[Termes IGN] temps instantanéRésumé : (Auteur) Large amounts of time series of spatial snapshot data have been collected or generated for the monitoring and modeling of environmental systems. Those time series of data also provide the opportunity to study the movements and dynamics of many different natural phenomena. While the snapshot organization is conceptually simple and straightforward, it does not directly capture or represent the dynamic characteristics of the phenomena. This study presents computational methods to identify dynamic events from time series of spatial snapshots. Events are represented as directed spatiotemporal graphs to characterize their initiation, development, movement, and cessation. Graph-based algorithms are used to analyze the dynamics of the events. The method is applied to time series of high-resolution radar reflectivity images during one of the deadliest storm outbreaks that impacted 15 states of southeastern United States between 23 and 29 April 2011. As shown in this case study, convective storm events identified using our methods are consistent with previous studies, and our analysis confirms that the left split/merger occurs more than right split/merger in those convective storm events, which confirms theory, numerical simulations, and other observed case studies. While this study does not differentiate between storm modes, the method shows potential for capturing a more detailed climatology of precipitation characteristics. [Termes IGN] surface forestièreRésumé : (auteur) Aboveground biomass was estimated from active and passive remote sensing sources, including airborne lidar and Landsat-8 satellites, in an eastern Arizona (USA) study area comprised of forest and woodland ecosystems. Compared to field measurements, airborne lidar enabled direct estimation of individual tree height with a slope of 0.98 (R2 = 0.98). At the plot-level, lidar-derived height and intensity metrics provided the most robust estimate for aboveground biomass, producing dominant species-based aboveground models with errors ranging from 4 to 14 Mg ha –1 across all woodland and forest species. Landsat-8 imagery produced dominant species-based aboveground biomass models with errors ranging from 10 to 28 Mg ha –1. Thus, airborne lidar allowed for estimates for fine-scale aboveground biomass mapping with low uncertainty, while Landsat-8 seems best suited for broader spatial scale products such as a national biomass essential climate variable (ECV) based on land cover types for the United States. [Termes IGN] tomographie radarRésumé : (Auteur) Modern spaceborne synthetic aperture radar (SAR) sensors, such as TerraSAR-X/TanDEM-X and COSMO-SkyMed, can deliver very high resolution (VHR) data beyond the inherent spatial scales of buildings. Processing these VHR data with advanced interferometric techniques, such as SAR tomography (TomoSAR), allows for the generation of four-dimensional point clouds, containing not only the 3-D positions of the scatterer location but also the estimates of seasonal/temporal deformation on the scale of centimeters or even millimeters, making them very attractive for generating dynamic city models from space. Motivated by these chances, the authors have earlier proposed approaches that demonstrated first attempts toward reconstruction of building facades from this class of data. The approaches work well when high density of facade points exists, and the full shape of the building could be reconstructed if data are available from multiple views, e.g., from both ascending and descending orbits. However, there are cases when no or only few facade points are available. This usually happens for lower height buildings and renders the detection of facade points/regions very challenging. Moreover, problems related to the visibility of facades mainly facing toward the azimuth direction (i.e., facades orthogonally oriented to the flight direction) can also cause difficulties in deriving the complete structure of individual buildings. These problems motivated us to reconstruct full 2-D/3-D shapes of buildings via exploitation of roof points. In this paper, we present a novel and complete data-driven framework for the automatic (parametric) reconstruction of 2-D/3-D building shapes (or footprints) using unstructured TomoSAR point clouds particularly generated from one viewing angle only. The proposed approach is illustrated and validated by examples using TomoSAR point clouds generated using TerraSAR-X high-resolution spotlight data stacks acquired from ascending orbit covering two differen- test areas, with one containing simple moderate-sized buildings in Las Vegas, USA and the other containing relatively complex building structures in Berlin, Germany. While in the private sector inefficiency often leads to higher prices, loss of competitiveness, and loss of business, in the public sector inefficiency in service provision does not necessarily lead to immediate changes. In many cases, it is not an entirely easy task to analyze a particular service as appropriate data may be difficult to obtain and hidden in detailed budgets. In this paper, we develop an integrative approach that uses cyber search, Geographic Information System (GIS), and spatial optimization to estimate the spatial efficiency of fire protection services in Los Angeles (LA) County. We develop a cyber-search process to identify current deployment patterns of fire stations across the major urban region of LA County. We compare the results of our search to existing databases. Using spatial optimization, we estimate the level of deployment that is needed to meet desired coverage levels based upon the location of an ideal fire station pattern, and then compare this ideal level of deployment to the existing system as a means of estimating spatial efficiency. GIS is adopted throughout the paper to simulate the demand locations, to conduct location-based spatial analysis, to visualize fire station data, and to map model simulation results. Finally, we show that the existing system in LA County has considerable room for improvement. The methodology presented in this paper is both novel and groundbreaking, and the automated assessments are readily transferable to other counties and jurisdictions.
