[Termes descripteurs IGN] topométrie de précisionRésumé : (auteur) Global Navigation Satellite Systems (GNSS) have been used in various monitoring applications for the past two decades, as one of the very few options to provide absolute positions in a global reference frame. However, high performance GNSS stations are expensive, and sometimes may be impractical because of their size, power consumption or software requirements. Thus, the use of low-cost GNSS stations for structural health monitoring (SHM) has gained increasing attention. This paper presents a detailed experimental assessment of multiple combinations of GNSS receivers and antennas, and highlights an optimal cost-efficient solution for monitoring applications. Several sets of processing parameters and constraints are also evaluated using open source RTKLib software. The performance of the proposed solution is evaluated through two experimental dynamic scenarios, proving its ability to track quick displacements down to 4 mm and oscillations of 1 cm with a frequency up to 0.25 Hz with a 1 Hz receiver. Finally, a two-week dataset acquired from on a network of low-cost GNSS stations deployed on a suspended bridge is used to validate on-site performance. Results show good agreement between GNSS time series, traditional displacement sensors, and numerical simulations made using an operational mechanical model of the bridge, highlighting the potential of such low-cost solutions for structural health monitoring applications. [Termes descripteurs IGN] TurquieRésumé : (Auteur) Protected areas (PAs) are essential for ensuring the sustainability of biodiversity and protecting human lives. Efficient and sustainable protection require cooperation of all stakeholders and anticipate the coherence of conservation aims and human use. PAs can limit the human activities and land use alternatives significantly. Participatory planning and monitoring can help to achieve the protection goals and 3D GIS can serve as the base platform for planning. This study investigates the potential of 3D GIS with high-resolution datasets for accurate definition of PA boundaries and demonstrates a case study in Cesme Peninsula, Turkey. The PA boundaries have been examined with respect to the property ownership boundaries and buildings using the 3D city model of Cesme. A conceptual approach for the determination of PA boundaries is proposed. The results show that 3D GIS can support the ecosystem conservation efforts while observing the interests of all stakeholders at the same time. [Termes descripteurs IGN] zone tamponRésumé : (auteur) This paper—which is contextualized in the discussion on the methodological pluralism and the main topics of medical geography, the complexity theory in geographies of health, the remaking of medical geography and ad hoc systems of data elaboration—focuses on radio base stations (RBSs) as sources of electromagnetic fields, to provide GIS applications and simplifying-prudential models that are able to identify areas that could potentially be exposed to hazard. After highlighting some specific aspects regarding RBSs and their characteristics and summarizing the results of a number of studies concerning the possible effects of electromagnetic fields on health, we have taken an area of north-east Rome with a high population and building density as a case study, and we have provided some methodological and applicative exemplifications for different situations and types of antennas. Through specific functionalities and criteria, drawing inspiration from a precautionary principle, these exemplifications show some particular cases in order to support: possible risk factor identification, surveillance and spatial analysis; correlation analysis between potential risk factors and outbreak of diseases and symptoms; measurement campaigns in heavily exposed areas and buildings; education policies and prevention actions. From an operative viewpoint, we have: conducted some field surveys and recorded data and images with specific geotechnological and geomatics instruments; retraced the routes by geobrowsers and basemaps and harmonized and joined up the materials in a GIS environment; used different functions to define, on aero-satellite images, concentric circular buffer zones starting from each RBS, and geographically and geometrically delimited the connected areas subject to high and different exposure levels; produced digital applications and tested prime three-dimensional models, in addition to a video from a bird’s eye view perspective, able to show the buildings in the different buffer zones and which are subject to a hazard hierarchy due to exposure to an RBS. A similar GIS-based model—reproposable with methodological adjustments to other polluting sources—can make it possible to conceive a dynamic and multiscale digital system functional in terms of strategic planning, decision-making and public health promotion in a performant digital health information system. [Termes descripteurs IGN] WebSIGRésumé : (auteur) Binding and planned community regulations regarding INSPIRE and other documents resulting from work on INSPIRE have forced the member countries to implement new or updated regulations. The purpose of creating the spatial information infrastructure was to unify the exchange of geographical data at the national and international levels, create transparent and favorable conditions for the use of geographical data, facilitate decision-making and develop business activity, and, as a consequence, facilitate the creation of the INSPIRE geoportal by the European Research Center (JRC) of the European Commission, which aims be the central hub of the European spatial information infrastructure. Land management systems use layers from geoportals and are also a data source because their task is to develop sustainable space development. The article presents the rules for implementing EU directives in Poland and Italy at various levels of detail and examines access to data and spatial information infrastructure. A comparative analysis of geoportals was performed in terms of the functionality and availability of free data (types of data) at national and local levels in terms of verification of compliance with the Ubiquitous Public Access Context Information Model (UPA) defined by the International Organization for Standardization (ISO) 19100. National geoportals (Polish Geoportal 2 and the Italian-Geoportale Nazionale) and Municipal Spatial Information Systems from the cities of Olsztyn and Bari were compared. The essential steps for implementation of this method are herein highlighted and results obtained indicate Ins. Mov.s (velocity) ranging from ±0.0000001 m/epoch to ±0.000007 m/epoch with greater movements noticed in the horizontal direction than in the vertical direction of the building. Because the observed movements were insignificant, the building has been classified as stable. However, a longer period of observation with a bi-monthly observational interval has been recommended to enable decision on the rate of rise/sink and deformation of the building.
