[Termes IGN] zone urbaineRésumé : (auteur) VGI is an attractive source of data, but the quality assurance limits its usages. This study proposes a framework to estimate the quality of the VGI and to classify them based on the user’s need. For this purpose, a set of properties is defined to describe the data in various aspects. The principal component analysis (PCA) method is applied to reach a new set of uncorrelated indicators (UI). Volunteered data is classified based on the user’s need and takes a quality index (QI). UI and QI values are used to train the ANN. Finally, the trained ANN determines the output of the network in a way that returns QI using the UI as inputs. The proposed method was applied to estimate the quality classes of VGI in a part of an urban area. According to the results of the confusion matrix, the total accuracy of the proposed framework was 81.6%. [Termes IGN] téléphonie mobileRésumé : (auteur) Digital billboards, as a new form of outdoor advertising, has gained popularity in recent years per its revolutionized way to control when and where the specific ads appear. However, this development also demands more complicated optimization for strategic deployments: the advertisers have to not only decide on a set of locations to display their ads, but also when to display them. The existing static optimization approaches become insufficient for this dynamic scenario to match advertisement and intended audience. Therefore, this research proposes three models in a workflow to mine mobile phone data and points of interest (POIs) data and to meet advertising needs in various situations. The three optimization models include a dynamic audience model to maximize the coverage of the target users, a dynamic environment model to maximize the coverage of the target environment, and a dynamic integrated model to maximize the coverage of both target audience and environment. A case study using shopping ads in Wuxue, China tests the three optimalization models. The results show that the proposed models are effective for providing an optimal solution for digital billboard configuration with a greater coverage of the target audience and environment compared to the state-of-the-art static models. [Termes IGN] Toscane (Italie)Résumé : (auteur) This paper presents a spatial-based decision support system (DSS) to assist public and private forest managers in the analysis of potential feasibility in payments for forest ecosystem services (PES) for the prevention of soil erosion. The model quantifies the maximum willingness to pay (WTP) of managers of a reservoir to prevent soil loss. The minimum willingness to accept (WTA) of forest owners for the activation of a private market is also computed. The comparison of WTP and WTA identifies the forest area where PES are ideally feasible with additional potential for compensation to enable the schemes. The DSS highlights forest idiosyncrasies as well as local socio-economic and geomorphological characteristics influencing PES suitability at a geographic level. The potential applications and future improvements of the model are also discussed. [Termes IGN] zone urbaineRésumé : (auteur) The article presents a process of collecting unstandardized toponyms, in particular urbanonyms (place names denoting objects located in the cadastre of the city), within the territory of two municipalities in the Czech Republic. The collecting process was performed in two phases by crowdsourcing, using a web map application created especially for this purpose. In the first phase (October 2019–September 2020) it was collecting as many unstandardized toponyms as possible. In the second phase (October 2020–January 2021) we focused on the degree of the knowledge of these toponyms among the population living within the studied territory. The interest on the side of the general public was surprising in both phases. In the first phase, over five hundred respondents submitted more than two and a half thousand place names, most of them during the first two weeks. More than nine hundred respondents actively participated in the second phase, thanks to which we received an average of 200 responses for each place name. As regards the motivation of the public, it was most often altruism, patriotism, and curiosity that stimulated them; in the second phase, the element of gamification, embedded into the map application, also had a positive effect. The collected data can be used, for instance, in the activities of local authorities in the process of standardization of place names or as reference data for maps used within the integrated rescue system. Because of the diversity in the problem of change detection and the complexity of the study areas it cannot be claimed that there is an appropriate and prevalent algorithm which is more effective for different types of the case study. As a fundamental investigation, it is critical to recognize the weaknesses of the state of artworks in change detection. Also, those examined weaknesses have to be improved aptly to develop a new strong method. This paper presents a thresholding algorithm improved by the Genetic Algorithm (GA) in CD problems, which focuses on minimizing a novel cost function. The suggested cost function can be adopted for local and global change variations in difference images without any prior assumptions. The presented algorithm was tested on two data sets (i.e., Alaska region and Uremia Lake) to validate its effectiveness. Experimental results demonstrated that the proposed algorithm in this work has improved the accuracy of change detection (changed pixel accuracy term) in the Alaska region about 8%–12% and also in Uremia Lake approximately between 8%–13% in comparison with other conventional methods including Fuzzy C- Means (FCM), Otsu thresholding, K-Means, and K-Medoid.
