[Termes IGN] villeRésumé : (Auteur) This article examines the local variability of public participation GIS (PPGIS) by urban community revitalization organizations, arguing that this variability is in part shaped by a variety of organizational factors. Existing research has shown PPGIS production to be highly context dependent, identifying an ever-growing set of key elements of this context, including a variety of locally available resources for GIS access and use as well as organizational capacities and characteristics. Contributing to current efforts to expand the conceptual basis of PPGIS research, this article argues that the conceptualization of organizational context must be expanded beyond internal capacities to include organizational networks with local actors, institutions, and resources ; organizational knowledge and stability ; and organization mission and priorities, all of which shape its activities and relationships, as well as the utility of available GIS resources. This broadened conception of organizational context enables a stronger explanation of the influencing role of organizations in PPGIS, as well as of local variability in PPGIS. These arguments are developed from comparative case study research with six Milwaukee, WI community revitalization organizations engaged in PPGIS within a city-wide participatory planning initiative. European legislation enforces government and city environmental departmental publication of environmental and other information to the public. Specialised users and organisations also want to work with this data. The authors therefore created an Internet solution for the distribution of navigable and environmental City Information. Piloting the toolkit in the Cities of Antwerp, Munich and Athens showed that the toolkit achieves what it was designed for and that it meets end-user needs and requirements. [Termes IGN] VRMLRésumé : (Auteur) This work introduces a low-cost approach to the documentation of large historic urban ensembles and their integration into the urban planning context. In addition, the work introduces low-cost alternatives for multimedia data visualisation, query and distribution, enabling the user to interact with a dynamic, virtual representation of the historic urban scenario. To realise the low-cost component, a methodology has been introduced which makes use of novel, state-of-the-art technology, as well as familiar industry standards for business modelling, data acquisition, storage and access. The Internet and Web-based technologies were used as the communication channel and tools respectively. They supplied the necessary foundations for accessing a system of co-operative, heterogeneous, multiple-platform, distributed databases. The core of an object-oriented Land Information System (LIS) based on cadastre was approached. The cadastre, a parcel-based IS, contains the basic graphic and descriptive data used to support most public administration activities. It was used in this project as a basic framework, over which other IS are built, and through which IS can communicate with each other, exchanging valuable information, rationalising their costs for data acquisition and acquiring knowledge used in their respective decision-making processes. An actual urban planning demand was analysed and modelled. Land tenure, building permits and directives of the municipal administration for the use of the soil have been represented by the Complementary Law of Urban Control (LCCU). This mechanism provides the urban planner with means of controlling city development and growth. The integration of the LCCU with IPHAN's Real State Inventory of the Protected Urban Site of Laguna throughout the development of a common data model, was a key issue for including the built heritage in the planning activities of the municipality. This assures that preservation areas, which are subject to special national, state and municipal laws, will be considered in the overall development policies of the city. The multipurpose information system introduced here is scaleable, and can therefore be extended to provide functionalities within other spheres of urban data management. Geographic information systems that act within the urban context can be applied to the cadastre as well, and make use of the 31) information system presented here for complex data visualisation and simulation (e.g. electricity suppliers ... ). Concerning the design and implementation of a multipurpose, cross-platform application to grant remote and local users access to a set of heterogeneous, distributed data-sets, a rich set of new standards, open sources and low-cost tools were synergistically combined:
Web-based tools and standard protocols: 1ITTP(TCP/X), URL, HTML, VRML, Client and Server extension mechanisms (Java Applets, Server-Side Includes, Java Servlets);
Distributed Object Model Architecture (Java RM1);
Object-Oriented (OOP) software development and Visual Modelling tools (UML);
Relational and Object-Relational Database Management Systems (RDBMS/O-RDBMS).

Dans un premier temps, la thèse rappelle les modèles et les méthodes utilisés par les géographes et les informaticiens. La notion d'espace et les modèles théoriques de description géographique sont exposés ainsi que les notions relatives à la description numérique de l'espace géographique avec les modèles les plus utilisés en terme de données et traitements. Puis, la proposition de modèle de description et sa mise en œuvre, qui constituent le cœur de la thèse, sont présentées. Une interprétation multiniveaux de l'organisation de l'espace urbain basée sur la qualification interne et contextuelle des éléments de l'organisation est formalisée. Le modèle de description orienté objet met en évidence les imbrications entre groupes d'objets géographiques : les villes, les quartiers, les îlots et les structures bâties. Enfin, la mise en œuvre du modèle dans la plateforme informatique LAMPS2 est détaillée : les méthodes de création et de qualification sont successivement exposées et confrontées aux méthodes existantes. Pour terminer, une analyse de la pertinence géographique de la méthode proposée est menée par confrontation des résultats issus de la méthode automatique avec les résultats obtenus par une expertise humaine. Enfin, l'adaptation de la méthode à d'autres espaces géographiques est étudiée ainsi que son intégration dans le prototype de généralisation automatique AGENT.
