[Termes IGN] vulnérabilitéRésumé : (auteur) The use of digital representations of physical objects allows to simulate phenomena and predict behaviours. The representativeness of a model is based on the congruency between the code, the survey and the modelling strategies. In terms of physical space, two important approaches are the Geographical Information Systems (GIS) and Building Information Modelling (BIM). GIS approach is intended to code environmental information based on geographical references. BIM approach is intended to code buildings in terms of their components, generating parametric descriptions. For historic buildings, BIM extends to the so-called Historical BIM models (HBIM). Together, these strategies allow coding territorial-scale entities, such as historical centres. An application for these models would be the simulation of risk situations, leading to vulnerability analysis. Despite the existence of GIS-BIM-HBIM integration examples, most of their procedures are designed to fit with a specific case study, which questions the suitability of a general coding framework. This paper presents a vision of state-of-the-art technologies and strategies for coding, surveying and model historical centres, with emphases on the analysis of urban vulnerability and risk. Finally, we propose a general comprehensive framework on the convergences of GIS-BIM-HBIM technologies and successful practices. A review of the relevant research shows that a common concept in the 3D cadastre domain is using the legal building unit, i.e. real property unit, as the core modelling unit. Alternatively, this study proposes using indoor space as a core modelling unit. The main reason is to enable the efficient integration of cadastral data with the data from other domains. On the conceptual level, the model is linked to the Land Administration Domain Model (LADM). The integration options are studied for three international standards: IFC, CityGML and IndoorGML. [Termes IGN] semis de pointsRésumé : (auteur) The given paper describes a method for automatic 3D reconstruction of bridges from cadastral footprints and airborne laser scanning point clouds. The reconstructed bridges are used to enrich 3D city models. Unlike roofs, decks of bridges are typically smooth without ridge lines or step edges. Therefore, established methods for roof reconstruction are not suitable for bridges. The standard description language for semantic city models is CityGML. This specification of the Open Geospatial Consortium assumes that surfaces are composed of planar polygons. The approximation of smooth decks by planar polygons is achieved by using a medial axis tree. Instead of the medial axis of the footprint, a modified medial axis is computed that does not consider counter bearing edges. The resulting tree represents centerline connections between all counter bearing edges and, in conjunction with filtered height values of a point cloud, serves as the basis for approximation with polygons. In addition to modeling decks, superstructures such as pylons and cables are also derived from the point cloud. For this purpose, planes carrying many superstructure points are detected using the Random Sampling Consensus Algorithm (RANSAC). Images are generated by projecting points onto these planes. Then, image processing methods are used to find connected contours that are extruded to form 3D objects. The presented method was successfully applied to all bridges of two German cities as well as to large bridges built over the Rhine River. Therefore, solving an image classification problem for new datasets becomes a challenging task, as it requires to re-evaluate published algorithms and their different configurations in order to find a close to optimal classifier. To facilitate this process, before biasing our decision toward a class of neural networks or running an expensive search over the network space, we propose to estimate the classification difficulty of the dataset. Our method computes a single number that characterizes the dataset difficulty 97× faster than training state-of-the-art networks. The proposed method can be used in combination with network topology and hyper-parameter search optimizers to efficiently drive the search toward promising neural network configurations.
