[Termes IGN] zone à risqueRésumé : (auteur) GIS-based multicriteria evaluation (MCE) provides a framework for analysing complex decision problems by quantifying variables of interest to score potential locations according to their suitability. In the context of earthquake preparedness and post-disaster response, MCE has relied mainly on uninformed or non-expert stakeholders to identify high-risk zones, prioritise areas for response, or highlight vulnerable populations. In this study, we compare uninformed, informed non-expert, and expert stakeholders’ responses in MCE modelling for earthquake response planning in Vancouver, Canada. Using medium- to low-complexity MCE models, we highlight similarities and differences in the importance of infrastructural and socioeconomic variables, emergency services, and liquefaction potential between a non-weighted MCE, a medium-complexity informed non-expert MCE, and a low-complexity MCE informed by 35 local earthquake planning and response experts from governmental and non-governmental organisations. Differences in the observed results underscore the importance of accessible, expert-informed approaches for prioritising locations for earthquake response planning and for the efficient and geographically precise allocation of resources. They are becoming increasingly popular in data science in general and in particular in image or 3D point cloud analysis. Among the wide spectra of applications, they are involved in most of the hierarchical approaches.Hierarchies are particularly important because they allow us to efficiently organize the information required and to analyze the problems at different levels of detail. In this thesis, we address the following topics. Many morphological hierarchical approaches rely on the Minimum Spanning Tree (MST). We propose an algorithm for MST computation in streaming based on a graph decomposition strategy. Thanks to this decomposition, larger images can be processed or can benefit from partial reliable information while the whole image is not completely available.Recent LiDAR developments are able to acquire large-scale and precise 3D point clouds. Many applications, such as infrastructure monitoring, urban planning, autonomous driving, precision forestry, environmental assessment, archaeological discoveries, to cite a few, are under development nowadays. We introduce a ground detection algorithm and compare it with the state of the art. The impact of reducing the point cloud density with low-cost scanners is studied, in the context of an autonomous driving application. Finally, in many hierarchical methods similarities between points are given as input. However, the metric used to compute similarities influences the quality of the final results. We exploit metric learning as a complementary tool that helps to improve the quality of hierarchies. We demonstrate the capabilities of these methods in two contexts. The first one,a texture classification of 3D surfaces. Our approach ranked second in a task organized by SHREC’20 international challenge. The second one learning the similarity function together with the optimal hierarchical clustering, in a continuous feature-based hierarchical clustering formulation. Note de contenu : Introduction

Due to advances in survey technologies, it becomes important to choose well-suited technology for a specific area. Moreover, various technologies have various ranges of equipment and manufacturers, as well as characteristics. Therefore, in this thesis, a proposed method of a hydrographic survey, i.e., identifying the appropriate technology, has been developed. The method is based on a reduced elimination matrix, decision tree supervised learning, and multicriteria decision methods. The available technologies were: SBES (research vessel), SBES+SSS (research vessel), MBES (research vessel), MBES (research vessel)+SBES (small boat), LIDAR (UAV), SDB (satellite sensors) and they are applied as a case study of Kaštela Bay. The optimal technology for Kaštela Bay study case was MBES (research vessel) and MBES (research vessel) + SBES (small boat) with a score of 0.97. Then with a score of 0.82 follows the SDB technology. Other available alternatives have a significantly lower score. It is a small evident difference between the three alternatives SBES (research vessel), SBES+SSS (research vessel), and LIDAR, which have a WSM score in the range from 0.58 – 0.65. [Termes IGN] urbanisationRésumé : (auteur) With rapid urbanization, the disposal and management of urban construction waste have become the main concerns of urban management. The distribution of urban construction waste is characterized by its wide range, irregularity, and ease of confusion with the surrounding ground objects, such as bare soil, buildings, and vegetation. Therefore, it is difficult to extract and identify information related to urban construction waste by using the traditional single spectral feature analysis method due to the problem of spectral confusion between construction waste and the surrounding ground objects, especially in the context of very-high-resolution (VHR) remote sensing images. Considering the multi-feature analysis method for VHR remote sensing images, we propose an optimal method that combines morphological indexing and hierarchical segmentation to extract the information on urban construction waste in VHR images. By comparing the differences between construction waste and the surrounding ground objects in terms of the spectrum, geometry, texture, and other features, we selected an optimal feature subset to improve the separability of the construction waste and other objects; then, we established a classification model of knowledge rules to achieve the rapid and accurate extraction of construction waste information. We also chose two experimental areas of Beijing to validate our algorithm. By using construction waste separability quality evaluation indexes, the identification accuracy of construction waste in the two study areas was determined to be 96.6% and 96.2%, the separability indexes of the construction waste and buildings reached 1.000, and the separability indexes of the construction waste and vegetation reached 1.000 and 0.818. The experimental results show that our method can accurately identify the exposed construction waste and construction waste covered with a dust screen, and it can effectively solve the problem of spectral confusion between the construction waste and the bare soil, buildings, and vegetation. Cities are particularly vulnerable to climate change because of their high concentration of population, goods, capital stock, and infrastructures. Heat waves in particular, enhanced locally by the so-called Urban Heat Island (UHI) lead to an above-normal mortality rate in cities (Wong et al., 2013; Shaposhnikov et al., 2014). Intense precipitation in urban areas, on the other hand, cause more easily floods with dire consequences because of the impermeability of the urban surfaces (Muis et al., 2015; Yin et al., 2016). Air quality conditions in cities are recurrently and often even continuously exceeding health limits. Furthermore, cities are strong emitters of greenhouse-gases, as the high concentration of human activities, like transport and industry, entails high levels of energy consumption.
