[Termes IGN] système d'information géographiqueRésumé : (Editeur) When considering the human capability for dealing with geographical information, the important issue is how GIS simulated what and how people percieve geographical space based on the properties of that space and of the objects and events within it. However, the knowledge capabilities possessed by most GIS systems address only acceptance and utilisation of available knowledge. This article presents a novel approach to the acquisition of linguistic knowledge from GIS data. The aim here is the use of linguistic 'If - Then' rules instead of numerical values in applications involving uncertainty in data. Te results show that linguistic knowledge may be very well interpreted and applied in the context of applications. [Termes IGN] intégrité des donnéesRésumé : (Auteur) Over the last decade a number of countries and states have successfully established complete spatial data infrastructures (SDIs) incorporating core digital map bases such as the cadastre or land parcel layer, topography, hydrology, road networks and administrative boundaries. These have usually been based on the amalgamation of national or state mapping and cadastral or land registration systems. At the same time many cities or Local Governments world-wide have established their own SDIs although they are more commonly referred to as geographical information systems. However in most cases the relationship between the Local Government and the National or State systems is at best poor. The result is that in many cases Local Government does not use the state SDI. This presents many difficulties in establishing state or national data sets, particularly where Local Government is responsible for controlling or maintaining the integrity of specific land related data in the state SDI. This paper describes the successful establishment of a partnership between 78 Local Government authorities and a State Government in Australia. This successful partnership has resulted in the State providing and updating the basic SDI for Local Government and Local Government in turn providing land parcel and property data to the State Government. This has resulted in significant improvements being made to the core map bases in the State SDI (such as the increased integrity of the state street address file), a marked reduction in duplicative mapbase maintenance activity (particularly by Local Government) and increased adoption of GIS technologies by Local Government with the beginnings of considerable flow-on benefits to the community being observed. The authors believe that this is a useful model which facilitates the SDI concept becoming a reality and which has generic application in many countries world-wide. [Termes IGN] qualité des donnéesRésumé : (auteur) Assessing the quality of a geographical data set requires comparison with a reference data set where the positions, shapes and functions of the geographical entities involved are described more realistically, i.e., more accurately and more precisely. While positional accuracy and semantic exactitude have been much studied by GI scientists, and also (though to a lesser degree) shape quality of linear entities, very few works have been directed towards the assessment of the quality of areal entities. This paper focus on assessing shape quality of areal entities.
Areal entities are usually represented in GIS by circular lists of coordinates that build polygons. This hinders the assessment of shape quality. Such a representation does not allow to easily grasp how an areal entity is structured. Areal entities are various: they may be simple polygons, complex polygons or regions (aggregates of simple or complex polygons with or without holes). Using coordinates to represent an area as a polygon does not make it easy to compare two objects that have globally the same shape with highly disturbed contours. Relevant representations for complex geographical entities are then required in order to handle the whole of their geometrical structure.
This paper focuses on such a representation, which has been investigated at the COGIT laboratory of IGN (The French National Mapping Agency). This method allows the description of shapes for geographical entities by means of mathematical moments. This technique has been extensively implemented in the pattern recognition domain and in robotics for shape matching, optical character recognition (OCR), remote sensing and signature verification, among others.
In our GI quality domain, the moments will be used to assess the shape quality of areal entities. This requires that groups of matched objects be first built between the reference data set and the data set to be assessed, which may be achieved by using existing matching tools.
In the first part of this paper the transformation of areal entities into moments is presented. Geometrical moments, complex moments and orthogonal moments (namely, Legendre moment and Zernike moments) are all addressed.
In the second part, similarity indexes and metrics in these spaces of representation are defined.
