[Termes IGN] seuillage d'imageRésumé : (Auteur) The paper addresses the detection of changes in multitemporal polarimetric radar images, focusing on small objects and narrow linear features. The images were acquired at C- and L-band by the airborne EMISAR system. It is found that the radar intensities are better suited for change detection than the correlation coefficient and the phase difference between the co-polarized channels. In the case of linear features, there is no obvious difference between C- and L-band, and slight variations of the flight tracks are acceptable at look angles larger than 35 degrees. Theoretical detection thresholds are evaluated from the statistical distribution of the intensity ratio due to speckle. For the linear features and for urban environments, the observed thresholds are larger than the theoretical predictions. This is interpreted as an effect of radar intensity variations on length scales smaller than the spatial image resolution. The signature of urban areas is very sensitive to deviations between the flight tracks, and the sensitivity is larger at C-band than at L-band. On the other hand, the intensity contrast between buildings and the urban background is smaller at L-band and larger at C-band. For change detection, thresholds may have to be chosen separately for each object class because the intensity ratios of different object classes vary differently as a function of time. La seconde partie de l'approche sera consacrée à étudier la possibilité d'effectuer un géoréférencement des images à l'aide d'un MNT. Le but est d'obtenir un jeu de données géoréférençable, qu'il sera possible de comparer avec une image de synthèse de la zone d'étude obtenue à l'aide du logiciel de simulation établi par L. Merlin disponible au département TSI de l'ENST. Cette comparaison nous permettra d'évaluer qualitativement et quantitativement, le déplacement des différents objets par rapport à leur position réelle, et donc, définir une loi comportementale de cibles en milieu urbain. [Termes IGN] texture d'imageRésumé : (auteur) We present a set of algorithms that recovers detailed building surface structures from multiple images taken under normal urban conditions, where severe occlusions and lighting variations occur and are difficult to be modeled effectively. An iterative weighted-average algorithm is designed to recover high-quality consensus texture of the wall facades. A generic algorithm is developed to extract the 2D microstructures. Depth is estimated and combined with 2D structures to obtain 3D structures, facilitating urban site model refinement and visualization. In contrast to the pixel based classification we investigated an object-oriented classification procedure. The eCognition software package of Definiens offers this possibility. The comparison was performed for images with different spatial resolution - very high resolution images of IKONOS, and images of SPOT in the sharpened mode. The evaluation of the IKONOS image indicated a significantly higher accuracy for the object-oriented classification approach than for the pixel-based method. The eCognition software handles the high level of detail and the associated high texture better than the pixelbased parallelepiped-algorithm. The quality of the pixel-based approach, which takes into account only the spectral information and some derived data-products is limited for very high resolution images. The classification of the SPOT presented approximately the same results for both methods. [Termes IGN] tempêteRésumé : (Auteur) The states of Honduras, Nicaragua, and EI Salvador have been toughly hit by the "Mitch" hurricane in the first days of November 1998. The extent of damages due to this hurricane, as well as their impact upon local economy were exceptional. In this framework, a remote sensing project was immediately initiated to provide a large scale evaluation of the damages suffered by the three countries. To reach this objective, new remote sensing products called TmDYNAMICRADAR and TmIDYNAMICOPTICAL products have been designed. These products are, based on using, either radar satellite images, or optical/radar satellite data fusion. The most efficient techniques have been applied to produce these products, thus enabling change detection at a very fine spatial scale (from 20 meters x 20 meters to 10 meters x 10 meters). Project schedule and operations, as well as the validation of its products are reported in this article.
