[Termes IGN] réalité de terrainRésumé : (Auteur) Le Service d’information aéronautique (SIA) est un service de la DGAC (Direction générale de l’aviation civile) qui publie et exploite des obstacles à la navigation aérienne afin de sécuriser les vols aux abords des aérodromes. L’article propose une étude comparative entre des données images aériennes (OrthoImages) et des données images satellite (Pléiades et Sentinel) dans les deux domaines suivants : détection d’obstacles (essentiellement végétation et bâtiments) ainsi que leur mise à jour. Il ressort que les images satellite, du fait de leur forte qualité radiométrique et géométrique, offrent un potentiel légèrement supérieur aux images aériennes pour le SIA. De futures études utilisant d’autres capteurs optiques, LiDAR et Radar et des moyens de contrôle plus exhaustifs, devront être menées pour confirmer cette tendance. [Termes IGN] surveillance hydrologiqueRésumé : (auteur) Traditional methodologies of flood monitoring are generally time-consuming and demanding tasks. In most cases, there is no possibility of flood monitoring in large areas. Due to the major drawbacks of conventional methods in flood detection of large districts, Remote Sensing (RS) has been efficiently employed as the best solution owing to its being synoptic view and cost-effective methodologies. One of the most challenging issues in RS technologies is choosing the optimal spectral bands to detect changes in the natural environment. In this research, Elimination and Choice Expressing Reality (ELECTRE), as one of the most widely used Multi-Criteria Decision Making (MCDM) techniques, was applied to select the optimal bands of Sentinel-2 satellite images for detection of flood-affected areas. For this purpose, the decision-making method was implemented during ten options and six criteria. The properties of the Sentinel-2 satellite images consisted of ten bands (with 10 and 20m spatial resolutions) and the criteria are the signal to noise ratio (SNR) related to sensor, standard deviation, variance, the SNR related to the bands, spatial resolution, and wavelength. Afterward, the ELECTRE technique was used to select six optimal bands among ten bands. The ELECTRE algorithm was programmed in MATLAB programming language that could make decisions with multiple options and multiple criteria. Furthermore, the Support Vector Machine (SVM) classification method, as one of the most powerful Machine Learning (ML) models, has been applied to classify the water bodies related to before and after the flood. According to the results of optimal bands classification, Overall Accuracy (OA) and Kappa Coefficient (KC) for the pre-flood classification were 93.65 percent and 0.923, respectively, and for the post-flood classification, the OA and KC values were 94.52 percent and 0.935 respectively. In the case of before and after flooding, the results of classification model for optimal bands had more accuracy levels in comparison with those obtained by original bands. Generally, it was found that the ELECTRE technique for selecting the best bands of Sentinel-2 satellite images and detection of flood-affected areas, in a short period of time with high accuracy, offers remarkable and consistent results. [Termes IGN] occupation du solRésumé : (auteur) Land cover classification of remote sensing data is a fundamental tool to study changes in the environment such as deforestation or wildfires. A current challenge is to quantify land cover changes with real-time, large-scale data from modern hyper- or multispectral sensors. A range of methods are available for this task, several of them being based on the k-means classification method which is efficient when classes of land cover are well separated. Here a new algorithm, called probabilistic k-means, is presented to solve some of the limitations of the standard k-means. It is shown that the new algorithm performs better than the standard k-means when the data are noisy. If the number of land cover classes is unknown, an entropy-based criterion can be used to select the best number of classes. The proposed new algorithm is implemented in a combination of R and C computer codes which is particularly efficient with large data sets: a whole image with more than 3 million pixels and covering more than 10,000 km2 can be analysed in a few minutes. Four applications with hyperspectral and multispectral data are presented. For the data sets with ground truth data, the overall accuracy of the probabilistic k-means was substantially improved compared to the standard k-means. One of these data sets includes more than 120 million pixels, demonstrating the scalability of the proposed approach. These developments open new perspectives for the large scale analysis of remote sensing data. All computer code are available in an open-source package called sentinel. Breaking with rigid Euclidean understandings of projected space found in GIS, these operations support creative cartographic work that understands space as fluid, dynamic, relational, and situated. Each operation is described in detail, along with possible use cases informed by literature in geography and cartography. Most manipulations of space found in shaping can be translated into QGIS, enabling the transformation of vector and raster layers of geographic information. By enabling direct and real-time manipulation of cartographic space, shaping acts as an expressive tool that engages with geographic information. It is also an example of how accessible tools can be built that are interoperable with existing GIS while still being useful on their own. [Termes IGN] tempêteRésumé : (Auteur) [Contexte] Au cours des dernières décennies, des évènements naturels catastrophiques tels que des tempêtes et des ouragans ont touché des millions de personnes dans le Monde : environ 33 millions de personnes sont touchées chaque année entre 2007 et 2016 (Bellow et Wallemacq, 2018). Par exemple, l'ouragan Katrina (Etas-Unis, 2015) a causé des dégâts catastrophiques du centre de la Floride à l'est du Texas, au moins 1836 personnes sont mortes et le total des dommages matériels a été estimé à 125 milliards de dollars. Par ailleurs, le changement climatique est susceptible d'augmenter la fréquence des catégories d'ouragans les plus intenses ainsi que le niveau de la mer, entraînant des ondes de tempête plus destructrices lorsque des ouragans se produisent (GIEC, 2013). Les ouragans génèrent de grandes quantités de déchets directement liés aux impacts induits (Brown et al., 2011). La rapidité de collecte et de tri des déchets est essentielle car non seulement les déchets bloquent et ralentissent l'activité humaine mais ils génèrent aussi des pollutions. La gestion de ces déchets est donc un enjeu majeur dans la gestion de crise post-ouragan. L'ouragan Irma, qui a frappé les Caraïbes au début de septembre 2017, en particulier les îles de Saint-Martin et Saint-Barthélémy, est un exemple frappant de ce problème. Dans cet article nous présentons un système d'information pour améliorer la collecte des déchets post-ouragan aux Antilles françaises. Ces travaux sont faits dans le cadre du projet de recherche DéPOs financé par l'ANR.
