[Termes IGN] système d'information géographiqueRésumé : (auteur) Le présent article traite du rôle des représentations territoriales, en particulier des représentations spatialisées basées sur les SIG, dans les démarches de planification énergétique territoriale (PETer) menées entre 2000 et 2015 sur le territoire du Canton de Genève. Prenant appui sur un cadre conceptuel inspiré des travaux de Thériault et Claramunt (1999), il s’intéresse plus précisément aux rôles des SIG dans le processus de structuration conjointe du système décisionnel liée à la politique cantonale de PETer et de la politique d’information territoriale qui soutient les démarches locales de PETer. L’article se compose de trois grandes étapes. La première positionne la présente réflexion au sein de la littérature existante sur les questions de PETer, et propose le cadre conceptuel qui sera appliqué pour l’analyse des expériences genevoises. La deuxième consiste en une analyse de l’évolution respective des processus de PETer et de production de représentations territoriales sur la période 2000-2010 puis sur la période 2010-2015. La troisième propose une synthèse des enseignements tirés de ces analyses, associée à une ouverture sur les questions de représentations spatiales et d’usage des SIG soulevées par le travail de renouvellement des outils genevois de PETer engagé, depuis fin 2015. [Termes IGN] production participativeRésumé : (auteur) Maps are a fundamental resource in a diverse array of applications ranging from everyday activities, such as route planning through the legal demarcation of space to scientific studies, such as those seeking to understand biodiversity and inform the design of nature reserves for species conservation. For a map to have value, it should provide an accurate and timely representation of the phenomenon depicted and this can be a challenge in a dynamic world. Fortunately, mapping activities have benefitted greatly from recent advances in geoinformation technologies. Satellite remote sensing, for example, now offers unparalleled data acquisition and authoritative mapping agencies have developed systems for the routine production of maps in accordance with strict standards. Until recently, much mapping activity was in the exclusive realm of authoritative agencies but technological development has also allowed the rise of the amateur mapping community. The proliferation of inexpensive and highly mobile and location aware devices together with Web 2.0 technology have fostered the emergence of the citizen as a source of data. Mapping presently benefits from vast amounts of spatial data as well as people able to provide observations of geographic phenomena, which can inform map production, revision and evaluation. The great potential of these developments is, however, often limited by concerns. The latter span issues from the nature of the citizens through the way data are collected and shared to the quality and trustworthiness of the data. This book reports on some of the key issues connected with the use of citizen sensors in mapping. It arises from a European Co-operation in Science and Technology (COST) Action, which explored issues linked to topics ranging from citizen motivation, data acquisition, data quality and the use of citizen derived data in the production of maps that rival, and sometimes surpass, maps arising from authoritative agencies. With the ever growing amount of Volunteered Geographic Information (VGI), we have the opportunity to make many maps, but only automatic cartography (generalisation, stylisation, text placement) can handle such an amount of data with very frequent updates. This chapter reviews the recent proposals to adapt the current techniques for automatic cartography to VGI as the source data, focusing on the production of topographic base maps. The review includes methods to assess quality and the level of detail, which is necessary to handle data heterogeneity. The paper also describes automatic techniques to generalise, harmonise and render VGI.
