[Vedettes matières IGN] Inventaire forestierRésumé : (Auteur) Modern operational forest inventory often uses remotely sensed data that cover the whole inventory area to produce spatially explicit estimates of forest properties through statistical models. The data obtained by airborne light detection and ranging (LiDAR) correlate well with many forest inventory variables, such as the tree height, the timber volume, and the biomass. To construct an accurate model over thousands of hectares, LiDAR data must be supplemented with several hundred field sample measurements of forest inventory variables. This can be costly and time consuming. Different LiDAR-data-based and spatial-data-based sampling designs can reduce the number of field sample plots needed. However, problems arising from the features of the LiDAR data, such as a large number of predictors compared with the sample size (overfitting) or a strong correlation among predictors (multicollinearity), may decrease the accuracy and precision of the estimates and predictions. To overcome these problems, a Bayesian linear model with the singular value decomposition of predictors, combined with regularization, is proposed. The model performance in predicting different forest inventory variables is verified in ten inventory areas from two continents, where the number of field sample plots is reduced using different sampling designs. The results show that, with an appropriate field plot selection strategy and the proposed linear model, the total relative error of the predicted forest inventory variables is only 5%-15% larger using 50 field sample plots than the error of a linear model estimated with several hundred field sample plots when we sum up the error due to both the model noise variance and the model's lack of fit. [Termes IGN] retard troposphériqueRésumé : (auteur) Observation data sets from three different periods and 23 International GNSS Service (IGS) stations spread over the world were processed in static mode using four online free precise point positioning (PPP) services: Automatic Precise Positioning Service (APPS), GPS Analysis and Positioning Software, Canadian Spatial Reference System precise point positioning service, and Magic-PPP. The estimated positions of the 23 IGS stations were compared with the published values. The estimated zenith tropospheric delays (ZTDs) at these stations were compared with the corresponding IGS troposphere products published on the IGS Web site. Furthermore, in order to analyze PPP precision for short observation periods, GPS observation data sets with a sampling rate of 1 s collected by one CORS station were also processed by the four online PPP services. Calculation shows that the precision of daily solutions for north and east (N/E) components estimated by the four online PPP services can reach millimeter level, the precision of ellipsoid elevation (H) can reach 1–2 cm, and precision of ZTDs estimation results is approximately 1–2 cm. Compared with the corresponding values published on the IGS Web site, the precision of ZTDs estimated by APPS is higher than those estimated by the other three PPP online services; the differences between ZTDs by APPS and IGS values are mostly within ±1 cm. For PPP with short observation periods, the precision of N/E components within 2, 1, and 0.5 h observation periods can reach about 2–3, 2–7, and 3–8 cm, respectively, while the precision of H components is about 3–5, 5–12, and 10–18 cm, respectively. If one or more observations are burdened with errors, these contaminated observations affect the other good observations and may produce incorrect estimates of the parameters. Thus, these contaminated observations should be detected and corrected. Generally, in practice, they are removed and the network is readjusted. To detect the outliers among the observations statistical tests are performed. Yet, reliability measures should be accompanied to statistical tests to find out more about the ability of error detection and the effects of errors on the solutions. Now it is possible that reliability measures can be calculated for the cases of single or multiple outliers. In this paper, a GNSS network is analyzed using reliability measures in both cases. The results show that in the case of multiple outliers reliability measures worsen. An economic model that involves application of spatial and temporal scientific, technical, and economic data in decision making is described. The value of information (VOI) contained in geospatial data is the difference between the net benefits (in present value terms) of a decision with and without the information. A range of technologies is used to collect and distribute geospatial data. These technical activities are linked to examples that show how the data can be applied in decision making, which is a cultural activity. The economic model for assessing the VOI in geospatial data for decision making is applied to three examples: (1) a retrospective model about environmental regulation of agrochemicals; (2) a prospective model about the impact and mitigation of earthquakes in urban areas; and (3) a prospective model about developing private–public geospatial information for an ecosystem services market. Each example demonstrates the potential value of geospatial information in a decision with uncertain information.
