[Termes IGN] utilisation du solRésumé : (Auteur) In 1999, the Ministry of Land and Resources (MLR) of China launched the National Land Use Change Program especially to monitor the scale and distribution of urban expansion and the decrease in cultivated land through remote sensing technology. This Program has been carried out annually and continuously for seven years since then and played an important role in the policy-making of MLR about land management and planning. This paper gives an overview about this Program and discusses several research issues. First, the remote sensing data sources and other ancillary data used in this Program are presented. The approaches for image preprocessing, i.e. radiometric normalization, image geometric rectification and image fusion are then introduced with an emphasis on the algorithm development for image registration. Second, land use change detection technique is the most critical and complex aspect of the Program. The methodologies for change detection using either bi-temporal image pair or one existing land use map and one remotely sensed image are detailed. Third, since the data of land use changes derived from remote sensing will be operationally used for local and central government, field validation and accuracy assessment are crucial to ensure the reliability of change detection results. The strategy of field work and the resulting accuracy evaluations is presented. The land use and change information derived from remotely sensed data has wide applications for land management, including land use database updating, verification of land use planning and monitoring of national high-tech parks. Last, suggestions on how to make full use of the images and change detection result, to improve the consistency of land use classification and to develop change detection algorithms for diverse and complex remote sensing data are given. [Termes IGN] surveillance de la végétationRésumé : (Auteur) The effects of climate change on northern vegetation productivity need to be fully understood in order to reduce uncertainties in predicting vegetation distributions under different climate warming scenarios. Knowledge of the relationship between northern climate and vegetation productivity will also help provide a better understanding of changes in vegetation distributions as an indicator of climate change and variability. Vegetation productivity and biomass have been monitored using long-term satellite earth observations, mostly using the Normalized Difference Vegetation Index (NDVI), as a cumulative indicator of all effects resulting from processes related to climate change, including changes in temperature, precipitation, and disturbance. In this paper, the investigation is focused on the short-term effect of temperature anomalies on arctic and tree-line transition vegetation productivity in both dry and humid regions of Canada. The analysis shows that several land-cover types composed mainly of trees and shrubs exhibit a significant increase in NDVI with higher-than-normal temperatures in the preceding 10-40-day period, while land-cover types consisting of lichen and moss growing on mostly barren surfaces show a significant NDVI decrease with increased temperature. These trends are consistent with results reported in plot-warming experiments in the north, which have shown that certain vegetation communities increase, while others decrease in cover fraction and biomass in response to warming. When land cover is grouped into increasing and decreasing NDVI with temperature and stratified by dry and humid regions of Canada, much of the dry region of northern Canada does not exhibit significant NDVI response to preceding temperature anomalies. It is expected that in the absence of disturbance or other limiting factors, an increased frequency of elevated temperature anomalies may eventually contribute to changes in vegetation biomass. A map of land-cover types that have the potential to increase in biomass with climate warming and those that are vulnerable to decline is presented. [Termes IGN] précision de la classificationRésumé : (Auteur) This study investigates the “pixel-swapping” optimization algorithm proposed by Atkinson for predicting subpixel land- cover distribution. Two limitations of this method are assessed: the arbitrary spatial range value and the arbitrary exponential model for characterizing spatial autocorrelation. Various alternative weighting functions are evaluated. For this assessment, two different simulation models are employed to develop spatially autocorrelated binary class raster maps. These rasters are then resampled to generate sets of representative medium-resolution class maps. Prior to conducting the subpixel allocation, the relationship between cell resolution and spatial autocorrelation, as measured by Moran’s I, is evaluated. It is discovered that the form of this relationship depends upon the simulation model. For all tested weighting functions (Nearest Neighbor, Gaussian, Exponential, and IDW), the pixel swapping method increased classification accuracy compared with the initial random allocation of subpixels. Nearest Neighbor allocation performs as well as the more complex models of spatial structure. This paper presents a new approach to update the Flemish Forest Map using IKONOS imagery. This work presents an improved model for road detection based on the principles of perceptual organization and classification fusion in human vision system (HVS). The model consists of four levels: pixels, primitives, structures and objects, and two additional sub-processes: automatic classification of road scenes and global integration of multiform roads. Based on the model, a novel algorithm for detecting roads from satellite images is also proposed, in which two types of road primitives, namely blob-like primitive and line-like primitive are defined, measured, extracted and linked using different methods for dissimilar road scenes. A hierarchical search strategy driven by saliency measurement is adopted in both linking processes. The blob primitives are linked using heuristic grouping and the line primitives are connected through genetic algorithm (GA) evolution. Finally, all of the linked road segments are normalized with centre-main lines and integrated into global smooth road curves through tensor voting. Experimental results show that the algorithm is capable of detecting multiform roads from real satellite images with high adaptability and reliability.
