[Vedettes matières IGN] GéovisualisationRésumé : (Auteur) With the product TopPlusOpen, the Federal Agency for Cartography and Geodesy (BKG) has for the first time provided a freely accessible web map, which is based entirely on open or free data sources. For this purpose, the BKG processed and combined many different data sources in order to achieve the best possible map presentation. Among others, free official spatial data of the Federal Government and the Open Data states Berlin, Hamburg, North Rhine-Westphalia and Thuringia are presented in the product. Furthermore, Brandenburg, Mecklenburg-Western Pomerania and Rhineland-Palatinate provide their official spatial data for TopPlusOpen based on a cooperation agreement so that also these states are presented exclusively by official data. The services of the TopPlusOpen were released in September 2017. The product was very well received by the public, private and scientific sectors and is already used as a background map in many geoportals. The free access and the cross-border map presentation are especially mentioned. [Termes IGN] traitement de données GNSSRésumé : (auteur) High-precision single-receiver positioning requires the provision of reliable network-derived corrections. Care must therefore be exercised to continuously check the quality of the corrections and to detect the possible presence of mis-modeled biases in the network data. In network-RTK or its state-space implementation, PPP-RTK, quality control of the solutions is executed in two separate phases: the network component and the user component. Once confidence in the network-derived solutions is declared, a subset of the solutions is sent as corrections to a single-receiver user, thereby allowing the user to separately check the integrity of his network-aided model. In such a two-step integrity monitoring procedure, an intermediate step is missing, the integrity monitoring of the corrections themselves. It is the goal of this contribution to provide a quality control procedure for GNSS parameter solutions at the correction level, and to measure the impact a missed detection bias has on the (ambiguity-resolved) user position. New detection test statistics are derived with which the single-receiver user can check the overall validity of the corrections even before applying them to his data. A small-scale network of receivers is utilized to provide numerical insights into the detectability of mis-modeled biases using the proposed detectors and to analyze the impact of such biases on the user positioning performance. Landmarks near to a route or routes passing near to some landmarks may help in the context of mountain rescue. Therefore, it is necessary to identify relevant data sources and to describe their characteristics. In this paper, we set out to explore the potential of crowdsourced data in order to be considered such as data sources in the context of mountain rescue. Thus, our aim is to study the content of different sources to have a better knowledge on how landmarks and routes are mapped, to demonstrate the complementarity of crowdsourced data with respect with authoritative data, and to study the feasibility of defining links between routes and landmarks. The proposed method used integration techniques such as map matching, route construction and data matching. Among the results, the large number of non-matched features proves the richness of crowdsourced data. The matching results generate new semantic rules for both type of landmarks and geometries of route. [Termes IGN] Union EuropéenneRésumé : (Auteur) The observation that spatial and environmental data relating to specific locations or geographic areas in the European Union (EU) have been difficult to find online is undisputed. Whether the EU INSPIRE Directive of 2007 which establishes an infrastructure to enable the sharing of spatial data and services to support European and national environmental policies will achieve its objectives is a topic of debate. The INSPIRE Directive was conceived and implemented to address identifiable challenges relating to environmental policies and data. Before the complete implementation of the Directive, it may be necessary to reflect on what progress have been achieved at a legal and policy level. The central argument of this paper is that legal and policy issues may have hindered the rapid and smooth implementation of the Directive. The implementation of the legal framework of the Directive provides salutary lessons. Evaluation reports from the European Commission and the four case studies demonstrably paint an encouraging future. The conclusion is that INSPIRE should foster good governance, use and sharing of environmental data and information for the common good of all Europeans. On the other hand, the demand for geospatial data has been diversifying, given the requirements for mapping cities. To respond to demands for new geospatial data, creation of citizen-generated open data and volunteered geographic information (VGI) have recently become popular. However, the quality of such open data and VGI are not always guaranteed. The number of studies on quality assessments of VGI have increased in recent years. The present study aimed to identify OpenStreetMap (OSM), one type of VGI, as well as contributors’ awareness of data quality, and the relationships between their awareness and the positional accuracy of the OSM data contributed by them. The results showed that awareness or lack of the positional accuracy did not affect the quality of the OSM data created by the contributors. These findings suggest that the crowdsourcing approach might not guarantee the data quality of VGI.
