[Termes IGN] séismeRésumé : (auteur) Detecting damaged buildings after an earthquake as quickly as possible is important for emergency teams to reach these buildings and save the lives of many people. Today, damaged buildings after the earthquake are carried out by the survivors contacting the authorities or using some air vehicles such as helicopters. In this study, AI-based systems were tested to detect damaged or destroyed buildings by integrating into street camera systems after unexpected disasters. For this purpose, we have used VGG-16, VGG-19, and NASNet convolutional neural network models which are often used for image recognition problems in the literature to detect damaged buildings. In order to effectively implement these models, we have first segmented all the images with the K-means clustering algorithm. Thereafter, for the first phase of this study, segmented images labeled “damaged buildings” and “normal” were classified and the VGG-19 model was the most successful model with a 90% accuracy in the test set. Besides, as the second phase of the study, we have created a multiclass classification problem by labeling segmented images as “damaged buildings,” “less damaged buildings,” and “normal.” The same three architectures are used to achieve the most accurate classification results on the test set. VGG-19 and VGG-16, and NASNet have achieved considerable success in the test set with about 70%, 67%, and 62% accuracy, respectively. [Termes IGN] zone urbaineRésumé : (auteur) The advent of Web 2.0 has emerged abundant but often unstructured user-generated georeferenced data, such as those from Volunteered Geographic Information (VGI) initiatives. In many cases, these data can be considered as complementary to the authoritative geospatial data. With the increasing availability of multi-source geospatial data, the efforts for geospatial data integration have gained momentum, aiming at gathering maximum information to answer sophisticated questions that cannot be answered using a single data source. Although there are various approaches employed for this purpose with different degrees of success, semantic web methods and tools have not been tested sufficiently in this scope, particularly for multi-scale urban building data integration and enrichment. Attempting to fill this gap, in this study, multi-source and multi-scale urban building data were integrated with a geometric matching method based on the overlapping area, then a geospatial ontology was developed to define multi-scale representations and detailed cardinality relations of the building features. Finally, some features from the geospatial ontology were then linked to popular knowledge bases such as DBpedia and YAGO. For the exploitation on the web, query and visualization processes were demonstrated using sample questions. The semantic web enabled to model complex cardinality of relations between the features from three different building data sets using inferencing and Semantic Web Rule Language (SWRL). The study showed that integrating different geospatial data sets as a knowledge base can facilitate answering sophisticated questions from different users. [Termes IGN] recherche d'image basée sur le contenuRésumé : (auteur) Over the last decade, a large number of digital documentation projects have demonstrated the potential of image-based modelling of heritage objects in the context of documentation, conservation, and restoration. The inclusion of these emerging methods in the daily monitoring of the activities of a heritage restoration site (context in which hundreds of photographs per day can be acquired by multiple actors, in accordance with several observation and analysis needs) raises new questions at the intersection of big data management, analysis, semantic enrichment, and more generally automatic structuring of this data. In this article, we propose a data model developed around these questions and identify the main challenges to overcome the problem of structuring massive collections of photographs through a review of the available literature on similarity metrics used to organise the pictures based on their content or metadata. This work is realized in the context of the restoration site of the Notre-Dame de Paris cathedral that will be used as the main case study. Dès les années 90, la collectivité a su percevoir l’intérêt de cette discipline pour son espace contribuant grandement à la modernisation et à l'efficience du service public. Différentes actions y ont été menées, comme l’inventaire géographique du patrimoine, la connaissance des réseaux, la distribution spatiale d’une donnée statistique, la réalisation de cartes et la diffusion en Open Data de l’intégralité des données. Dans le cadre du projet SIG 3D, la collectivité de Strasbourg oeuvre pour passer d’une représentation plane de son territoire à une représentation en trois dimensions. C’est notamment dans ce cadre qu’est apparue la volonté de mettre en place une chaîne d’acquisition/traitement/diffusion de données issues de drones. Les objectifs de mon stage étaient nombreux. En effet, l’apparition d’une nouvelle compétence au sein de la collectivité a impliqué de nouvelles acquisitions de matériels ainsi que la formation d’une partie de ses agents. Mon principal travail a été de rendre viables et pérennes les procédures de cette chaîne, via mes connaissances et la collaboration avec les agents du service. De plus, il m’a également été confié un travail de développement dans d’autres domaines de captation d’informations géographiques. Note de contenu : Introduction

[Termes IGN] stockage de donnéesIndex. décimale : THESE Thèses et HDR Résumé : (auteur) The Management of Cultural Heritage (MCH) is a very complex operation aimed at protecting the physical integrity of Cultural Heritage assets, while promoting their historical value and development of tourism industry. Composed by distinct phases (documentation, intervention, monitoring and use), MCH implies a great effort for the project manager to coordinate the interactions among very different professional figures. In recent years, the use of digital technologies has become an essential part of the MCH delicate process, from early documentation to late intervention phases. The most commonly used methodologies for digital data acquisition, such as terrestrial laser scanning and digital photogrammetry, have become common practice in a broad range of professional activities. On the contrary, the use of 3D models for MCH is still limited to few academic research to date, often lacking continuity and wide application after the end of specific projects. Furthermore, very few supra-national standard guidelines regulating their use are available to date. As a consequence, the operator who decides to use a 3D model as a basis for management is faced with the scarcity and fragmentation of standards and guidelines. Moreover, the lack of standard on quality of acquired data and digital products negatively influences the interaction between the academic research sector, the managers and the professional world. The focus is on the use of 3D models as a valid support tool in the MCH process, highlighting their advantages in all the distinct phases of the management. As an example, 3D data can constitute themselves the basis for the digital database, gathering all available information concerning a Cultural Heritage site, exploitable for restoration works or for scientific dissemination. In particular, the aim of this PhD research is to develop guidelines to produce 3D models for MCH, with the purpose to efficiently entry, store and manage digital data. The here provided guidelines investigate every aspect of the process leading from data acquisition to cataloguing and archiving, processing and creation of a simplified information system. Each recommendation guides the user through the management of digital data, by adapting to his/her level of knowledge with respect to digital technologies and methodologies. In this way, the manager can efficiently use 3D models in MCH projects. In order to elaborate guidelines that could be suitable for as many typologies of Cultural Heritage as possible an international approach was chosen, developing the thesis in joint supervision under the University of Bologna and the Universitat Politècnica de València. We decided to apply state-of-the-art technologies and methodologies to a variety of case studies. The main ones are the early Christian monuments of Ravenna (Italy) belonging to the UNESCO World Heritage List, and a small neogothic chapel located in Castellón de la Plana (Spain). The fruitful collaboration between two different countries allowed an invaluable exchange of MCH expertise and, more broadly, contributed to the elaboration of standardized and universally applicable MCH guidelines that will allow a better interaction between managers, the academic research world and the professional one. The investigation, by highlighting the problems inherent to the MCH, made it possible to identify the main open issues that need to be explored in future lines of research, such as the application of standards to a large number of cultural assets in an iterative, continuous and automatic way, in order to perfecting the standards; the search for automatic classification of raw data; the processing of collected data for the creation of relations, strategies and methods for the classification, integration and optimisation of heterogeneous data.
