[Termes IGN] pondérationRésumé : (auteur) This paper presents a method for determining and mapping suitable locations for development using Multi Criteria Analysis and the Analytical Hierarchy Process and considering uncertainties in the process. The method is applied to the case study of Howth (Dublin), where development suitability is assessed against specific protection and conservation areas as well as ground water vulnerability. Uncertainty is incorporated using a Monte Carlo simulation into the Analytical Hierarchy Process calculations to determine criteria weightings. A map is derived, which includes, for all locations, both site suitability for development and the level of uncertainty attached to this suitability. The map combines a double categorization of suitability and uncertainty. The method allows for increased transparency in decision making regarding site suitability for development, as well as increased confidence in decision making to allow for reduced risk in terms of the potential impact of development. [Termes IGN] zone à risqueRésumé : (Auteur) Earthquakes occurring in urban areas constitute an important concern for emergency management and rescue services. Emergency service location problems may be formulated in discrete space or by restricting the potential location(s) to a specified finite set of points in continuous space. We propose a Multicriteria Spatial Decision Support System to identify shelters and emergency service locations in urban evacuation planning. The proposed system has emerged as an integration of the geographical information systems (GIS) and the multicriteria Decision-Making method of Preference Ranking Organization Method for Enrichment Evaluation IV (PROMETHEE IV). This system incorporates multiple and often conflicting criteria and decision-makers’ preferences into a spatial decision model. We consider three standard structural attributes (i.e., durability density, population density, and oldness density) in the form of spatial maps to determine the zones most vulnerable to an earthquake. The information on these spatial maps is then entered into the ArcGIS software to define the relevant scores for each point with regards to the aforementioned attributes. These scores will be used to compute the preference functions in PROMETHEE IV, whose net flow outranking for each alternative will be inputted in ArcGIS to determine the zones that are most vulnerable to an earthquake. The final scores obtained are integrated into a mathematical programming model designed to find the most suitable locations for the construction of emergency service stations. We demonstrate the applicability of the proposed method and the efficacy of the procedures and algorithms in an earthquake emergency service station planning case study in the city of Tehran. Pour passer d'un document de planification à un véritable projet de territoire et assurer la pertinence du document, le SCoT doit utiliser une approche pluridisciplinaire et transversale ; les thématiques du transport, de l'énergie, de l'habitat, de l'économie ou encore de l'environnement doivent donc être abordées dans une démarche globale. However, existing segmentation evaluation methods mainly focus on single-scale segmentation. In this paper, we examine the issue of supervised multiscale segmentation evaluation and propose two discrepancy measures to determine the manner in which geographic objects are delineated by multiscale segmentations. A QuickBird scene in Hangzhou, China, is used to conduct the evaluation. The results reveal the effectiveness of the proposed measures, in terms of method comparison and parameter optimization, for multiscale segmentation of high spatial resolution images. Moreover, meaningful indications for selecting suitable multiple segmentation scales are presented. The proposed measures are applicable to performance evaluation and parameter optimization for multiscale segmentation algorithms. [Termes IGN] théorie de Dempster-ShaferRésumé : (auteur) Nowadays geographic vector data is produced both by public and private institutions using well defined specifications or crowdsourcing via Web 2.0 mapping portals. As a result, multiple representations of the same real world objects exist, without any links between these different representations. This becomes an issue when integration, updates, or multi-level analysis needs to be performed, as well as for data quality assessment. In this paper a multi-criteria data matching approach allowing the automatic definition of links between identical features is proposed. The originality of the approach is that the process is guided by an explicit representation and fusion of knowledge from various sources. Moreover the imperfection (imprecision, uncertainty, and incompleteness) is explicitly modeled in the process. Belief theory is used to represent and fuse knowledge from different sources, to model imperfection, and make a decision. Experiments are reported on real data coming from different producers, having different scales and either representing relief (isolated points) or road networks (linear data).
