[Termes IGN] système international de référence altimétriqueRésumé : (auteur) In 2015, the International Association of Geodesy defined the International Height Reference System (IHRS) as the conventional gravity field-related global height system. The IHRS is a geopotential reference system co-rotating with the Earth. Coordinates of points or objects close to or on the Earth’s surface are given by geopotential numbers C(P) referring to an equipotential surface defined by the conventional value W0 = 62,636,853.4 m2 s−2, and geocentric Cartesian coordinates X referring to the International Terrestrial Reference System (ITRS). Current efforts concentrate on an accurate, consistent, and well-defined realisation of the IHRS to provide an international standard for the precise determination of physical coordinates worldwide. Accordingly, this study focuses on the strategy for the realisation of the IHRS; i.e. the establishment of the International Height Reference Frame (IHRF). Four main aspects are considered: (1) methods for the determination of IHRF physical coordinates; (2) standards and conventions needed to ensure consistency between the definition and the realisation of the reference system; (3) criteria for the IHRF reference network design and station selection; and (4) operational infrastructure to guarantee a reliable and long-term sustainability of the IHRF. A highlight of this work is the evaluation of different approaches for the determination and accuracy assessment of IHRF coordinates based on the existing resources, namely (1) global gravity models of high resolution, (2) precise regional gravity field modelling, and (3) vertical datum unification of the local height systems into the IHRF. After a detailed discussion of the advantages, current limitations, and possibilities of improvement in the coordinate determination using these options, we define a strategy for the establishment of the IHRF including data requirements, a set of minimum standards/conventions for the determination of potential coordinates, a first IHRF reference network configuration, and a proposal to create a component of the International Gravity Field Service (IGFS) dedicated to the maintenance and servicing of the IHRS/IHRF. [Termes IGN] tourismeRésumé : (auteur) Touristic cities are home to historical landmarks and irreplaceable urban heritages. Although tourism brings financial advantages, mass tourism creates pressure on historical cities. Therefore, “attractiveness” is one of the key elements to explain tourism dynamics. User-contributed and geospatial data provide an evidence-based understanding of people’s responses to these places. In this article, the combination of multisource information about national monuments, supporting products (i.e., attractions, museums), and geospatial data are utilized to understand attractive heritage locations and the factors that make them attractive. We retrieved geotagged photographs from the Flickr API, then employed density-based spatial clustering of applications with noise (DBSCAN) algorithm to find clusters. Then combined the clusters with Amsterdam heritage data and processed the combined data with ordinary least square (OLS) and geographically weighted regression (GWR) to identify heritage attractiveness and relevance of supporting products in Amsterdam. The results show that understanding the attractiveness of heritages according to their types and supporting products in the surrounding built environment provides insights to increase unattractive heritages’ attractiveness. That may help diminish the burden of tourism in overly visited locations. The combination of less attractive heritage with strong influential supporting products could pave the way for more sustainable tourism in Amsterdam. [Termes IGN] zone sinistréeRésumé : (Auteur) Cette publication participe à la compréhension de la dégradation de l’environnement à Madagascar. Spécifiquement, il s’agit d’analyser la distribution spatiale et temporelle des feux à Madagascar et d’identifier les facteurs à l’origine des feux. Les données fournies par le capteur MODIS sur l’ensemble du territoire de Madagascar pour les années 2014 à 2018 sont utilisées. Les résultats obtenus indiquent une certaine stabilité des points de feux actifs observés à Madagascar pendant la période 2014 à 2018, sauf pour l’année 2016, année de forte sécheresse mondiale. Les feux brûlent en moyenne une superficie de 3 757 792 ha par an. La majorité de ces feux est observée pendant la saison sèche et leur maximum en nombre et en superficie est atteint aux mois de