[Termes IGN] système d'information géographiqueRésumé : (auteur) The production of geographic information is a complex process that can not be considered as deterministic because several digitisations of the same area with the same specifications and the same sources produce different data. Errors in geographical databases can not be avoided. They result from each production step of geographical information and are mainly due to the limited accuracy of capture devices and possible human limits during data interpretation of areal photographs. Small errors may be unimportant for the use of GIS but the quick development of geoinformation raises new problems. Being able to use data coming from different sources is one of these problems: e.g. users must be able to simultaneously use topographic data together with cartographic data or with their own data. To achieve this task, the use of geographical data requires the supply of metadata. This paper presents a methodology for assessing shape and positional quality of areal entities (polygons), and how to present this quality information depending on applications. This methodology is based on the measurement of discrepancies between two datasets. In this context, matching data sets is required. An algorithm for matching data sets is a briefly presented, with a focus on its capability to decide in a dynamic way the correctness of multiple matching links established between areal entities. This paper deals also, with some representations and metrics that account for the specificity of areal entities and allow to easily grasp how these entities are structured. Areal entities are various. Metrics detailed in this paper allow for the measurement of discrepancies between shape and position of matched entities. It has been proven that the use of only one measure does not enable to correctly assess geometrical quality, because each measure provides information that an-other do not. However, it is necessary to combine all these measures between them to achieve a correct assessment. The last part of this paper presents techniques used to combine measures. Those techniques consist in a classification of matched entities versus measures. This classification is performed in order to discriminate classes that have the similar shape and positional quality. At each level of classification, decision rules are generated and provide the user with indications about the quality of its data. The aggregation of the data quality information is made according to these levels of classification. To illustrate this methodology for quality assessment and aggregation of areal geographic entities, a prototype is finally presented. [Termes IGN] qualité géométrique (image)Index. décimale : THESE Thèses et HDR Résumé : (Auteur) Ce travail est consacré à l'étude de la géométrie des entités surfaciques dans les bases de données géographiques, dans un contexte d'évaluation de la qualité de la forme et de la position. Le rapport est constitué de trois chapitres. Il débute par l'étude des concepts sur la qualité des données géographiques. L'étude s'est orientée vers l'analyse des outils et méthodes qui s'intéressent à la qualité des données géographiques ponctuelles et linéaires. Nous avons passé en revue les tentatives qui les ont utilisés pour les adapter aux entités surfaciques, en montrant leurs limites afin de présenter l'intérêt du sujet étudié. La représentation vecteur manque de pertinence pour représenter les entités surfaciques. En effet, il est difficile d'étendre l'emploi des outils et méthodes d'évaluation de la qualité géométrique des primitives linéaires utilisant cette représentation pour les primitives surfaciques. Nous avons donc proposé dans le deuxième chapitre un ensemble de représentations dont l'utilisation permet de mieux cerner les caractéristiques géométriques des entités. De surcroît, l'association des métriques appropriées à ces espaces de représentation permet de mieux caractériser les écarts de formes et de position dans le contexte du contrôle de qualité.
Une évaluation de la qualité passe éventuellement par une étape d'appariement dans laquelle, les différentes entités qui correspondent à différentes représentations du même phénomène physique sont identifiées. En effet, une méthode de mise en correspondance des entités surfaciques utilisant l'appariement géométrique est proposée dans le troisième chapitre. Les écarts de forme ont été répartis en trois classes (fort, moyen, faible et nul - pas d'écart -), et la même classification est adoptée pour les écarts de position. L'utilisation combinée de ces écarts permet d'aboutir à une typologie de 13 configurations pertinentes d'écarts. Chacune des 13 classes d'écarts est caractérisée par un ensemble de règles utilisant les mesures développées dans le cadre de ce travail. La méthode permettant de générer ces règles utilise les techniques de classification non supervisée et les techniques d'apprentissage supervisé. L'application de ces techniques sur des données réelles montre leur intérêt pratique pour l'évaluation de la qualité géométrique des entités surfaciques.Note de contenu : INTRODUCTION

This paper will present the most important results of the ITRF97, underlying the expected improvements with respect to the previous ITRS realizations. Moreover, the ITRF combinations are critically based on collocation sites which are of primary importance for connecting the individual terrestrial reference frames and the inter-technique quality assessment. A special attention will be focused on the quality of the collocation sites in ITRF97 in order to evaluate their impact on the quality of the ITRF97 combination. Nevertheless, existing geographical information systems do not allow the consideration of uncertainty in any of the processing steps of an application. However, such a situation can only be tolerated if simple operations are used exclusively in a closed application environment. Only in this case the know-how of an experienced expert is sufficient in order to be able to test the quality reliably. On the other hand, modern applications have the opportunity to access external databases and use complex operators in an increased manner. A simple examination is no longer possible. Instead, a complete integration of uncertainty has to be developed and implemented into the work flow of GIS processing.
