[Termes IGN] NigériaRésumé : (Auteur) Ensuring healthy lives and promoting well-being for all ages is the 3rd Sustainable Development Goal (SDG). Inequality in access to health care remains one of the primary challenges in achieving the goal. With the ever-increasing expansion of urban areas and population growth, there is a need to regularly examine the pattern of accessibility of basic amenities across regions, States and urban areas. This study examined geographic access to Primary Health Care Facilities (PHCF) in Nigeria using the combination of open data and geospatial analysis techniques. Thus, showcasing an approach can be replicated across different regions in Sub-Saharan Africa due to issues of information gap. Data on elevation, location of health care facilities, population and network data were utilised. The result shows that PHCF aggregate at certain locations, e.g. major urban agglomerations, and transit route leading to these places. High concentrations are found in the capital city. The average travel time to the nearest PHCF is about 14 min (Standard Deviation ±13.30 min) while the maximum is about 2 hours. Pockets of low accessibility areas exist across the Akwa Ibom State in the Niger Delta region of Nigeria. There is an indication that most places have good geographic access. Across the 1787 settlements identified in our dataset, 98.3% are with good access (60 min). Geographic access is not the main limiting factor to health care access in the region. Therefore, computation of access to health care should take into consideration other dimensions of accessibility, to create a robust measure which will support effective and efficient health care planning and delivery. [Termes IGN] vitesseRésumé : (Auteur) This study describes the results of an assessment of the accuracy of relative measures between two points, and more specifically of speed values, obtained from Global Positioning Satellite Systems (GNSS) tracks acquired by contributors of Volunteered Geographic Information (VGI). The VGI does not usually include information about the positional accuracy of the trackpoints neither of speed values derived from these positions. Consequently, the assessment is based on a field test that consisted of a vehicle which travelled a highway with a set of Global Positioning System (GPS) devices like those commonly used by VGI contributors. These devices captured positions of trackpoints with a time interval of 1 second. Additionally, a more accurate geodetic RTK–GNSS receptor controlled these positions. The paper describes the methodology employed, taking into account several parameters such as the acquisition time interval, the accuracy of control positions, etc. The results have demonstrated the viability of the methodology applied, the possible use of VGI in order to determine the speed values of the trackpoints and the possible improvement in the accuracy achieved with the increase of the distance between trackpoints (and as a consequence of time interval), but with the disadvantage of a reduction in the quantity of trackpoints. Thus, several values of time intervals have been suggested, considering the accuracy required. The two domains that mainly contribute are AEC (architecture, engineering, and construction) during design, construction, and operation, and GIS as a supporting discipline for analysis and further integration of the building's environment. However, there is a challenge in information exchange between the two domains, resulting in the remodeling of digital building information in GIS. In this article, we identify three major data sources from the AEC domain and show transformation processes to enable the integration of such models into the geographical environment in the form of one transition model. Furthermore, we show that this model can either be used directly or exported in the form of de facto standards that allow for further analysis. [Termes IGN] Ontario (Canada)Mots-clés libres : fissure Résumé : (auteur) With the advance of deep learning networks, their applications in the assessment of pavement conditions are gaining more attention. A convolutional neural network (CNN) is the most commonly used network in image classification. In terms of pavement assessment, most existing CNNs are designed to only distinguish between cracks and non-cracks. Few networks classify cracks in different levels of severity. Information on the severity of pavement cracks is critical for pavement repair services. In this study, the state-of-the-art CNN used in the detection of pavement cracks was improved to localize the cracks and identify their distress levels based on three categories (low, medium, and high). In addition, a fully convolutional network (FCN) was, for the first time, utilized in the detection of pavement cracks. These designed architectures were validated using the data acquired on four highways in Ontario, Canada, and compared with the ground truth that was provided by the Ministry of Transportation of Ontario (MTO). The results showed that with the improved CNN, the prediction precision on a series of test image patches were 72.9%, 73.9%, and 73.1% for cracks with the severity levels of low, medium, and high, respectively. The precision for the FCN was tested on whole pavement images, resulting in 62.8%, 63.3%, and 66.4%, respectively, for cracks with the severity levels of low, medium, and high. It is worth mentioning that the ground truth contained some uncertainties, which partially contributed to the relatively low precision.
