[Termes IGN] web mappingRésumé : (auteur) The scope of the paper is to test if the online dynamic maps such as the OpenStreetMap (OSM) can be used for official mapping projects such as Cadastre, to investigate the advantages and the concerns of online and open to the public procedures and to identify those differentiations between experts and amateurs that play a critical role in such official projects. The specific research is focused on the use of OSM in urban areas as an alternative method to the official cadastral surveys. This paper presents the possibilities and the perspectives of OSM for spatial and attribute cadastral data collection and storage for the compilation of draft cadastral maps as an alternative methodology within the terms of the volunteered geographic information (VGI). The authors carried out a practical experiment in an extended part of the historic city centre of Athens and updated the online dynamic map of OSM with attribute and spatial cadastral data. Surveying students explored the capacities of the dynamic map in two steps: (a) in a section where the polygons of the buildings already existed on the map, they had to improve it with attribute data, and (b) in another section where no relevant polygons existed, a spatial and attribute data enhancement was required. The research was based on the various approaches that each student adopted and the freedom that the OSM offers to the users. The results show that users can easily distinguish the differences in capacities between the OSM and the commercial software; the inexpensive, easy to use and quick methodology of the OSM in contrast to the accurate, authoritative and assured methodology of the commercial software. Different issues need to be considered during the conception, acquisition and post-acquisition phases of VGI creation. This includes items such as collecting metadata on the volunteer, providing suitable training, giving corrective feedback during the mapping process and use of control data, among others. Two examples of VGI data collection are then considered with respect to this quality control framework, i.e. VGI data collection by National Mapping Agencies and by the most recent Geo-Wiki tool, a game called Cropland Capture. Although good practices are beginning to emerge, there is still the need for the development and sharing of best practice, especially if VGI is to be integrated with authoritative map products or used for calibration and/or validation of land cover in the future. This entails a common framework for dealing with the control of all other spatial data quality components (e.g., completeness, consistency, etc.). We propose a relationship between the parameters “acceptable quality level” and “limiting quality” of the international standard and positional quality by means of observed error models. This proposal does not require any assumption for positional errors (e.g., normality), which means that the application is universal. It can be applied to any type of positional and geometric controls (points, line-strings), to any dimension (1D, 2D, 3D, etc.) and with parametric or non-parametric error models (e.g., lidar). This paper introduces ISO 2859, presents the statistical bases of the proposal and develops two examples of application, the first dealing with a lot-by-lot control and the second, isolated lot control. [Termes IGN] télémétrie laser mobileRésumé : (Auteur) Road roughness is the deviation of a road surface from a designed surface grade that influences safety conditions for road users. Mobile laser scanning (MLS) systems provide a rapid, continuous and cost-effective way of collecting highly accurate and dense 3D point-cloud data along a route corridor. In this paper an algorithm for the automated estimation of road roughness from MLS data is presented, where a surface grid is fitted to the lidar points associated with the road surface. The elevation difference between the lidar points and their surface grid equivalents provides residual values in height which can be used to estimate roughness along the road surface. Tests validated the new road-roughness algorithm by successfully estimating surface conditions on multiple road sections. These findings contribute to a more comprehensive approach to surveying road networks.
