Elles sont souvent utilisées pour mieux comprendre la ville et ses phénomènes sous-jacents en intégrant de nombreuses informations (environnementales, économiques, etc.) pour l'appui à l'aménagement du territoire. À l'échelle locale, le plan local d'urbanisme (PLU) décrit les connaissances régulant le développement urbain, incluant des contraintes tri-dimensionnelles (par exemple : hauteur maximale d'un bâtiment ou surface de plancher) que doivent respecter les nouveaux bâtiments. Ces contraints sont rédigées dans un format textuel, difficile de compréhension pour le non-initié et dont l'interprétation sur un territoire donné est complexe.
L'objectif de cette thèse est de montrer comment les données géographiques 3D permettent d'exploiter les règlements locaux d'urbanisme à travers deux usages : la vérification de règles d'urbanisme et la proposition de configurations bâties. Notre méthodologie s'appuie sur une modélisation de l'espace urbain, représentant les objets pertinents mentionnés dans les règlements, support d'une formalisation des règles avec le langage OCL. La pro-position de configurations bâties est réalisée grâce à une méthode d'optimisation basée sur un recuit simulé trans-dimensionnel et une technique de vérification du respect des règles.Note de contenu : 1 Introduction : complémentarité des données 3D et des règlements d'urbanisme

[Termes IGN] valeur ajoutéeRésumé : (auteur) A spatial data infrastructure (SDI) is an evolving concept for facilitating, coordinating and monitoring the exchange and sharing of geospatial data and services. In earlier work, we developed a formal model for an SDI from the Enterprise, Information and Computational Viewpoints of the Reference Model for Open Distributed Processing. Within the Enterprise Viewpoint, we identified six stakeholders, including a Value-added Reseller (VAR), a stakeholder who adds value to an existing product or group of products, and then makes it available as a new product. A VAR is particularly important because they extend the usefulness of SDI products: high quality and useful VAR products help ensure continued funding by governments of publicly provided data. We engaged with various types of VAR around the world, to understand what encourages or inhibits VARs in an SDI, and the contributions VARs can make to an SDI. The results are described here. [Termes IGN] voxelRésumé : (Auteur) Automatic urban object detection from airborne remote sensing data is essential to process and efficiently interpret the vast amount of airborne imagery and Laserscanning (ALS) data available today. This paper combines ALS data and airborne imagery to exploit both: the good geometric quality of ALS and the spectral image information to detect the four classes buildings, trees, vegetated ground and sealed ground. A new segmentation approach is introduced which also makes use of geometric and spectral data during classification entity definition. Geometric, textural, low level and mid level image features are assigned to laser points which are quantified into voxels. The segment information is transferred to the voxels and those clusters of voxels form the entity to be classified. Two classification strategies are pursued: a supervised method, using Random Trees and an unsupervised approach, embedded in a Markov Random Field framework and using graph-cuts for energy optimization. A further contribution of this paper concerns the image-based point densification for building roofs which aims to mitigate the accuracy problems related to large ALS point spacing. Results for the ISPRS benchmark test data show that to rely on color information to separate vegetation from non-vegetation areas does mostly lead to good results, but in particular in shadow areas a confusion between classes might occur. The unsupervised classification strategy is especially sensitive in this respect. As far as the point cloud densification is concerned, we observe similar sensitivity with respect to color which makes some planes to be missed out, or false detections still remain. For planes where the densification is successful we see the expected enhancement of the outline.
