These datasets require data integration, which implies linking homologous entities in a process called data matching that remains a challenging task, despite a quite substantial literature, because of data imperfections and heterogeneities. In this paper, we present an approach for matching spatial networks based on a hidden Markov model (HMM) that takes full benefit of the underlying topology of networks. The approach is assessed using four heterogeneous datasets (streets, roads, railway, and hydrographic networks), showing that the HMM algorithm is robust in regards to data heterogeneities and imperfections (geometric discrepancies and differences in level of details) and adaptable to match any type of spatial networks. It also has the advantage of requiring no mandatory parameters, as proven by a sensitivity exploration, except a distance threshold that filters potential matching candidates in order to speed-up the process. Finally, a comparison with a commonly cited approach highlights good matching accuracy and completeness. [Termes IGN] zone sinistréeRésumé : (Auteur) This research presents an operable zoning approach for phased evacuations adapted to disasters with spatio-temporal randomness. As a criterion for prioritizing evacuation order, evacuation risk is formulated by taking into consideration the estimated residual evacuation horizon associated with the characteristics of the disaster, the estimated time-dependent capacities of outbound lanes related to network supply, and the time-dependent evacuation demand of an evacuation unit. The modeling of the subzone determined for phased evacuation is based on rescue demand, the characteristics of the disaster, and network supply, and is labeled as a high-risk evacuation zone (HEZ). The range of HEZ features a time-evolving pattern in accordance with phased evacuation. The zone partition paradigm can be seamlessly applied to different types of disasters, especially those with high spatio-temporal randomness. It also provides a generalizable approach for subzone partitioning in phased evacuation by minimizing evacuation risk. The proposed approach is examined on numerical experiments through the road network of Xi’an, China, the results of which highlight its strength in increased adaptability to the dynamics of disaster impact and improved performance in evacuation operation. [Termes IGN] urbanismeRésumé : (Auteur) Vehicle tracking is a spatio‐temporal source of high‐granularity travel time information that can be used for transportation planning. However, it is still a challenge to combine data from heterogeneous sources into a dynamic transport network, while allowing for network modifications over time. This article uses conceptual modeling to develop multi‐temporal transport networks in geographic information systems (GIS) for accessibility studies. The proposed multi‐temporal network enables accessibility studies with different temporal granularities and from any location inside the city, resulting in a flexible tool for transport and urban planning. The implemented network is tested in two case studies that focus on socially excluded people in a large global city, São Paulo, Brazil, including accessibility analyses from slum areas. It explores variations within a day and differences between transport modes across time. Case study results indicate how the accessibility is heterogeneous in low‐income regions.
