[Termes IGN] urbanisationRésumé : (auteur) This article proposes an estimation method for assessing urban sprawl using multispectral remote sensing data: SNPP-VIIRS, DMSP/OLS, Landsat 5-TM, and Landsat 8-OLI. This study focuses on the impacts of human activities, in terms of increased electrical-power consumption (EPC) due to urbanization. For this purpose, night-time light data are used to measure the EPC growth from 2000 to 2020. We also perform a suitability analysis using geographic information-systems techniques to propose a new urban town in Lahore to mitigate urbanization and EPC increase. We found an overall increase of 33% in urban area and an EPC increase of 21.6% in the last two decades. We also find that the best proposed site for the new urban town is in the northwest of Lahore. [Termes IGN] Tokyo (Japon)Résumé : (auteur) COVID-19 has disrupted the global economy and well-being of people at an unprecedented scale and magnitude. To contain the disease, an effective early warning system that predicts the locations of outbreaks is of crucial importance. Studies have shown the effectiveness of using large-scale mobility data to monitor the impacts of non-pharmaceutical interventions (e.g., lockdowns) through population density analysis. However, predicting the locations of potential outbreak occurrence is difficult using mobility data alone. Meanwhile, web search queries have been shown to be good predictors of the disease spread. In this study, we utilize a unique dataset of human mobility trajectories (GPS traces) and web search queries with common user identifiers (> 450 K users), to predict COVID-19 hotspot locations beforehand. More specifically, web search query analysis is conducted to identify users with high risk of COVID-19 contraction, and social contact analysis was further performed on the mobility patterns of these users to quantify the risk of an outbreak. Our approach is empirically tested using data collected from users in Tokyo, Japan. We show that by integrating COVID-19 related web search query analytics with social contact networks, we are able to predict COVID-19 hotspot locations 1–2 weeks beforehand, compared to just using social contact indexes or web search data analysis. This study proposes a novel method that can be used in early warning systems for disease outbreak hotspots, which can assist government agencies to prepare effective strategies to prevent further disease spread. Human mobility data and web search query data linked with common IDs are used to predict COVID-19 outbreaks. High risk social contact index captures both the contact density and COVID-19 contraction risks of individuals. Real world data was collected from 200 K individual users in Tokyo during the COVID-19 pandemic. Experiments showed that the index can be used for microscopic outbreak early warning. [Termes IGN] système d'information foncièreRésumé : (auteur) In many western countries, publicly led mapping activities and recording information of land parcels and buildings and the related rights, restrictions, and responsibilities have established their roles as important pillars of a functioning society. National mapping, cadastral, and land registry authorities as public agencies responsible for conducting these tasks are in a key position in shaping the development of the whole land administration sector. Most of these authorities have formulated their purposes, directions, and goals in the form of strategies. There is, however, a lack of understanding of the type of goals these authorities pursue through their strategies and why. Using an online questionnaire as a method, this study explores the strategy goals as well as the strategy drivers of national mapping, cadastral, and land registry authorities. We find that the strategy goals converge to a great extent and relate particularly to digitalization, data properties, customers and needs of society, and organizational development. Further, we observe that the strategy work of these authorities is most often driven by changes in the customer needs and by changes in the government’s policies. The contribution of the study lies in providing an overview of how national mapping, cadastral, and land registry authorities frame their near-future development and in highlighting that albeit the goals, for the most part, align with the qualities of a good, neutral land administration system, the authorities show low tendency to pursue transformative or paradigmatic changes through their strategies. In most cases, there is no possibility of flood monitoring in large areas. Due to the major drawbacks of conventional methods in flood detection of large districts, Remote Sensing (RS) has been efficiently employed as the best solution owing to its being synoptic view and cost-effective methodologies. One of the most challenging issues in RS technologies is choosing the optimal spectral bands to detect changes in the natural environment. In this research, Elimination and Choice Expressing Reality (ELECTRE), as one of the most widely used Multi-Criteria Decision Making (MCDM) techniques, was applied to select the optimal bands of Sentinel-2 satellite images for detection of flood-affected areas. For this purpose, the decision-making method was implemented during ten options and six criteria. The properties of the Sentinel-2 satellite images consisted of ten bands (with 10 and 20m spatial resolutions) and the criteria are the signal to noise ratio (SNR) related to sensor, standard deviation, variance, the SNR related to the bands, spatial resolution, and wavelength. Afterward, the ELECTRE technique was used to select six optimal bands among ten bands. The ELECTRE algorithm was programmed in MATLAB programming language that could make decisions with multiple options and multiple criteria. Furthermore, the Support Vector Machine (SVM) classification method, as one of the most powerful Machine Learning (ML) models, has been applied to classify the water bodies related to before and after the flood. According to the results of optimal bands classification, Overall Accuracy (OA) and Kappa Coefficient (KC) for the pre-flood classification were 93.65 percent and 0.923, respectively, and for the post-flood classification, the OA and KC values were 94.52 percent and 0.935 respectively. In the case of before and after flooding, the results of classification model for optimal bands had more accuracy levels in comparison with those obtained by original bands. Generally, it was found that the ELECTRE technique for selecting the best bands of Sentinel-2 satellite images and detection of flood-affected areas, in a short period of time with high accuracy, offers remarkable and consistent results. [Termes IGN] représentation du changementRésumé : (auteur) Studying migration over a long period is challenging due to lack of data, uneven data quality, and the methodological challenges that arise when analyzing migration over large geographic areas and long time spans with constantly changing political boundaries. Crowd-sourced family tree data are an untapped source of volunteered geographic information generated by millions of users. These trees contain information on individuals such as birth and death places and years, and kinship ties, and have the potential to support analysis of population dynamics and migration over many generations and far into the past. In this article, we introduce a methodology to measure and map long-term changes in migration flows using a population-scale family-tree data set. Our methodology includes many steps such as extracting migration events, temporal periodization, gravity normalization, and producing time-series flow maps. We study internal migration in the continental United States between 1789 and 1924 using birthplaces and birthyears of children from a cleaned, geocoded, and connected set of family trees from Rootsweb.com. To the best of our knowledge, the results are the first migration flow maps that show how the internal migration flows within the U.S. changed over such a long period of time (i.e. 135 years).
