Pourtant à ce jour, il n'existe pas à ce jour de référentiel national d'occupation du sol à grande échelle permettant un suivi des évolutions. Ce rapport propose une méthode, s'appuyant sur la notion de « portion de territoire », qui permet d'aboutir à la constitution d'un produit intégrant ces spécificités. L'occupation du sol est déterminée par intégration de données de sources multiples. Cette intégration se fonde sur quatre stratégies, fonction de la géométrie des sources et de la nature des thèmes d'occupation du sol. En préalable, une analyse de la partition support, ici imposée identique à la BD Parcellaire, est menée sous divers aspects : compatibilité avec l'occupation du sol, sous-partitionnement et extensions à l'aide d'autres partitions. [Termes IGN] tempêteRésumé : (Auteur) The pace of disaster recovery varies considerably from one place to another. Even when places suffer impacts from the same event, recovery studies often lack the spatial and temporal resolution to fully understand such local variability in the recovery process and patterns. This paper discusses the novel use of building permits and a spatial scan statistic to identify the spatial and temporal dimensions of recovery in coastal Mississippi following Hurricane Katrina. Our work identifies significant space-time clusters of recovery activity and indicates that the amount of damage experienced and the amount of pre-event housing strongly influence the timing and location of building permit clusters. This analytical method and the use of publicly available data are valuable for a better understanding of long-term recovery processes. [Termes IGN] visualisation cartographiqueRésumé : (Auteur) Avec l'émergence des nouveaux outils liés à la technologie du Web et du multimédia, la cartographie présente aujourd'hui des possibilités infinies pour représenter les différentes dimensions de l'information géo-référencées, et notamment celles liées au temps. Cette recherche se focalise sur la représentation du temps à travers les différentes formes de cartographies et plus particulièrement celles issues de la géo-visualisation. Notre objectif est d'élaborer une méthode pour la conception cartographique des différentes temporalités d'objets géographiques afin d'améliorer la connaissance et la compréhension des phénomènes spatio-temporels. Le travail présenté s'appuie sur la définition des temporalités qualifiant les événements issus de risques naturels. En effet, le risque est une problématique très prisé compte tenu des problèmes posés dans l'aménagement du territoire. L'article décrit, dans un premier temps, les différentes temporalités qui concernent les risques naturels à travers l'exemple des événements issus de risques. Dans un second temps, nous présentons les apports et les limites de la cartographie et de la géo-visualisation pour la représentation des temporalités. L'analyse des temporalités et des modes de représentations cartographiques nous amène à proposer une méthode de conception cartographique basée sur les concepts de modélisation de l'information spatio-temporelle et intégrant des variables géo-visuelles. [Termes IGN] objet mobileRésumé : (Auteur) Calculating operators of continuously moving objects presents some unique challenges, especially when the operators involve aggregation or the concept of congestion, which happens when the number of moving objects in a changing or dynamic query space exceeds some threshold value. This paper presents the following six d-dimensional moving object operators: (1) MaxCount (or MinCount), which finds the Maximum (or Minimum) number of moving objects simultaneously present in the dynamic query space at any time during the query time interval. (2) CountRange, which finds a count of point objects whose trajectories intersect the dynamic query space during the query time interval. (3) ThresholdRange, which finds the set of time intervals during which the dynamic query space is congested. (4) ThresholdSum, which finds the total length of all the time intervals during which the dynamic query space is congested. (5) ThresholdCount, which finds the number of disjoint time intervals during which the dynamic query space is congested. And (6) ThresholdAverage, which finds the average length of time of all the time intervals when the dynamic query space is congested. For these operators separate algorithms are given to find only estimate or only precise values. Experimental results from more than 7,500 queries indicate that the estimation algorithms produce fast, efficient results with error under 5%.
