[Termes IGN] Trinité-et-TobagoRésumé : (Auteur) The levels of GIS use in local government departments in the U.K and in Government Departments in Trinidad and Tobago are examined. A representative sample of 22 local government departments in England and Wales and 10 government departments in Trinidad was used. The “success” in the level of GIS use as well as implementation approaches was evaluated based on two sets of five indicators derived from the literature. The indicators were used as benchmarks against which the performance of the departments was assessed and ranked. The results indicate that GIS use and implementation levels vary. These variations showed a significant relationship to the approach adopted by each of the authorities in introducing and implementing GIS. The outcomes also indicate that GIS implementation and usage in Trinidad and Tobago are similar to those in the U.K. but with a time lag of about five years. [Termes IGN] topographie localeRésumé : (Auteur) Research has shown the importance of measuring topography for surface change detection and that the use of remote sensing methods is ideal for this application. A prerequisite for measuring change is a historical data-set that covers the time period of interest. Many remote methods of topographic data collection such as lidar are relatively recent developments and therefore cannot provide records longer than about a decade. Alternatively, aerial photography has been in common use since the early 20th century and archives upwards of 50years are therefore not uncommon. While photogrammetry is dependent on well distributed, high quality ground control points (GCPs), such data has been successfully applied retroactively. Therefore, contemporary lidar data, which requires little ground-truth data, should be an ideal source of GCPs for controlling historical aerial photographs. This study aims to evaluate the success with which GCPs can be extracted from a high-resolution lidar data-set for controlling aerial photography for digital elevation model (DEM) production. Using a data-set collected in Upper Wharfedale, northern England, GCPs were measured both by means of a lidar data-set and by using traditional field-based methods. The results showed that while the use of lidar-derived ground control produced a DEM of inferior quality, increasing the number of GCPs used in the model produced results comparable to the GPS-controlIed DEM. These results are significant especially for surface change detection research in remote areas where high quality ground control is difficult to secure. [Termes IGN] texture d'imageRésumé : (Auteur) The ability to distinguish between different types of surfaces is the strength of texture descriptors in the analysis of satellite imagery. Although the most common analytical means are based on co-occurrence analysis, considerable progress has been made in understanding the role of fractal and multifractal analysis in remote sensing. After indicating the limitations of using fractal dimensions as the only texture descriptor and introducing the concept of multifractal geometry, we consider the effectiveness of using multifractal and second-order fractal features in image classification. In particular, we present the results of comparing two supervised classifications of an Advanced Very High Resolution Radiometer (AVHRR) image of Scotland using classical texture features and multifractal second-order fractal ones. In terms of percentage correct and Khat statistics, this study provides evidence, with a confidence limit of 95%, that classifications using multifractal and second-order fractal features are more accurate than those using classical features. The classification algorithm used for this study is a typical minimum distance classifier.
