[Termes IGN] rocherRésumé : (Auteur) Disposant désormais d'une base de données topographiques vecteur sur toute la France, la BD TOPO, l'Institut Géographique National a décidé de dériver toute sa carte de base au 1:25.000 et au 1:50.000 sur l'ensemble du territoire à partir de cette base de données. Les zones de haute montagne présentent une difficulté particulière pour la cartographie numérique, en particulier avec la problématique de représentation des rochers. Réalisées à la main par des dessinateurs expérimentés sous forme de dessins "à l'effet" en exploitant les photos aériennes, les zones rocheuses nécessitent un double travail : d'une part une reconnaissance des zones concernées et d'autre part une représentation de ces zones. Cet article présente les premiers résultats obtenus sur ces deux problématiques afin d'aboutir à une cartographie de haute montagne numérique la plus automatique possible pour diminuer les coûts de réalisation, mais aussi expressive que précédemment, bien que différente, afin de conserver la qualité cartographique de la carte de base au 1:25.000 et au 1:50.000. [Termes IGN] variogrammeRésumé : (Auteur) Geostatistical methods make it possible to estimate the random errors in digital terrain models (DTMs) from one single set of measurements. After average interpolating trend removal, the error is derived from the variogram of the residual data set. This method is compared with a procedure that uses triangulation and resampling of two overlapping DTMs for extracting the error component. Eighteen small areas measured with a multibeam echo sounder are selected for the comparison. In the experiment the two methods come out with similar values for the random error. A by-product of the experiment is the development of a model for the average noise reduction caused by resampling of triangle models (TINs). The method we apply for the trend computation has time complexity O(n). Since the noise computation only requires the part of the variogram close to the origin, it is possible to formulate the computation of the random error in DTMs in O(n) time. [Termes IGN] TorontoRésumé : (Auteur) Building boundary is necessary for the real estate industry, flood management, and homeland security applications. The extraction of building boundary is also a crucial and difficult step towards generating city models. This study presents an approach to the tracing and regularization of building boundary from raw lidar point clouds. The process consists of a sequence of four steps: separate building and non-building lidar points; segment lidar points that belong to the same building; trace building boundary points; and regularize the boundary. For separation, a slope based 1D bi-directional filter is used. The segmentation step is a region-growing approach. By modifying a convex hull formation algorithm, the building boundary points are traced and connected to form an approximate boundary. In the final step, all boundary points are included in a hierarchical least squares solution with perpendicularity constraints to determine a regularized rectilinear boundary. Our tests conclude that the uncertainty of regularized building boundary tends to be linearly proportional to the lidar point spacing. It is shown that the regularization precision is at 18 percent to 21 percent of the lidar point spacing, and the maximum offset of the determined building boundary from the original lidar points is about the same as the lidar point spacing. Limitation of lidar data resolution and errors in previous filtering processes may cause artefacts in the final regularized building boundary. This paper presents the mathematical and algorithmic formulations along with stepwise illustrations. Results from Baltimore city, Toronto city, and Purdue University campus are evaluated. [Termes IGN] tsunamiRésumé : (Auteur) The Sumatra earthquake struck South Asia on 26 December 2004 and triggered monstrous waves that turned into a tsunami hitting the ocean regions and caused the most severe natural disaster of recent decades. The devastating earthquake and tsunami changed the landscape of coastal areas in many countries around the whole Indian Ocean region. To provide real-time information for rescue and rehabilitation plans, satellite images were applied to monitor and evaluate the damage over several devastated spots. The FORMOSAT-2 satellite, which was launched on 21 May 2004 and operated by the National Space Organization, Taiwan, is uniquely designed to take timely and low-cost black and white images daily with a resolution of 2 m and colour images of 8-m resolution. FORMOSAT-2 is expected to have many useful applications, such as natural-disaster evaluation, land-usage analysis, environmental monitoring, and coastal search and rescue. FORMOSAT-2 successfully acquired several post-tsunami images of the hazardous areas, both Puhket, Thailand and Banda Aceh, Indonesia on 28 December. A series of FORMOSAT-2 satellite images were processed by geometric and radiometric correction, haze reduction, image enhancement, feature extraction, image classification, and image fusion to assess the damage over those devastated areas. FORMOSAT-2 satellite images with a high-temporal resolution and high-spatial resolution were proved to be an efficient and useful information source for decision-makers to make rescue and recovery plans, especially for some isolated islands hard to reach in time.
