A standard Catalog Service is thus enabled to resolve queries of the type "concept@location in time" through the automatic evaluation of metadata formalizing the conceptual, spatial and temporal semantics of geodata. A prototype of the sytem is implemented within the framework of the Interreg IIIB funded GeoShare project. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Le CERN est le plus grand laboratoire mondial de physique des particules, dont l'activité est assurée par plus de 8 000 personnes. Le SIG du CERN couvre environ 1 400 ha, avec 1300 constructions, 70 km de tunnels et galeries pour les accélérateurs et leurs expériences, 1 000 km de services enterrés, 500 000 M2 de surface bâtie, etc. Dans un contexte tenant à la fois de la petite ville et d'un grand complexe industriel, la gestion et la consultation des données localisées et des multiples informations corrélées se doivent d'être toujours adaptées à l'évolution rapide des moyens informatiques du CERN (là où le Web est né) et de répondre aux attentes de productivité et d'efficacité des divers coproducteurs ou simples utilisateurs de ce système. Cet article présente une méthodologie de développement d'applications SIG spécifiques à chaque groupe d'utilisateurs. Pour atteindre les objectifs stipulés, l'adoption de la Norme IS0/19131 et d'une approche Orientée Objet (00) permettent une meilleure compréhension de l'information géographique, ainsi que l'harmonisation des concepts relatifs à son utilisation. Exemple d'application exposé, relatif à la gestion du réseau de fibres optiques, répond aux objectifs du projet et aux besoins formulés par les utilisateurs. La démarche analytique globale et les procédures mises en oeuvre visent à ce que les Systèmes d'Information Géographique puissent être développés de manière structurée, cohérente et réutilisable pour l'intégration de diverses applications internes, dans un concept le plus universel possible. Son activité est la mise en œuvre, la gestion et la conservation du patrimoine de bases de données localisées. La cartographie du territoire d'une collectivité locale lui permet d'en optimiser la gestion et l'aménagement et de faire des analyses pour l'aide à la décision. Pour satisfaire aux besoins de tous les services et leur organiser l'interopérabilité, il faut retenir parmi les données localisées un ensemble cohérent pour la localisation d'événements : les données de référence. Parce qu'elles ne sont pas accessibles facilement à tous les services territoriaux, l'Etat s'est engagé à réaliser le référentiel pour l'ensemble du territoire français. C'est le RGE. Depuis plus de dix ans, sans attendre la mise en œuvre d'une politique nationale, un grand nombre de collectivités territoriales se sont déjà engagées dans cette voie. Aujourd'hui, il s'agit de poursuivre cet effort et le besoin d'un cadre réglementaire se fait sentir.
