[Termes IGN] secours d'urgenceRésumé : (auteur) Increased occurrence of road traffic crashes in Kano metropolis has resulted in a steady loss of lives, injuries, and increased people's risk exposure. This study looked into the emergency response to road traffic crashes in Kano, with a view to improving efficiency by developing linkages and synergy between Emergency Healthcare Facilities (EHCF), ambulances, and crash hotspots. The geographical location and attributes of the major EHCF, crash hotspots along highway intersections, and the two existent ambulances at the Kano State Fire Service (KSFS) and Federal Road Safety Corp head offices (FRSC) were obtained using GPS surveying. Road traffic network data (vector format) was digitized from satellite image, from which two major road classes (highways and minor roads) were identified, as well as their respective speed limits. The length and speed constraints were used to calculate time distances. Nearest Neighbor and Network (closest facility, shortest route, and location-allocation) analyses were carried out. Location-allocation analysis was to determine based on defined criteria the best locations to allocate EHCF or ambulance for optimum coverage. The results demonstrated that EHCF, ambulances, and crash places have different distribution patterns with almost no linkages. Closest ambulance facility analysis revealed the FRSC ambulance takes 9.41 minutes to arrive to crash spot 18 (Maiduguri Road, following NNPC) and 7.52 minutes to arrive at AKTH, the nearest EHCF. Comparatively, getting to Court road incident scene (spot 16) and IRPH as the closest EHCF takes about 3 times the time it takes to get to spot 18 and 4 times the time it takes to get to AKTH. This means that practically almost all victims in the city suffocate before reaching to the hospital. This signifies that, in cases of demand for CPR at the incident scene, there are higher likelihood of dying as it is expected to be provided within the first four minutes after the crash. Based on a maximum of 4 minutes impedance cutoff from all directions towards the occurrences areas, location-allocation analysis found eight new locations to maximize coverage and improve efficiency. It is concluded that current road traffic crash emergency response system has been determined to be ineffective. As a result, more ambulances should be strategically placed to improve emergency response times. Mobile laser scanning (MLS) is the most appropriate data acquisition system for the road environment because of its efficient vehicle-based on-road scanning opportunity. Many methods are available for road pavement, curb and roadside way extraction. Most of them use classical approaches that do not mitigate problems caused by the presence of noise and outliers. In practice, however, laser scanning point clouds are not free from noise and outliers, and it is apparent that the presence of a very small portion of outliers and noise can produce unreliable and non-robust results. A road surface usually consists of three key parts: road pavement, curb and roadside way. This paper investigates the problem of road surface extraction in the presence of noise and outliers, and proposes a robust algorithm for road pavement, curb, road divider/islands, and roadside way extraction using MLS point clouds. The proposed algorithm employs robust statistical approaches to remove the consequences of the presence of noise and outliers. It consists of five sequential steps for road ground and non-ground surface separation, and road related components determination. Demonstration on two different MLS data sets shows that the new algorithm is efficient for road surface extraction and for classifying road pavement, curb, road divider/island and roadside way. The success can be rated in one experiment in this paper, where we extract curb points; the results achieve 97.28%, 100% and 0.986 of precision, recall and Matthews correlation coefficient, respectively. [Termes IGN] zone urbaineRésumé : (auteur) As the number of bicyclists in urban areas continues to increase, the need to realistically model the movement and interactions of bicyclists in mixed urban traffic is rapidly gaining importance. Therefore, this paper presents an agent space model (ASM) to elucidate the movements of bicyclists and pedestrians on shared roads. The ASM model, via simulation, particularly illustrates the dispersion phenomenon observed for non-motorized road users. The mutual interactions and diverse bicyclist and pedestrian properties were also incorporated into this model. The mutual interactions were realised through agent spaces of different sizes in conflict and overtaking behaviours for the following combinations: bicyclist-to-pedestrian, bicyclist-to-bicyclist, pedestrian-to-bicyclist, and pedestrian-to-pedestrian, which were obtained through experiments. The hypothesis test indicated that different agent spaces exist for different types of interactions. The experimental data were used to obtain several variables that describe the elements of road user agent spaces, including longitudinal and lateral distances and the dynamic relationship between the longitudinal distance and speed. The simulation results indicated that with an increase in the number of pedestrians, the maximum capacity decreased and the dispersion degree increased. The following psychological and physiological factors affect the degree of dispersion of bicyclists: travelling speed, reaction time, intensity, probability of selecting the head-on direction, and probability of selecting the right-hand direction. In addition, lane formation was observed in all simulations. The results also demonstrated that dedicated bicycle lanes will significantly reduce the dispersion degree. Moreover, the safety and efficiency effects of different forms of bicycle lanes were analysed from the perspective of the degree of dispersion. The simulation results can provide specific guidelines for understanding the causes of phenomena such as dispersion and lane formation, as well as for studying the traffic dynamics, effects of dedicated bicycle lanes, and macroscopic characteristics according to different bicyclist-pedestrian ratios.
