[Termes IGN] toponymeRésumé : (Auteur) The Gazetteer of Planetary Nomenclature (GPN) is maintained by the International Astronomical Union Working Group for Planetary System Nomenclature. It contains the internationally approved forms of place names of planetary and lunar surface features. In the last decades, spacefaring and other nations have started to develop local standardized equivalents of the GPN. This initiated the development of transformation methods and created a need for auxiliary information on the names in the GPN that is not available from the database of the GPN. The creation of ‘localized’ (local language) variants of the GPN in non-Roman scripts is an unavoidable necessity, but is also a cultural need. This paper investigates the localization methods into Chinese and Russian; two nations with different scripts, and two that are spacefaring ones. The need for the creation of a localized GPN is related to the local importance of scientific papers published in the local language and the existence of locally developed and operated scientific planetary spacecraft, but exceptions exist. [Termes IGN] toponymie localeRésumé : (Auteur) The U.S. Geological Survey (USGS) National Geospatial Program (NGP) seeks to i) create semantically accessible terrain features from the pixel-based 3D Elevation Program (3DEP) data, and ii) enhance the usability of the USGS Geographic Names Information System (GNIS) by associating boundaries with GNIS features whose spatial representation is currently limited to 2D point locations. Geographic object-based image analysis (GEOBIA) was determined to be a promising method to approach both goals. An existing GEOBIA workflow was modified and the resulting segmented objects and terrain categories tested for a strategically chosen physiographic province in the mid-western US, the Ozark Plateaus. The chi-squared test of independence confirmed that there is significant overall spatial association between terrain categories of the GEOBIA and GNIS feature classes. Contingency table analysis also suggests strong category-specific associations between select GNIS and GEOBIA classes. However, 3D visual analysis revealed that GEOBIA objects resembled segmented regions more than they did individual landform objects, with their boundaries often failing to correspond to match what people would likely perceive as landforms. Still, objects derived through GEOBIA can provide initial baseline landscape divisions that can improve the efficiency of more specialized feature extraction methods. Such place names may not be recorded in existing gazetteers, due to their vernacular nature, relative insignificance to a gazetteer covering a large area (e.g. the entire world), recent establishment (e.g. the name of a newly-opened shopping center) or other reasons. While not always recorded, local place names play important roles in many applications, from supporting public participation in urban planning to locating victims in disaster response. In this paper, we propose a computational framework for harvesting local place names from geotagged housing advertisements. We make use of those advertisements posted on local-oriented websites, such as Craigslist, where local place names are often mentioned. The proposed framework consists of two stages: natural language processing (NLP) and geospatial clustering. The NLP stage examines the textual content of housing advertisements and extracts place name candidates. The geospatial stage focuses on the coordinates associated with the extracted place name candidates and performs multiscale geospatial clustering to filter out the non-place names. We evaluate our framework by comparing its performance with those of six baselines. We also compare our result with four existing gazetteers to demonstrate the not-yet-recorded local place names discovered by our framework. [Termes IGN] traitement du langage naturelRésumé : (auteur) In this article, we present GeoTxt, a scalable geoparsing system for the recognition and geolocation of place names in unstructured text. GeoTxt offers six named entity recognition (NER) algorithms for place name recognition, and utilizes an enterprise search engine for the indexing, ranking, and retrieval of toponyms, enabling scalable geoparsing for streaming text. GeoTxt offers a flexible application programming interface (API), allowing for customized attribute and/or spatial ranking of retrieved toponyms. We evaluate the system on a corpus of manually geo‐annotated tweets. First, we benchmark the performance of the six NERs that GeoTxt provides access to. Second, we assess GeoTxt toponym resolution accuracy incrementally, demonstrating improvements in toponym resolution achieved (or not achieved) by adding specific heuristics and disambiguation methods. Compared to using the GeoNames web service, GeoTxt's toponym resolution demonstrates a 20% accuracy gain. Our results show that places mentioned in the same tweet do not tend to be geographically proximate.
