[Termes IGN] web mappingRésumé : (auteur) To do territorial planning, we need several maps referring to different layers of information necessary to represent the territory according to a vast set of variables. At the Portuguese municipal level, the municipal master plan (PDM – plano diretor municipal) is the territorial management tool responsible for long-term territorial planning and ordering. Since the PDM will constrain the citizens’ lives, it should be of easy access and interpretation. However, due to its large amount of information, it is often hard for them to understand what is presented using only static cartographic elements. Comparing 60 Web sites that present geographical information for a wider public, we found that narrative, visual, and interactive elements and data presentation in flexible portions with the necessary information for partitioning, browsing, or querying made the data more engaging. This flexibility is particularly important with large data sets, where decreasing the level of complexity is vital for proper understanding and analysis. We found that geoportals dedicated to territorial public policies lack narrative elements that would improve comprehension. Since it is difficult for the general public to understand the strategy the municipality wants to implement, the desired public participation, although possible, will return poor results. [Vedettes matières IGN] Economie forestièreRésumé : (auteur) We present a methodological framework that both scientists and supply chain actors can mobilise to organise information at different scales of observation, and further make informed decisions regarding the supply and extraction of bio-molecules from forest biomass. We demonstrate its usefulness for extracting bio-molecules contained in silver fir growing in France.
Context : Numerous bio-active molecules can be extracted from trees at an industrial scale. Supply chain actors play a central role in this emerging bio-economy. However, they do not have enough information and tools to make informed decisions with respect to species, growing locations, or identities of potential suppliers of relevant wood biomass.
Aims : We explore and demonstrate an information chain and methodological framework that can help make three critical decisions regarding the selection of (1) the species containing the desired bio-molecules, (2) the locations where the resource is collected, and (3) the supply chain partners and types of industrial wood by-products necessary to obtain sufficient biomass for industrial extraction.
Methods : The methodological framework provides detailed guidelines and references to select the right combination of sampling protocol, allometric models, chemical analyses, GIS tools, and forest growth and supply chain models in order to produce information for the three decision steps within various regional contexts.
Results : We apply the framework within the context of supply chain actors who are interested in estimating the quantity and diversity of bio-molecules contained in silver fir (Abies alba Mill.) growing in the Grand Est region of France. We show how conflicting environmental, legal and economic constraints can affect the results. We discuss future challenges that need to be tackled to improve the methodological framework.
Conclusion : This study represents a highly detailed overview of the potential bio-molecules contained in a tree species, from its natural habitat or plantation to the end of the regional supply chain. [Termes IGN] système d'information géographiqueRésumé : (auteur) In this era of climate change and global warming, forest fires are increasing around the world and especially in areas with arid and semi-arid climate. Hence, prevention is vital and it is considered as the best solution to protect forest areas. This paper presents a multi-criteria approach for the assessment and mapping of fire risk using three indicators: topomorphology index, climatic index, and human one. For each indicator, sub-indicators such as slope, morphology, exposure, number of fires, groundwater reserve, and evapotranspiration are chosen to generate a forest fire risk index in Bizerte region. Spatial data on all these indicators have been aggregated and organized in a geographic information system (GIS) framework. Results show that 33% of the total area of Bizerte forest is highly vulnerable to fire risk and an increasing of risk from 2013 to 2016. Sensitivity analyses indicated that the removal of the climatic (ICL) and the human indexes (HI) from the forest fire risk index causes large variation in the risk assessment. As a consequence, it should have higher weights than other indicators, which proves that triggering of wildfires is in the whole part caused by human activities and accelerated by climatic conditions. The remote sensing approach using NBR index confirms that severity of burned area increases throughout the time and the most changes are observed in the Northeast of Bizerte forest. These results can serve as a planning tool for decision makers to save the lives of residents and forest resources. Identifying areas susceptible to flooding is important for developing appropriate watershed management policies. As such, the goal of the present study was to develop an integrated framework for flood susceptibility assessment in data-scarce regions, using data from the Haraz watershed in Iran. Flood-influencing indices best suited to the identification of areas particularly prone to flooding were selected. The decision-making trial and evaluation laboratory (DEMATEL) approach was used to investigate the interdependence among criteria and to develop a network structure representative of the problem. The relative importance of different flood-influencing factors was determined using the analytical network process (ANP). A flood susceptibility map was produced using weights obtained through the ANP and fuzzy-value function (FVF) and validated using 72 available flood locations where flooding occurred between 2006 and 2018. After validating the results, fuzzy theory served to better delineate the flood susceptibility scores among the region’s sub-watersheds. Incorporating the DEMATEL-ANP approach with FVF yielded an accuracy of 89.1%, as was assessed through the area under the curve (AUC) of a receiver operating characteristics (ROC) curve. The results indicated that the strongest flood-influencing (occurrence/nonoccurrence) factors were elevation, land use, soil texture, and frequency of heavy rainstorms. The fuzzy theory showed sub-watershed C1 to be highly susceptible to flooding, and thus, most in need of flood management. [Vedettes matières IGN] ForesterieRésumé : (auteur) Key message: As climate change and forest management become the focus of various development agendas and the price of carbon rises in the market, the need for improving carbon sequestration and avoiding wildfires emissions increases. Prescribed burning interventions might play an important role in this context, as in some situations, it has been suggested that it can reduce overall fire emissions. In this study, the potential economic benefits associated with the practice are analyzed for five Mediterranean countries. Despite the uncertainty in the estimates, the results suggest that under some circumstances these interventions can be cost-effective from a carbon management perspective.
Context: Wildland fires are becoming a major concern for many European countries and are expected to become more prevalent due to climate change, affecting societies, ecosystems, and various ecosystem services provided by forests that are not valued by traditional markets, such as carbon sequestration.
Aims: The objective of this study is to evaluate the possibility of using carbon taxation to fund fire management measures in Mediterranean countries.
Methods: The analysis is done by converting prescribed burning savings in carbon emissions into their economic value. This is performed for France, Greece, Italy, Spain, and Portugal, which is studied in more detail, since the country has a National Prescribed Burning Program (NPBP) and a specific tax on carbon in place.
Results: The results indicate that most countries could potentially have benefits in the order of millions of euros from employing prescribed burning measures. In Portugal, NPBP has the potential to be a relevant policy instrument to reduce wildfire emissions, as well as economically since the carbon emissions savings can outweigh the prescribed burning costs in some circumstances. Also, the revenue from the country’s Addition Tax on Carbon Emissions would be able to accommodate the foreseen prescribed burning costs.
Conclusion: There are still many uncertainties regarding the benefits of prescribed burning in terms of overall emission reductions, and more studies should be conducted on this topic. However, as the price of carbon rises in the markets and climate change becomes a more pressing concern, even small emissions reductions might be economically interesting.