The major objective of this research is to develop data models and methods to enable the processing of uncertainty in a GIS. The investigations in particular focus on the processing of geometry as the most important component of spatial data. The phenomena of the real world are represented by objects. The discussion of causes which add for uncertainty forms the starting point for the development of models. Essential influences can already be found in the data collection step caused by abstraction of the real world, discretisation and measurement of data. All the influences have to be covered and described by a suitable uncertainty model. However, due to varied applications, no universal uncertainty model can be defined which meets the diverse requirements of practical work. Therefore, several alternatives are required. Basing on fundamental approaches, three different models are developed and integrated in the well-known object model: the Stochastic Model, the Minimum Maximum Model and the Fuzzy Model.
It is important for applications that data uncertainty is integrated into the different components of a GIS. Data collection receives the additional task to determine the values of the defined uncertainty measures. Different procedures are presented for this purpose, e.g. using multiple repeated collection of geometry or comparison with accurate reference data. Beside the ordinary visualisation of the uncertainty values as special displayable attributes it is interesting to see the spatial effect of uncertainty. Isolines and matrix representations can be used as possible techniques. The existing management concepts have to be extended in order to include the additional information. A geometrical or an attributive procedure provides a solution for this. The analysis step as the most important component in a GIS has to solve a transfer of uncertainty to the result. In particular, this step concentrates on geometrical analysis methods, i.e. length and area calculation, determination of the shortest distance and the geometrical overlay of objects. The necessary propagation methods are derived and discussed for all described uncertainty models.
The development is carried out without regard to special GIS products and therefore can be seen as independent. However, the research defines a complete concept which is suitable for the transfer to any system. In this connection the Geo data standards which are currently under development play an important role. User acceptance will profit from compatibility with these standards. Son originalité réside dans le fait que ce traitement est fait dès l'étape de conception des bases de données. Il vise à fournir un système destiné à faciliter la mise à jour des données géographiques tout en assurant un maintien continu et automatique de la cohérence des bases de données géographiques lors de l’intégration de ces modifications. À l’heure actuelle, tous les travaux qui s'intéressent au même problème utilisent des systèmes d'information géographique qui ne prennent pas en compte cette notion d'évolution, puis essaient de résoudre les problèmes qui en découlent a posteriori. Dans cet article, il s'agit d'introduire l’évolution des données géographiques en tant que sujet d'étude à part entière et d'illustrer la diversité et la complexité des problèmes que celui-ci met en jeu. Le cadre général à notre travail sera alors précisé. En situant le travail réalisé dans son contexte, nous espérons ainsi permettre au lecteur de mieux en distinguer la portée et les limites. Pour cela, nous commençons par présenter le contexte de notre étude. Ainsi, les différentes étapes par lesquelles passe une information d'évolution (i.e. depuis sa collecte jusqu'à sa propagation dans la base de l'utilisateur) seront détaillées et la complexité des problèmes qui se posent sera illustrée. À partir de ces problèmes, nous situons la problématique directe de notre travail. Puis, nous donnons une ébauche générale de l’approche que nous avons retenue pour tenter d’apporter une solution à cette problématique.
