[Termes IGN] web sémantiqueRésumé : (auteur) Spatial Data Infrastructures (SDIs) are a key asset for Europe. This paper concentrates on unsolved issues in SDIs in Europe related to the management of semantic heterogeneities. It studies contributions and competences from two communities in this field: cartographers, authoritative data providers, and geographic information scientists on the one hand, and computer scientists working on the Web of Data on the other. During several workshops organized by the EuroSDR and Eurogeographics organizations, the authors analyzed their complementarity and discovered reasons for the difficult collaboration between these communities. They have different and sometimes conflicting perspectives on what successful SDIs should look like, as well as on priorities. We developed a proposal to integrate both perspectives, which is centered on the elaboration of an open European Geographical Knowledge Graph. Its structure reuses results from the literature on geographical information ontologies. It is associated with a multifaceted roadmap addressing interrelated aspects of SDIs. [Termes IGN] système d'information géographiqueRésumé : (auteur) This article outlines a semi‐autonomous approach for using a fusion of light detection and ranging (LiDAR) and optical remote sensing data to identify and measure small impoundments (SIs) and their dams. Quantifying such water bodies as hydrologic network features is critical for ecosystem and species conservation, emergency management, and water resource planning; however, such features are incompletely mapped at national and state levels. By merging an airborne LiDAR‐derived point cloud with a normalized water index using airborne optical imagery we demonstrate an improvement upon single‐source methods for identifying these water bodies; classification accuracies increased over 10% by using this multi‐source fusion method. Furthermore, the method presented here illustrates a cost‐effective pathway to improve the National Inventory of Dams (NID) and includes a framework for estimating dam heights, with results showing strong correlations between derived dam heights and those recorded in the NID (r=.78). With the steady increase in available LiDAR coverage, the 87,000+ dams in the NID could be updated using this technique, a method which could also be expanded for global inventories of SIs and dams. [Termes IGN] production participativeRésumé : (auteur) Crowd-sourced geospatial data can often be enriched by importing open governmental datasets as long as they are up-to date and of good quality. Unfortunately, merging datasets is not straight forward. In the context of geospatial data, spatial overlaps pose a particular problem, as existing data may be overwritten when a naïve, automated import strategy is employed. For example: OpenStreetMap has imported over 100 open geospatial datasets, but the requirement for human assessment makes this a time-consuming process which requires experienced volunteers or training. In this paper, we propose a hybrid import workflow that combines algorithmic filtering with human assessment using the micro-tasking method. This enables human assessment without the need for complex tools or prior experience. Using an online experiment, we investigated how import speed and accuracy is affected by volunteer experience and partitioning of the micro-task. We conclude that micro-tasking is a viable method for massive quality assessment that does not require volunteers to have prior experience working with geospatial data. [Termes IGN] signature spectraleRésumé : (auteur) Change detection from multi-temporal remote sensing images is an effective way to identify the burned areas after forest fires. However, the complex image scenario and the similar spectral signatures in multispectral bands may lead to many false positive errors, which make it difficult to exact the burned areas accurately. In this paper, a novel-burned area change detection approach is proposed. It is designed based on a new Normalized Burn Ratio-SWIR (NBRSWIR) index and an automatic thresholding algorithm. The effectiveness of the proposed approach is validated on three Landsat-8 data sets presenting various fire disaster events worldwide. Compared to eight index-based detection methods that developed in the literature, the proposed approach has the best performance in terms of class separability (2.49, 1.74 and 2.06) and accuracy (98.93%, 98.57% and 99.51%) in detecting the burned areas. Simultaneously, it can also better suppress the complex irrelevant changes in the background. [Termes IGN] volcanRésumé : (auteur) This study presents a new method, called the Radial Interpolation Method, to interpolate data characterized by an approximately radial pattern around a relatively constrained central zone, such as the ground deformation patterns shown in many active volcanic areas. The method enables the fast production of short-term deformation maps on the base of spatially sparse ground deformation measurements and can provide uncertainty quantification on the interpolated values, fundamental for hazard assessment purposes and deformation source reconstruction. The presented approach is not dependent on a priori assumptions about the geometry, location and physical properties of the source, except for the requirement of a locally radial pattern, i.e., allowing multiple centers of symmetry. We test the new method on a synthetic point source example, and then, we apply the method to selected time intervals of real geodetic data collected at the Campi Flegrei caldera during the last 39 years, including examples of leveling, Geodetic Precise Traversing measurements and Global Positioning System. The maps of horizontal displacement, calculated inland, show maximum values lying along a semicircular annular region with a radius of about 2–3 km in size. This semi-annular area is marked by mesoscale structures such as faults, sand dikes and fractures. The maps of vertical displacement describe a linear relation between the maximum vertical uplift measured and the volume variation. The multiplicative factor in the linear relation is about 0.3 × 106 m3/cm if we estimate the proportion of the ΔV that is captured by the GPS network onland and we use this to estimate the full ΔV. In this case, the 95% confidence interval on K because of linear regression is ± 5%. Finally, we briefly discuss how the new method could be used for the production of short-term vent opening maps on the base of real-time geodetic measurements of the horizontal and vertical displacements.
