[Termes IGN] zone urbaineRésumé : (auteur) High-precision positioning methods have drawn great attention in recent years due to the rapid development of smart vehicles as well as automatics driving technology. The Real-Time Kinematic (RTK) technique is a mature tool to achieve centimeter-level positioning accuracy in open-sky areas. However, the users who drive under dense urban conditions are always confronted with harsh global navigation satellite system (GNSS) environments. Skyscrapers and overpasses block the signals and reduce the number of visible satellites, making it difficult to achieve continuous and precise positioning. Considering that the road is relatively smooth in most urban areas, vehicles are expected to travel on the same plane when they are close to each other. The road plane information is a promising candidate to enhance the performance of the RTK method in constrained environments. In this paper, we propose a plane-constrained RTK (PCRTK) method using the positioning information from cooperative vehicles. In a vehicle-to-vehicle (V2V) network, the positions of cooperative vehicles are used to fit a road plane for the target vehicle. The parameters of the plane fitting are treated as new measurements to enhance the performance of the float estimator. The relationship between the plane parameters and the state of the estimator is derived in our study. To validate the performance of the proposed method, several experiments with a four-vehicle fleet were carried out in open-sky areas and dense urban areas in Beijing, China. Simulations and experimental results show that the proposed method can take advantage of the plane constraint and obtain more accurate positioning results compared to the traditional RTK method. [Termes IGN] ToulouseRésumé : (Auteur) The HYEP project (ANR HYEP 14-CE22-0016-01 Hyperspectral imagery for Environmental urban Planning - Mobility and Urban Systems Programme - 2014) confirmed the interest of a global approach to the urban environment by remote sensing and in particular by using hyperspectral imaging (HI). The interest of hyperspectral images lies in the range of information provided over wavelengths from 0.4 to 4 μm; they thus provide access to spectral quantities of interest and to chemical or biophysical parameters of the surface. HYEP's objective was to specify this and to propose a panel of methods and treatments taking into account the characteristics of other existing sensors in order to compare their performance. The developments carried out were applied and evaluated on hyperspectral airborne images acquired in Toulouse and Kaunas (Lithuania), also used to synthesize space systems: Sentinel-2, Hypxim/Biodiversity and Pleiades. Among the locks identified were those related to improving the spatial capabilities of the sensors and spatial scale changes, which were partially overcome by fusion and sharpening approaches, which proved to be successful. After a description of our hyperspectral data set acquired over Toulouse, an analysis is conducted on several existing and accessible spectral databases. Then, the chosen methods are presented. They include extraction, fusion and classification methods, which are then applied on our dataset synthetized at different spatial resolution to evaluate the benefits and the complementarity of hyperspectral imagery in comparison with other traditional sensors. Some specific applications are investigated of interest for urban planners: impervious soil map, vegetation species cartography and detection of solar panels. Finally, discussion and perspectives are presented. [Termes IGN] utilisation du solRésumé : (auteur) Rapid urbanization and population growth are the main problems faced by developing countries that lead to natural resource depletion in the periphery of the city. This research attempts to analyze the impacts of urban land use land cover (LULC) change on land surface temperature (LST) from 1991 to 2021 in Jimma city, southwestern Ethiopia. Landsat Thematic Mapper (TM) 1991, Landsat Enhanced Thematic Mapper Plus (ETM +) 2005, and Landsat-8 Operational land imagery (OLI)/Thermal Infrared Sensor (TIRS) 2021 were used in this study. Multispectral bands and thermal infrared bands of Landsat images were used to calculate LULC change, normalized difference vegetation index (NDVI), normalized difference built-up index (NDBI), and LST. The LULC of the study area was classified using a supervised classification method with the maximum likelihood algorithm. The results of this study clearly showed that there is a negative correlation between vegetation cover and LST. The decrease in vegetation coverage and expansion of impervious surfaces lead to elevated LST in urban areas. The loss of vegetation cover contributed to the increasing trend of LST. Moreover, the conversion of vegetation cover to impervious surfaces aggravates the problem of LST. The results revealed that the built-up area was increased at a rate of 0.4 km2/year from 1991 to 2021. The vegetation cover in the city declined due to urban expansion to the periphery of the city. Consequently, the dense vegetation and sparse vegetation were converted into built-up areas by approximately 5.2 km2 during the study period. The mean LST of the study area increased by 10.3 °C from 1991 to 2021 during the winter season in daytime. To improve the problems of climate change around urban areas, all stakeholders should work together to increase the urban green space coverage, which will contribute a significant role in mitigating LST and the urban heat island effect. More specifically, all residents could be accessible to public green spaces around big cities. To better understand climate, historical climate(e.g. archived meteorological variables such as temperature, wind, water, etc.) and climate-related data (e.g. geographical features and human activities) are widely used by today’s climate research to derive models for an explainable climate change and its effects. However, such data sources are often dispersed across a multitude of disconnected data silos on the Web. Moreover, there is a lack of advanced climate data platforms to enable multi-source heterogeneous climate data analysis, therefore, researchers must face a stern challenge in collecting and analyzing multi-source data. In this paper, we address this problem by proposing a climate knowledge graph for the integration of multiple climate data and other data sources into one service, leveraging Web technologies (e.g. HTTP) for multi-source climate data analysis. The proposed knowledge graph is primarily composed of data from the National Oceanic and Atmospheric Administration’s daily climate summaries, OpenStreetMap, and Wikidata, and it supports joint data queries on these widely used databases. This paper shows, with a use case in Ireland and the United Kingdom, how climate researchers could benefit from this platform as it allows them to easily integrate datasets from different domains and geographical locations. [Termes IGN] ville durableRésumé : (auteur) This study was undertaken to be a remedy to urban water scarcity phenomena having escalated consequences with the contemporaneous effects of climate change and over-urbanization. Hence, a broad list of mitigation strategies comprising 44 action plans under seven dimensions was assessed depending upon five constraints (i.e., cost-effectiveness, time/effort required, feasibility, primary benefit, and secondary benefits). To realize the overarching aim of this research, the analytical hierarchy process (AHP) and technique for order of preference by similarity to ideal solution (TOPSIS) each subjected to the fuzzy set theory were employed. In this regard, the fuzzy AHP was utilized for determining the weights of constraining criteria, while the prioritization of the strategies was performed via the fuzzy TOPSIS. The results revealed that the primary benefit is the most prevailing criterion compared to its counterparts. In addition, procuring organized land use planning and limiting new growth in urban areas was found as the most promising strategy to combat urban water scarcity phenomena. The findings further highlighted the effectiveness of conducting integrated water resource planning against climate change and fostering the use of sustainable materials domestically in not only mitigating urban water scarcity but also increasing the resiliency and sustainability of the urbanized cities.
