[Termes IGN] zone urbaineRésumé : (Auteur) Accurate and timely information regarding the extent and spatial distribution of urban areas on regional and global scales is crucially important for both scientific and policy-making communities. Stable nighttime light (NTL) data from the Defense Meteorological Satellite Program (DMSP) Operational Linescan System (OLS) provides a unique proxy of human settlement and activity, which has been used in the mapping and analysis of urban areas and urbanization dynamics. However, blooming and saturation effects of DMSP/OLS NTL data are two unresolved problems in regional urban area mapping and analysis. This study proposed a new urban index termed the Temperature and Vegetation Adjusted NTL Urban Index (TVANUI). It is intended to reduce blooming and saturation effects and to enhance urban features by combining DMSP/OLS NTL data with Normalized Difference Vegetation Index (NDVI) and land surface temperature (LST) data from the Moderate Resolution Imaging Spectroradiometer onboard the Terra satellite. The proposed index was evaluated in two study areas by comparison with established urban indices. The results demonstrated the proposed TVANUI was effective in enhancing the variation of DMSP/OLS light in urban areas and in reducing blooming and saturation effects, showing better performance than three established urban indices. The TVANUI also significantly outperformed the established urban indices in urban area mapping using both the global-fixed threshold and the local-optimal threshold methods. Thus, the proposed TVANUI provides a useful variable for urban area mapping and analysis on regional scale, as well as for urbanization dynamics using time-series DMSP/OLS and related satellite data. [Termes IGN] répartition géographiqueRésumé : (Auteur) Given the precedent findings of health inequalities in Hamilton, ON and the rapid increase of elderly populations in Canada as a whole, this article looks for areas of deficient health services within the Hamilton region, characterized as “healthcare deserts,” and examines the possible implications with respect to the residing senior populations. Maps were constructed by overlaying median household income and percentage of population over 65 with the locations of healthcare services frequented by seniors. Qualitative analysis revealed that the distribution of senior services has no correlation to the senior population, and that senior services tend to be concentrated in lower income areas. This research has exposed the existence of healthcare deserts in most regions of Hamilton except the downtown core. Since seniors are less able to travel longer distances, living far away from these services could act as a barrier, inhibiting access and reducing quality of life. Concerns regarding accessibility of health services will become more important as this demographic grows, so mapping services in this manner can inform urban planning to minimize the impacts of these deserts. As the owner of one of the largest estate portfolios in Europe, the NHS will be heavily impacted by the introduction of the BIM mandate. The aim of this article is to explore how prepared NHS facilities managers (FM) are for the introduction of the BIM 2016 mandate. To do this an online questionnaire survey and face to face interviews were conducted to identify NHS FM professionals' awareness, understanding, experience, and opinions of BIM and organisational readiness. Analysis of the primary data shows that NHS FM professionals are underprepared to engage fully with BIM in a competent manner with many failing to demonstrate knowledge of the fundamental principles of BIM. By developing an understanding of NHS FM professionals current skills, knowledge, experience and opinions with regards to BIM this article aims to help future studies understand what key elements should be considered by public sector organisations when establishing a BIM for FM implementation framework. [Termes IGN] SuisseRésumé : (auteur) Internet of Things (IoT) seems a viable way to enable the Smart Cities of the future. iNUIT (Internet of Things for Urban Innovation) is a multi-year research program that aims to create an ecosystem that exploits the variety of data coming from multiple sensors and connected objects installed on the scale of a city, in order to meet specific needs in terms of development of new services (physical security, resource management, etc.). Among the multiple research activities within iNUIT, we present two projects: SmartCrowd and OpEc. SmartCrowd aims at monitoring the crowd’s movement during large events. It focuses on real-time tracking using sensors available in smartphones and on the use of a crowd simulator to detect possible dangerous scenarios. A proof-of-concept of the application has been tested at the Paléo Festival (Switzerland) showing the feasibility of the approach. OpEc (Optimisation de l’Eclairage public) aims at using IoT to implement dynamic street light management and control with the goal of reducing street light energy consumption while guaranteeing the same level of security of traditional illumination. The system has been tested during two months in a street in St-Imier (Switzerland) without interruption, validating its stability and resulting in an overall energy saving of about 56%.
