The aim of the project LASDIM is to create a totally open environment that enables to explore, visualize, disseminate or re-use data in a common geo-localization reference. This will require specifying and building a new data model, authoritative reference and attractive for the data or service providers. The Claire-SITI platform will be used as an intelligent and multimodal system able to manage both the public transport and the road transport. The project will allow for global brainstorming on fast and real-time exchange of information with the aim of reducing the negative impact of transport. This will be a brand-new feature encouraging positive behavior changes in and allow lower traffic congestion, reduce pollution levels and optimize emergency-response time. [Vedettes matières IGN] CartologieRésumé : (Auteur) A fractal can be simply understood as a set or pattern in which there are far more small things than large ones, for example, far more small geographic features than large ones on the earth surface, or far more large-scale maps than small-scale maps for a geographic region. This article attempts to argue and provide evidence for the fractal nature of maps and mapping. It is the underlying fractal structure of geographic features, either natural or man-made, that make reality mappable, large-scale maps generalizable, and cities imageable. The fractal nature is also what underlies the beauty of maps. After introducing some key fractal concepts such as recursion, self-similarity, scaling ratio, and scaling exponent, this article demonstrates that fractal thought is rooted in long-standing map-making practices such as series maps subdivision, visual hierarchy, and Töpfer’s radical law. Drawing on previous studies on head/tail breaks, mapping can be considered a head/tail breaks process; that is to divide things around an average, according to their geometric, topological and/or semantic properties, into the head (for those above the average) and the tail (for those below the average), and recursively continue the dividing process for the head for map generalization, statistical mapping, and cognitive mapping. Given the fractal nature of maps and mapping, cartography should be considered a perfect combination of science and art, and scaling must be formulated as a law of cartography or that of geography in general. Un bon cartographe doit non seulement en maîtriser les aspects scientifiques et techniques, mais doit également mettre en œuvre des compétences artistiques dans le choix des traits, des couleurs et des écritures. Toutes les cartes sont prévues pour être utilisées, soit pour la randonnée ou la navigation routière, soit pour décrire l'aménagement du territoire ou pour la recherche d'informations dans un atlas. Les cartes sont d'une grande utilité et elles n'ont jamais auparavant été publiées par un si grand nombre de moyens de diffusion. La carte est un moyen de communication efficace entre un producteur et un utilisateur, et grâce au GPS, beaucoup de choses peuvent être localisées sur la carte. Pendant longtemps, le papier a été la matière la plus utilisée pour les cartes. De nos jours, la plupart des cartes sont réalisées grâce à des logiciels cartographiques et sont distribuées sur le net, mais les règles cartographiques restent identiques quel que soit le mode de diffusion. Dans cet article, nous décrirons comment les cartes sont conçues et utilisées, et de quelle façon elles sont distribuées, ainsi que la méthode pour obtenir les données nécessaires.
