[Termes IGN] surveillanceRésumé : (Auteur) Notwithstanding optimistic rhetoric about integrating geospatial data from different sources and supporting good governance, much of the literature on geoinformation management is limited to a technical orientation with a positivist paradigm. Complex geoinformation management, like public policy, must go beyond these boundaries. The article calls attention to the underexposed role of dilemmas in geoinformation management and how to cope with them. It uses lessons from the development of ‘integrated surveys’ at the former International Training Centre for Aerial Survey (ITC) in The Netherlands as an early and practical case of managing geoinformation for public policy some 40 years ago. These lessons are apparently also relevant to modern digital geoinformation management, as in SDI. Focus on public policy requires not only integration of geospatial data from different sources but also integration of geoinformation into complex decision-making processes. This complexity probably creates dilemmas because of mutually incompatible perspectives between different actors on what is to be managed. Geoinformation management for public policy therefore requires the ability to find, over and over again, a common ground between and beyond incompatible perspectives. The article proposes a ‘transdisciplinary’ framing of geoinformation management to support the required thinking outside the box. [Termes IGN] incendie de forêtRésumé : (Auteur) Infrared (IR) remote sensing is increasingly used in studies of vegetation fire behavior, and high spatiotemporal resolution investigations often require data to be collected from airborne platforms, for example, standard helicopters. This paper aims to extend the range of conditions under which low-cost “handheld” thermal imaging cameras can be employed in such studies, particularly by enabling the effective and efficient geometric correction of thermal imagery collected from such devices, even when viewing far off-nadir (e.g., out of a side door or window). The approach is based on the automated detection of a set of fixed thermal “ground control points,” coupled with the use of a linear transformation matrix for warping the raw IR imagery to a fixed coordinate system. The output set of geometrically corrected brightness temperature and radiance images can be used to derive fire radiative power (FRP) and flame front rate of spread (ROS). We demonstrate and test our IR image processing methods on a series of case study fires, ranging from a small-scale laboratory to a 945-m2 outdoor experimental burn. We compare mapped information on FRP obtained from simultaneous nadir and off-nadir views, where we find differences that are in part controlled by flame structure and/or view angle. In the large open fire case, we compare the mapped fire radiative energy and ROS to simultaneously acquired aerial photography that provides the position of fuel and flames in high detail, and we demonstrate how these data sets can be used to explore various aspects of fire behavior. [Termes IGN] métierRésumé : (Auteur) Today's surveyors are regularly involved in a wide range of activities and interface with people from multiple disciplines. For example, the International Federation of Surveyors (FIG) defines eleven detailed activities that surveyors may perform in practice, ranging from collecting and managing spatial data to evaluating and displaying spatial information. The extensive range and interdisciplinary nature of these activities makes it challenging to develop a program that educates students on all of the necessary fundamentals of each activity. This paper discusses important concepts of each activity, as defined by FIG, and presents a matrix-based approach for identifying potential educational courses that teach those concepts. The matrix format is helpful for designing a balanced curriculum because it enables visualization of which concepts are taught the most to which are taught the least. As an example of this approach, graduate geomatics courses (laser scanning, digital terrain modeling, photogrammetry, control surveying, least squares adjustments, boundary law, property surveying, global positioning system theory and practice, kinematic positioning and navigation, and geographic information systems (GIS)) from the School of Civil and Construction Engineering at Oregon State University are evaluated in the matrix format.