septembre et octobre. Au premier abord, les feux couvrent la quasi-totalité du pays. Toutefois, les analyses spatiales et temporelles montrent que les points de feu sont regroupés en agrégats d’ordre 1, 2, 3 ou 4. Les agrégats indiquent les zones où l’on retrouve une concentration de points de feux. Les régions contenant des agrégats d'ordres supérieurs sont les plus exposées. Ce sont des zones auxquelles il est nécessaire d’accorder une attention particulière. Les résultats de l’analyse par permutation spatio-temporelle indiquent que les feux proches dans l’espace le sont aussi dans le temps. La répartition des agrégats par rapport aux pistes et aux villages démontre que les feux se propagent essentiellement à proximité des lieux habités et des voies d’accès. [Termes IGN] recalage d'imageRésumé : (Auteur) La SRP (« Space Reference Points ») est une base mondiale, précise, dense et homogène de points 3D géoréférencés qui est réalisée à partir de l’archive d’images SPOT6/7. Ce projet, mené en partenariat entre l’Institut national de l’information géographique et forestière (IGN) et Airbus Defense and Space (ADS), permet le calage géométrique automatique d’images très haute résolution avec une précision de l’ordre de 3m partout dans le monde. La SRP sur l’Afrique a été produite au cours de l’année 2019. Les contrôles qualité confirment le respect des spécifications attendues pour ce produit. Les particularités des paysages rencontrés sur ce continent ont conduit à intégrer de nouvelles fonctionnalités à la chaîne de production. Tout d’abord, la sélection des images SPOT6/7 a été enrichie sur la zone intertropicale en prenant en compte les masques de nuage fournis avec les produits, permettant d’obtenir une densité de points SRP optimale pour la zone. Ensuite, un prototype de socle de calage exploitant des ortho-images Sentinel-2 a montré la capacité de cette méthodologie à assurer la spécification de localisation à 3m sur un archipel d’îles (ici le Cap Vert). Afin de valider pleinement le produit, l’article présente deux tests d’exploitation sur le Nigéria pour des productions 2D et sur la ville de Marrakech pour des productions 3D. Ils démontrent la capacité de la SRP à caler différents types d’images et à atteindre la cible de précision de la base. La SRP est destinée, dès 2021, à assurer le calage d’images dans différents projets et notamment, de façon massive, dans le segment sol Pléiades Neo. [Termes IGN] utilisation du solRésumé : (auteur) Disastrous bushfires during the last months of 2019 and January 2020 affected Australia, raising the question to what extent the risk of these fires was exacerbated by anthropogenic climate change. To answer the question for southeastern Australia, where fires were particularly severe, affecting people and ecosystems, we use a physically based index of fire weather, the Fire Weather Index; long-term observations of heat and drought; and 11 large ensembles of state-of-the-art climate models. We find large trends in the Fire Weather Index in the fifth-generation European Centre for Medium-Range Weather Forecasts (ECMWF) Atmospheric Reanalysis (ERA5) since 1979 and a smaller but significant increase by at least 30 % in the models. Therefore, we find that climate change has induced a higher weather-induced risk of such an extreme fire season. This trend is mainly driven by the increase of temperature extremes. In agreement with previous analyses we find that heat extremes have become more likely by at least a factor of 2 due to the long-term warming trend. However, current climate models overestimate variability and tend to underestimate the long-term trend in these extremes, so the true change in the likelihood of extreme heat could be larger, suggesting that the attribution of the increased fire weather risk is a conservative estimate. We do not find an attributable trend in either extreme annual drought or the driest month of the fire season, September–February. The observations, however, show a weak drying trend in the annual mean. For the 2019/20 season more than half of the July–December drought was driven by record excursions of the Indian Ocean Dipole and Southern Annular Mode, factors which are included in the analysis here. The study reveals the complexity of the 2019/20 bushfire event, with some but not all drivers showing an imprint of anthropogenic climate change. Finally, the study concludes with a qualitative review of various vulnerability and exposure factors that each play a role, along with the hazard in increasing or decreasing the overall impact of the bushfires.
