Réalisé par l'Institut français de l'environnement, ce rapport met à la disposition de tous des analyses couvrant l'ensemble des domaines de l'environnement. L'état des milieux naturels et des territoires est examiné au travers des grandes évolutions de notre société et des pressions exercées par les activités économiques et les ménages. Il aborde également les impacts sur la biodiversité, le climat et les hommes. Il présente enfin les actions des citoyens, des entreprises et des acteurs publics pour limiter les impacts sur l'environnement et prendre en compte les dimensions du développement durable. En ce début de XXIesiècle, l'environnement est une préoccupation forte de la société et occupe une place grandissante dans le débat politique et les médias. Le réchauffement climatique, la raréfaction de certaines ressources non renouvelables, l'érosion de la biodiversité appellent des réponses de l'ensemble des acteurs afin de sauvegarder l'équilibre de la planète pour les générations futures. Après la mobilisation des agents économiques, l'enjeu est aujourd'hui d'intégrer l'environnement aux comportements individuels, notamment grâce à une meilleure information des consommateurs. Avec l'adoption de la Charte de l'environnement, la Constitution française affirme désormais les valeurs du développement durable. Elle reconnaît à chacun le droit de vivre dans un environnement équilibré et le devoir de prendre part à sa préservation et son amélioration. Cet ouvrage collectif a l'ambition de permettre au lecteur de comprendre toute la complexité des problèmes environnementaux et de l'aider à se forger une opinion et des règles d'action. [Termes IGN] transformation de FourierRésumé : (Auteur) The application of Fourier Series to cartography and GIS, in particular to shape analysis, fine simplification and enhancement, and the measurement of cartographic scale, is explored. Vector representations of the Australian coastline are manipulated using Fourier techniques and the output appraised in terms of its ability to encapsulate the shape of the original coastline, or as a simplified or enhanced version of the original. Using Fourier techniques on vector representations of parts of the Australian coastline at six different cartographic scales, a relationship between cartographic scale and line complexity is found to exist, and an empirical expression of that relationship developed. The intent of developing an empirical relationship is to bring greater consistency to the process of assigning cartographic scale to data, and thereby to the process of map production, data simplification and GIS analysis. Fourier techniques are found to be a poor encapsulator of cartographic shape, a good method of line simplification and enhancement, and a promising method of measuring cartographic scale. As background, some revision of the history and mathematics of Fourier Series, and previous research into the application of Fourier Series to cartography, is given. [Termes IGN] plante halophileRésumé : (Auteur) Multiple endmember spectral mixture analysis (MESMA) was applied to the Airborne Visible and Infrared Imaging Spectrometer (AVIRIS) imagery of a salt marsh in China Camp at San Pablo Bay, California, A nine-endmember set representing materials within the scene was used including: two Salicornia and two soils, and Grindelia, Spartina, dry grass, water and shade. The resultant abundance maps were used to investigate the spatial distribution of the marsh vegetation species, Salicornia virginica, Grindelia Stricta and Spartinafoliosa. The Spartina abundance map exhibited a well-defined zone bordering the water and the lower marsh, which is in good agreement with the field observations made in 2002. Comparison of the Salicornia map with all six field global positional system (GPS) polygons indicates Salicornia was classified with high accuracy. The proposed approach did a good job in classifying Spartina and Salicornia which cover 93.81% of the total marsh. The Grindelia fraction image underestimates in some areas, while in other areas it shows false detection. This misclassification is attributed to the spectral similarity between Grindelia and Salicornia and to the small patch size of Grindelia. Further work is required to solve this confusion. [Termes IGN] système d'information géographiqueRésumé : (Auteur) The degradation of world-wide estuarine ecosystems as a result of accelerated human population growth accompanied by agricultural, industrial and urban development justifies a strong need to find efficient ways to manage and protect these sensitive environments. Starting from 2001. the authors have been involved in an interdisciplinary research project aiming to develop environmental indicators for integrated estuarine ecosystem assessment in the Gulf of Mexico. As part of this project, a study was conducted to characterize land-use and land-cover changes with the Pensacola estuarine drainage area as a case. The Pensacola bay was targeted because it is one of few exemplary large river-driven estuarine systems across the northern Gulf of Mexico. The study had two major sections. The first part was dedicated to the development of an improved method for coastal land-use and land-cover mapping, which was built upon hierarchical classification and spatial reclassification. An image scene was separated into urban and rural regions early in the classification, with a 'mask' defined by road intersection density slices combined with road buffers. Each part was classified independently in its most effective context and, later, both were merged to form a complete map. In spatial reclassification, image interpretation procedures, auxiliary vector data and a variety of Geographical Information System (GIS) functions were synthesized to resolve spectral confusion and improve mapping accuracy. This method was used to map land use and land cover from Landsat Thematic Mapper/Enhanced Thernatic Mapper Plus (TM/ETM +) imagery for 1989, 1996 and 2002, respectively. The accuracy assessment shows that the overall classification errors were less than 10%. The second part focused on the analysis of the spatio-temporal dynamics of estuarine land-use and land-cover changes by using post-classification comparison and GIS overlay techniques. The project has revealed that a substantial growth of low-density urban land occurred in the lower drainage basin in connection with population and housing growth, as well as a significant increase of mixed forest land in the upper watershed as a result of active logging and harvesting operations. These growths were achieved at the cost of evergreen forest and wetlands, thus compromising safeguards for water quality, biodiversity of aquatic systems, habitat structure and watershed health in the Pensacola estuarine drainage area.
