue des utilisateurs et producteurs d’information géographique de la sphère publique travaillant sur le littoral (service de l’état, collectivité territoriale, établissement public…). L’analyse des réponses au questionnaire permet de dégager 3 types de résultats : le profil des répondants, les IDG jouant un rôle dans la gestion des littoraux français, et leur contribution à la GIZC. Une typologie des usagers des IDG côtières françaises est également proposée.
