[Termes IGN] système de gestion de connaissancesRésumé : (Auteur) Digital cartography offers exciting opportunities for recording indigenous knowledge, particularly in contexts where a people's relationship to the land has high cultural significance. Canada's north offers a useful case study of both the opportunities and challenges of such projects. Through the Geomatics and Cartographic Research Centre (GCRC), Inuit peoples have been invited to become partners in innovative digital mapping projects, including creating atlases of traditional place names, recording the patterns and movement of sea ice, and recording previously uncharted and often shifting traditional routes over ice and tundra. Such projects have generated interest in local communities because of their potential to record and preserve traditional knowledge and because they offer an attractive visual and multimedia interface that can address linguistic and cultural concerns. But given corporations' growing interest in the natural resources of the Arctic and the concomitant rise in government concern about claims to Arctic sovereignty, such maps may also be of interest to a broad range of actors and for a variety of purposes. Because these projects rely heavily upon, and record, oral knowledge, and because they convert such knowledge into highly malleable and easily disseminated digital content, they raise challenging issues around informed consent, intellectual and cultural property, and privacy. This article identifies and examines these issues and describes the collaborative and interdisciplinary research established to identify and address the use of traditional knowledge in digital cartography. [Termes IGN] modèle de géopotentiel localRésumé : (Auteur) A new gravimetric geoid model, Canadian Gravimetric Geoid 2010 (CGG2010), has been developed to upgrade the previous geoid model CGG2005. CGG2010 represents the separation between the reference ellipsoid of GRS80 and the Earth’s equipotential surface of W0=62,636,855.69 m2s-2 . The Stokes–Helmert method has been re-formulated for the determination of CGG2010 by a new Stokes kernel modification. It reduces the effect of the systematic error in the Canadian terrestrial gravity data on the geoid to the level below 2 cm from about 20 cm using other existing modification techniques, and renders a smooth spectral combination of the satellite and terrestrial gravity data. The long wavelength components of CGG2010 include the GOCE contribution contained in a combined GRACE and GOCE geopotential model: GOCO01S, which ranges from -20.1 to 16.7 cm with an RMS of 2.9 cm. Improvement has been also achieved through the refinement of geoid modelling procedure and the use of new data. (1) The downward continuation effect has been accounted accurately ranging from -22.1 to 16.5 cm with an RMS of 0.9 cm. (2) The geoid residual from the Stokes integral is reduced to 4 cm in RMS by the use of an ultra-high degree spherical harmonic representation of global elevation model for deriving the reference Helmert field in conjunction with a derived global geopotential model. (3) The Canadian gravimetric geoid model is published for the first time with associated error estimates. In addition, CGG2010 includes the new marine gravity data, ArcGP gravity grids, and the new Canadian Digital Elevation Data (CDED) 1:50K. CGG2010 is compared to GPS-levelling data in Canada. The standard deviations are estimated to vary from 2 to 10 cm with the largest error in the mountainous areas of western Canada. We demonstrate its improvement over the previous models CGG2005 and EGM2008. [Termes IGN] VeniseRésumé : (Auteur) In this paper, we propose to study the dependence of information extraction technique performance on synthetic aperture radar (SAR) imaging parameters and the selected primitive features (PFs). The evaluation is done on TerraSAR-X data, and the interpretation is realized automatically. In the first part of this paper (use case I), the following issues are analyzed: 1) finding the optimal TerraSAR-X products and their limits of variability and 2) retrieving the number of categories/classes that can be extracted from the TerraSAR-X images using the PFs (gray-level co-occurrence matrix, Gabor filters, quadrature mirror filters, and nonlinear short-time Fourier transform). In the second part of this paper (use case II), we investigate the invariance of the products with the orbit direction and incidence angle. On the one hand, the results show that using ascending looking is better than using descending looking with an average accuracy increase of 7%-8%, approximately. On the other hand, the classification accuracy for the incidence angle varies from a lower value of the incidence to an upper value of the incidence angle (depending on the sensor range) with 4%-5%. The test sites are Venice (Italy), Toulouse (France), Berlin (Germany), and Ottawa (Canada) and are covering as much as possible the huge diversity of modes, types, and geometric resolution configuration of the TerraSAR-X. For the evaluation of all these parameters (resolution, features, orbit looking, and incidence angle), the support-vector-machine classifier is considered. To evaluate the accuracy of the classification, the precision/recall metric is calculated. The first contribution of this paper is the evaluation of different PFs (proposed in the literature for different types of images) and adaptation of these for SAR images. These features are compared (based on the accuracy of the classification) for the first time for a multiresolution pyramid specially built for this purpose. During the evaluation,- all the classes were annotated, and a semantic meaning was defined for each class. The second main contribution of this paper is the evaluation of the dependence on the patch size, orbit direction, and incidence angle of the TerraSAR-X. This type of evaluation has not been systematically investigated so far. For the evaluation of the optimal patch, two different patch sizes were defined, with the constrained that the size on ground needs to cover a minimum of one object (e.g., 200 * 200 m on ground). This patch size depends also on the parameters of the data such as resolution and pixel spacing. The investigation of orbit looking and incidence angle is very important for indexing large data sets that has a higher variability of these two parameters. These parameters influence the accuracy of the classification (e.g., if the incidence angle is closer to the lower bounds or closer to the upper bound of the satellite sensor range). [Termes IGN] servitudeRésumé : (auteur) L’interprétation et l’utilisation d’informations relatives à l’étendue spatiale de la propriété foncière (titre en fief simple) a toujours fait l’objet de produits fournis par les arpenteurs-géomètres professionnels au Canada. La principale source de ces informations a été les circonstances notées « sur le terrain » et l’enregistrement du titre qui est disponible pour examen. Ces produits de service ont généralement été nommés « Rapport d’arpentage » et « Plan d’arpentage ». La plupart des administrations au Canada exigent des arpenteurs qu’ils mentionnent ou montrent les intérêts fonciers de moindre importance dans un rapport ou sur un plan d’arpentage. De plus, ces administrations mentionnent spécifiquement que les servitudes et droits de passage représentent les types d’intérêts de moindre importance devant être montrés. Dans cet article, les types d’intérêts fonciers de moindre importance qui ont une composante spatiale sont considérés du point de vue de l’utilisation moderne. En rapportant des cas dans lesquels les tribunaux ont eu à apporter des précisions et à imposer un recours, le traitement traditionnel de ne montrer que les servitudes et droits de passage ne semble plus être suffisant. Cet article utilise des exemples d’accords de développement, de plans de sites et de clauses restrictives dans l’établissement de la nécessité de revoir la définition des droits fonciers de moindre importance qui doivent figurer dans un rapport ou sur un plan d’arpentage. Bien que certains intérêts de moindre importance aient la même étendue spatiale que celle de la parcelle en fief simple, il arrive souvent que ce ne soit pas le cas. La nécessité de comprendre le large éventail et la nature des droits fonciers de moindre importance – ainsi que les nouvelles façons d’interpréter et de communiquer leur étendue spatiale aux clients – constituent des occasions évidentes d’amélioration des produits et services offerts par les arpenteurs-géomètres.
