[Termes IGN] système d'information géographiqueRésumé : (auteur) Road accidents are among the most critical causes of fatality, personal injuries, and financial damage worldwide. Identifying accident hotspots and the causes of accidents and improving the condition of these hotspots is an economical way to improve road traffic safety. In this study, to identify the accident hotspots of “Dehbala” road located in Yazd province-Iran, statistical and non-statistical clustering methods were used. First, the weighting of the criteria was performed by an expert using the AHP method. Hence, the spatial correlation of slope and curvature was calculated by Global Moran’I. Anselin Local Moran index and Getis-Ord Gi* and Kernel Density Estimation were used to identify accident hotspots based on accident location due to the density of points. As a result, four accident hotspots were obtained by the Anselin Local Moran index, three accident hotspots by Getis-Ord Gi*and one accident-prone area were obtained by Kernel Density Estimation method. Three algorithms, k-means, k-medoids, and DBSCAN, were used to identify accident-prone areas or points using non-statistical methods. The dense cluster of each method was considered as an accident-prone cluster. Then the results of statistical and non- statistical methods were intersected with each other and the final accident-prone area was obtained. This study revealed the effect of geometric charcateristics of the road (slope and curvature) on the occurance of accidents. [Termes IGN] Zurich (Suisse)Résumé : (auteur) National forest inventories (NFI) are important for the assessment of the state and development of forests. Traditional NFIs often rely on statistical sampling approaches as well as expert assessment which may suffer from observer bias and may lack robustness for time series analysis. Over the course of the last decade, close-range remote sensing techniques such as terrestrial and mobile laser scanning became ever more established for the assessment of three-dimensional (3D) forest structure. With the ongoing trend to make the systems smaller, easier to use and more efficient, the pathway is being opened for an operational inclusion of such devices within the framework of an NFI to support the traditional field assessment. Close-range remote sensing could potentially speed up field inventory work as well as increase the area in which certain parameters are assessed. Benchmarks are needed to evaluate the performance of different close-range remote sensing devices and approaches, both in terms of efficiency as well as accuracy. In this study we evaluate the performance of two terrestrial (TLS), one handheld mobile (PLS) and two drone based (UAVLS) laser scanning systems to detect trees and extract the diameter at breast height (DBH) in three plots with a steep gradient in tree and understorey vegetation density. As a novelty, we also tested the acquisition of 3D point-clouds using a low-cost action camera (GoPro) in conjunction with the Structure from Motion (SfM) technique and compared its performance with those of the more costly LiDAR devices. Among the many parameters evaluated in traditional NFIs, the focus of the performance evaluation of this study is set on the automatic tree detection and DBH extraction. The results showed that TLS delivers the highest tree detection rate (TDR) of up to 94.6% under leaf-off and up to 82% under leaf-on conditions and a relative RMSE (rRMSE) for the DBH extraction between 2.5 and 9%, depending on the undergrowth complexity. The tested PLS system (leaf-on) achieved a TDR of up to 80% with an rRMSE between 3.7 and 5.8%. The tested UAVLS systems showed lowest TDR of less than 77% under leaf-off and less than 37% under leaf-on conditions. The novel GoPro approach achieved a TDR of up to 53% under leaf-on conditions. The reduced TDR can be explained by the reduced area coverage due to the chosen circular acquisition path taken with the GoPro approach. The DBH extraction performance on the other hand is comparable to those of the LiDAR devices with an rRMSE between 2 and 9%. Further benchmarks are needed in order to fully assess the applicability of these systems in the framework of an NFI. Especially the robustness under varying forest conditions (seasonality) and over a broader range of forest types and canopy structure has to be evaluated. [Termes IGN] utilisation du solRésumé : (auteur) Cadastral maps, which are designed as comprehensive systems for recording and surveying land relations, are critical for making society legible and governable. However, critical cartography scholarship suggests that exercising power through maps is not straightforward: It is dependent on how maps are created and used during the mapping process. This paper examines cadastral mapping in Jigjiga, a multi-ethnic city in the Ethiopian Somali frontier where state authority over land and people have long been contested among ethnic Somali residents. This paper follows the ruling government’s renewed attempt to establish land control through spatial planning based on document analysis and ethnographic fieldwork. It investigates how urban planners enclose the city’s property landscape cartographically on land use maps and how land surveyors used these maps to georeference property. It demonstrates the critical role of land governance experts in navigating the simplified map and a complex property landscape on the ground. Cadastral mapping is instrumental for state territorialization and land commodification, integrating ethnic Somali property into the sedentary logic of the state. Rather than providing an account of how property is rendered legible, this paper highlights the incomplete and open-ended character of cadastral mapping in the constitution of private property regimes. Achieving accurately georeferenced products from the integration of GNSS and INS requires removing systematic errors in the mobile mapping systems. The INS sensor's uncertainty is decreasing; therefore, the influence of the deflection of verticals (DOV, the angle between the plumb line and normal to the ellipsoid) should be considered in the direct georeferencing. Otherwise, an error is imposed for calculating the exterior orientation parameters of the aerial images and aerial laser scanning. This study determines the DOV using the EGM2008 model and gravity data in Sweden. The impact of the DOVs on horizontal and vertical coordinates, considering different flight altitudes and camera field of view, is assessed. The results confirm that the calculated DOV components using the EGM2008 model are sufficiently accurate for aerial mapping system purposes except for mountainous areas because the topographic signal is not modelled correctly. Regarding high-steep slopes, which are areas that are difficult to reach, traditional methods to obtain discontinuities, such as the sample window method (SWM), are unlikely to be implemented, resulting in challenges for the identification of potential rockfalls. With the development of the unmanned ariel vehicle (UAV) technology, discontinuity extraction can overcome by noncontact photogrammetry. However, there is still a lack of comprehensive and practical solutions to fulfill rockfall identification from field investigation to in-door analysis. For this purpose, a practical case study was carried out in Wanzhou, Chongqing, China, where a 400 m vertical rock slope prone to rockfall was collected as a typical example. The centimeter-level 3D Textured Digital Outcrop Model (TDOM) and dense Point Cloud (PC) were established using high-resolution photos acquired by nap-of-the-object photogrammetry. The discontinuity of the fractured mass was interpreted by fully taking advantage of both 2D images (texture information-dominated) and 3D PCs (depth information-dominated). Furthermore, a new parameter rock cavity rate (RCR) and the corresponding semiautomatic extraction method based on point clouds are proposed. Subsequently, the possibility of various failure modes and their joint combinations were determined by kinematic analysis. Finally, the rock slope stability was determined using a matrix that considers the slope mass rating (SMR) value and the parameter RCR. The proposed process flow and relevant techniques in this study provide an operable and practical solution for further application regarding discontinuity interpretation and potential rockfall identification on high-steep slopes.
