[Termes IGN] SIG 3DRésumé : (Auteur) This paper discusses a new approach in object extraction from aerial images with association of point cloud data. The extracted objects are captured in a 3D space for reconstructing a 3D model. The process includes three steps. In the first step the targeted objects are extracted from point cloud data and captured in a 3D space. The objects include buildings, trees, roads and background or terrain. In the second step the extracted objects are registered to the aerial image for assisting the object detection. Finally, the extracted objects from the aerial image are registered on the original 3D model for conversion to the point cloud data and then are captured in a 3D space for reconstructing a new 3D model. The final 3D model is flexible and editable. The objects can be edited, audited, and manipulated without affecting another objects or ruin the 3D model. Also, more data can be integrated in the 3D model improve its quality. The aspects of this project are: to reconstruct the final 3D model, and then each object can be interactively updated or modified without affecting the whole 3D model, and to provide a database for other users such as 3D GIS, city management and planning, Disaster Management System (DBS), and Smart City application. Les lois Grenelle et Alur ont marqué la volonté de rendre le Schéma de Cohérence Territoriale (SCoT) plus opérationnel en lui attribuant de nouveaux moyens d'action lui permettant de mieux intégrer les enjeux du développement durable. Pour passer d'un document de planification à un véritable projet de territoire et assurer la pertinence du document, le SCoT doit utiliser une approche pluridisciplinaire et transversale ; les thématiques du transport, de l'énergie, de l'habitat, de l'économie ou encore de l'environnement doivent donc être abordées dans une démarche globale. [Termes IGN] triangulation (topologie)Résumé : (auteur) Querying visible points is a fundamental problem in computational geometry and spatial databases. With the development of new applications such as trip planning and nearest neighbors, querying visible points plays a key role in obstacle space and the result can be further used such as defining the shortest path. Thereby, efficiently finding the result is essentially important. However, the performance of current methods decrease substantially for large datasets. To solve the problem, we proposes a new and fast algorithm to find visible points for an arbitrary query location inside a large polygon containing obstacles. The method is based on polygon triangulation. By decomposing the polygon into a set of triangles, we manage the polygon by organizing triangles in an efficient way instead of maintaining a large number of vertices. We propose a data structure to partition the searching space into several parts, each of which is independently processed. Afterwards, by recursively calling a method we search visible points by accessing triangles and return the result in a progressive way. Through a theoretical analysis, assuming the polygon contains N vertices in total, the time complexity of our algorithm is O(N), improving the existing method O(N l o g N). We prove the correctness of the algorithm and analyze the space complexity, which is O(N). The technique is extended to return visible points less than a threshold distance to the query location. Using both synthetic and real datasets, we perform extensive experiments to test our algorithm and demonstrate its efficiency and effectiveness. Visible points are efficiently processed in a large obstacle space with over one million vertices. Experimental results show that our technique gains more than one order of magnitude speedup compared to competitive methods using large datasets. In this paper, we address the issue of how to increase the distinctiveness of geometric features and select the most relevant ones among these for 3D scene analysis. We present a new, fully automated and versatile framework composed of four components: (i) neighborhood selection, (ii) feature extraction, (iii) feature selection and (iv) classification. For each component, we consider a variety of approaches which allow applicability in terms of simplicity, efficiency and reproducibility, so that end-users can easily apply the different components and do not require expert knowledge in the respective domains. In a detailed evaluation involving 7 neighborhood definitions, 21 geometric features, 7 approaches for feature selection, 10 classifiers and 2 benchmark datasets, we demonstrate that the selection of optimal neighborhoods for individual 3D points significantly improves the results of 3D scene analysis. Additionally, we show that the selection of adequate feature subsets may even further increase the quality of the derived results while significantly reducing both processing time and memory consumption. The rise of the GeoWeb and the popularity of Web 2.0 collaborative tools can facilitate the development of a new generation of bottom-up Public Participatory GIS (PPGIS) platforms that can incorporate user-generated content into Spatial Data Infrastructures (SDIs). New service-based delivery mechanisms can provide architectural flexibility and adaptability, and enable the public to benefit from ubiquitous information access. From an e-participation perspective, Web 2.0 social networking functions support interactive communication among various PPGIS stakeholders, e.g., citizens, planners, and decision makers. The main contribution of this article is to present a reference architecture for e-planning platforms that (1) facilitates effective e-participation by allowing multidirectional map-based communication among various land development stakeholders (e.g., planners, decision makers, citizens, etc.), and (2) enables incorporation of visualization, evaluation, and discussion capabilities to support community planning processes. To achieve this, we developed a service-oriented architecture (SOA) that exploits SDI principles and Web 2.0 technologies. The platform architecture allows heterogeneous data sources, analytical functionality and tools, and presentation frameworks to be plugged into a coherent system to provide a planning and decision support platform. We present two real-world implementations of the proposed architecture that have been developed to support community engagement in the City of Calgary, Canada.
