[Termes IGN] superposition d'imagesRésumé : (Auteur) The goal of this research was to explore the utility of very high spatial resolution, digital remotely sensed imagery for monitoring land-cover changes in habitat preserves within southern California coastal shrublands. Changes were assessed for Los Penasquitos Canyon Preserve, a large open space in San Diego County, over the 1996 to 1999 period for which imagery was available. Multispectral, digital camera imagery from two summer dates, three years apart, was acquired using the Airborne Data Acquisition and Registration (ADAR) digital-camera system. These very high resolution (VHR) image data (1 m), composed of three visible and one near-infrared wavebands (V/NIR), were the primary image input for assessing land cover change. Image-derived datasets generated from georeferenced and registered ADAR imagery included multitemporal overlays and multitemporal band differencing with threshold selection. Two different multitemporal image classifications were generated from these datasets and compared. Single-date imagery was analyzed interactively with image-derived datasets and with information from field observations in an effort to discern change types. A ground sampling survey conducted soon after the 1999 image acquisition provided concurrent ground reference data. Most changes occurring within the three-year interval were associated with transitional phenological states and differential precipitation effects on herbaceous cover. Variations in air temperatures and timing of rainfall contributed to differences that the seven-week image acquisition offset may have caused. Disturbance factors of mechanical clearing, erosion, potentially invasive plants, andfire were evident and their influence on the presence, absence, and type of vegetation cover were likely sources of change signals. The multitemporal VHR, V/NIR image data enabled relatively fine-scale land cover changes to be detected and identified. Band differencing followed by mutlitemporal classification provided an effective means for detecting vegetation increase or decrease. Detailed information on short term disturbance effects and long-term vegetation type conversions can be extracted if image acquisitions are carefully planned and geometric and radiometric processing steps are implemented. [Termes IGN] trait de côteRésumé : (Auteur) A new method for the recognition and mapping of surfaces in coastal landscapes that provide accurate and low variability topographic measurements with respect to airborne lidar surveys is described and demonstrated in this paper. Such surfaces are herein termed "fiducial" because they can represent reference baseline morphology in studies of coastal change due to natural or anthropogenic causes. Nonfiducial surfaces may also be identified in each separate lidar survey to be used in a given geomorphic change analysis. Sites that are nonfiducial in either or both lidar surveys that bracket the time period under investigation may be excluded from consideration in subsequent calculations of survey-to-survey elevation differences to eliminate spurious indications of landscape change. This new analysis method, or lidar fiducial surface recognition (LFSR) algorithm, is intended to more fully enable the nonambiguous use of topographic lidar in a range of coastal investigations. The LFSR algorithm may be widely applied, because it is based solely on the information inherent in the USGS/NASA/NOAA airborne topographic lidar coverage that exists for most of the contiguous U.S. coastline. The algorithm uses map algebra and local neighbourhood analysis via three key parameters: minimum vertical gain, vertical gain neighbourhood, and horizontal separation neighbourhood. Though the method is applicable to any x,y,z data set, we tested it on 1:250,000 digital elevation models (DEMs) for Arizona. The resulting high points were compared quantitatively with an independent data set of named summits from the USGS Geographic Names Information System (GNIS). The comparison showed that, on an aggregate basis, the extraction method can approximate the number and spatial pattern of high points when compared to the GN IS points. However, extraction by neighbourhood analysis may consistently misdiagnose certain features, such as the edges of troughs (e.g., canyon rims). The National Framework Survey was conducted by the National States Geographic Information Council and the Federal Geographic Data Committee. This paper presents findings from that survey about locally produced geodetic control and cadastral framework data. Included are specifics about spatial accuracy, completeness, and different data production activities. While the survey results provide evidence of the substantial work being done on these framework themes, they also illustrate the difficulties that remain before achieving the state goal of a national spatial data infrastructure. The results suggest that data about geodetic control, cadastral reference and publicly owned land framework are being produced widely, bin with some differences of quality and content. Ultimately these findings raise a question as to future strategies for the development of an NSDI. In particular, the survey highlights the inevitable conflict of using locally produced data as a fundamental element within a much larger network of data.
