[Termes IGN] zone urbaineRésumé : (Auteur) Accuracy assessment for remote sensing classification is commonly based on using an error matrix, or confusion table, which needs reference, or 'ground truthing', data to support. When undertaking change detection using numerous multi-temporal images, it is often difficult to make the accuracy assessment by the 'traditional' method, which typically requires simultaneous collection of reference data. In this study, we propose a new approach by arguing change rationality with post-classification comparison. Multitemporal Landsat TM images were classified for land use in an urban fringe area of Beijing, China and the post-classification comparison of these classified images shows change trajectories through the time series. These change trajectories were then analysed by assessing their rationality against a set of logical rules to separate cases of 'real land use change' and possible classification errors. The analvsis results show that the overall accuracy for land use change in the urban fringe area was 86%, with a fuzziness of 7%. Although it is argued that the uncertainty, still exists on classification accuracy assessed by this method. It nevertheless provides an alternative approach for more reasonable assessment when ideal simultaneous 'ground truthing' is not available. [Termes IGN] SuisseRésumé : (Auteur) Aerial photographs are often used in forestry for stand mapping and spatio-temporal landscape dynamics analysis with management perspective. They are preferred to satellite imagery because they are available in time series and are high-resotufion data, more easily accessible to forest managers. Up to now aerial photographs have been analysed by photo-interpreters. This is a time-consuming, laborious, expensive task and repticability of the method depends on the operator. The Swiss Federal Research Institute WSL and the Laboratoire de Production Microtechnique-EPFL are working on aerial photograph analysis automation with the aim to develop a software detecting forest outlines and recognising single-tree location and size on digitised aerial photographs. Numerous applications appear possible : calculating forest cover percentage, monitoring spatio-temporal changes of forest areas or the evolution of single tree radius classes. We explain how the software DENDROS works, and present an application in the Jura Mountains in Switzerland. [Termes IGN] surveillance forestièreRésumé : (Auteur) An important consideration for monitoring land-cover (LC) change is the nominal temporal frequency of remote sensor data acquisitions required to adequately characterize change events. Ecosystem-specific regeneration rates are an important consideration for determining the required frequency of data collections to minimize change omission errors. Clear-cut forested areas in north central North Carolina undergo rapid colonization from pioneer (replacement) vegetation that is often difficult to differentiate spectrally from that previously present. This study compared change detection results for temporal frequencies corresponding to 3-, 7-, and 10-year time intervals for near-anniversary date Landsat 5 Thematic Mapper (TM) data acquisitions corresponding to a single path/row. Change detection was performed using an identical change vector analysis (CYA) technique for all imagery dates. Although the accuracy of the 3-year analysis was acceptable (86.3%, K = 0.55), a significant level of change omission errors resulted (51.7%). Accuracies associated with both the 7-year (43.6%, K = 0. 10) and 10year (37.2%, K= 0.05) temporal frequency analyses performed poorly, with excessive change omission errors of 84.8% and 86.3%, respectively. The average rate of LC change observed over the study area for the 13-year index period (1987-2000) was approximately 1.0% per annum. Overall results indicated that a minimum of 3-4-year temporal data acquisition frequency is required to monitor LC change events in north central North Carolina. Reductions in change omission errors could probably best be achieved by further increasing temporal data acquisition frequencies to a 1-2-year time interval. [Termes IGN] reconnaissance d'objetsRésumé : (Auteur) Our goal is to detect changes in an aerial scene by comparing grey scale stereopairs taken several years apart in order to update a geographic database. A set of image locations that have a high likelihood to contain changes will be submitted to a human operator who will either reject the proposed change or validate it and update the database accordingly. We are mainly interested in changes in buildings. To isolate new construction and buildings, which disappear, we provide an algorithm that works in two steps. First, during a focusing phase, we eliminate a large part of the scene without losing any actual changes by comparing a Digital Elevation Model (DEM) for the two dates. Second, we classify the resulting regions of interest (ROl) based on four images-stereopairs of the area at the two dates. To decide whether or not the R01 contains a change, we classify each of the four images as "building" or "no-building". This classifier is a combination of several decision trees induced from training data. Each node of each decision tree is identified with a graph of features which is more likely to occur on buildings than background. Finally, the classification results at the two different dates are compared. The final set of locations submitted to an operator omits less than 10% of the true changes. The false positive rate represents less than 5% of the scene surface.
