[Termes IGN] TurquieRésumé : (Auteur) The TanDEM-X mission (TDM) is a spaceborne radar interferometer which delivers a global digital surface model (DSM) with an unprecedented spatial resolution. This allows resolving objects above ground such as buildings. Extracting and characterizing those objects in an automated manner represents a challenging problem but opens simultaneously a broad range of large-area applications. In this paper, we discuss and evaluate the suitability of morphological filters (MFs) for the derivation of normalized DSMs from the TDM in complex urban environments and introduce a novel region-growing-based progressive MF procedure. This approach is jointly proposed and can be combined with a postclassification processing scheme to specifically allow for a viable reconstruction of urban morphology in a challenging terrain. The filter approach comprises a multistep procedure using concepts of morphological image filtering, region growing, and interpolation techniques. Therefore, it extends the idea of progressive MFs. The latter aim to identify nonground pixels in the DSM by gradually increasing the size of a structuring element and applying iteratively an elevation difference threshold. After the identification of initial nonground pixels, here, potential nonground pixels are identified within each iteration, and their similarity with respect to neighboring nonground pixels is assessed. Pixels are finally labeled as nonground if a constraint is fulfilled. The postclassification processing scheme adapts techniques of object-based image analyses to further refine regions of classified nonground pixels. Digital terrain models are subsequently generated by interpolating between identified ground pixels. Experimental results are obtained for settlement areas that cover large parts of the cities of Izmir (Turkey) and Wuppertal (Germany). They confirm the capability of the proposed approaches for a reduction of omission errors compared to basic MF-based methods when classifying ground pixe- s, which is favorable in a mountainous terrain with steep slopes. [Vedettes matières IGN] GéovisualisationRésumé : (Auteur) Due to recent technological advances in 3D geographic information system (GIS); These 3D visualization technologies have been widely used in urban planning decisions, including: where to build, how to plan for natural disasters, the use of finite resources, how to incorporate sustainable practices, designing for growing populations and other engineering applications. In this study 3D GIS visualization technology is applied to Karsiyaka (Izmir) settlement area to show its applicability for the land use planning, construction and management. This study is carried out in four different stages: In the first stage; 1:25000 scale topographic maps and 1:1000 scale geological maps are digitised in GIS environment and their attribute tables are stored in the GIS databases. In the second stage; sub-surface of the study area was visualized using 3D technologies. This visualisation process is used to assist decision-making for land use planning. In the third stage; and useful soil class zonation maps are performed to be used in further studies. At last stage; after research at this site, the construction applications of Karsiyaka have been multiplied. [Termes IGN] TurquieRésumé : (auteur) Usage of aerial oblique cameras and oblique images in generation of 3D city models has become popular all over the world in recent years and various solutions has been developed involving specialized methods and softwares. The first comprehensive step in this field was taken by Konya Metropolitan Municipality in Turkey in 2012 and the project undertaken by GEOGIS has been successfully completed in Februaty 2014. It is the fast Lime in Turkey that 3D city model of this large scale has been generated. The project involves: Aerial image acquisition of the project area with vertical and oblique cameras respectively and photogrammetric triangulation; Development of OttoPenta software, which can display oblique images in pentaview screen, make spatial queries and also can measure the horizontal, vertical distance and area; Digitization of roof and roof structures from vertical stereo images using photogrammetric intertetation techniques and generation of 3D solid building models using this data; Assigning building ID numbers to solid models to integrate with the GIS data of the Municipality that is available in Oracle Spatial database; Automatic texturing of 3D models with oblique images; Exporting of textuted 3D models into Oracle Spatial Database in CityGML format, complying the OGC standards; and development of KNVCity software, to create and publish the 3D city guide on WEB and mobile devices. The goal of this paper is sharing the experience and knowledge that was gained during the 3D City modeling and 3D city guide project which was performed for the first time in Turkey. Des guerres balkaniques (1912-1913) à la guerre mondiale (1914-1918) puis à la guerre gréco-turque (1919-1922), le projet de 1909 dut s'ajuster, dans l'urgence, aux besoins stratégiques de l'armée et aux évolutions technologiques de la cartographie. Fondé sur les mémoires de l'officier Mehmet, Vevki (1866-1927), cet article analyse la façon dont la commission cartographique ottomane s'adapta au contexte de guerre, les difficultés qu'elle rencontra et les soutiens qu'elle trouva auprès des états-majors allemands et austro-hongrois. La source utilisée, rédigée en 1919, livre un regard partial mais documenté sur la production cartographique de l'époque, mise au service d'une indépendance politique et d'un projet nationaliste. [Termes IGN] réseau routierRésumé : (auteur) Road objects in a network data model are categorised into a hierarchical structure in accordance with their functions and capacities. In this study; five road attributes derived from semantic, geometric and topological properties of network data set (i.e. road class, road length and centralities of degree, closeness and betweenness) are utilised for the creation of road network hierarchy. The relationships with each attributes except road class and their effects on the determination of road importance are analysed by using a distribution graph and the equation of Pearson correlation coefficient. For creating road network hierarchy, integration process is achieved through the application of fuzzy analytic hierarchy process assuming attributes as the fuzzy criteria. The integration process is followed by the calculation of new priority attribute that indicates the importance of road objects. At the end of the process, road class, which is the most important attribute, is also used for the validation of proposed methodology. The results show that the new priority value of a road is superior to its each attribute value in hierarchical organisation.
